I have been asking myself, why did we close our Petroleum refining company (TIPER) after seen this news from the daily news.


Modern oil refinery for Dar es Salaam


A FOUR-nation consortium will soon start construction a state-of-the-art oil refinery in Dar es Salaam and an oil pipeline from the city to Mwanza and Kigoma. The project will be the largest single investment and the largest and most advanced oil refinery in Sub-Saharan Africa.

According to the President of Noor Oil and Industrial Technology Consortim (NOITC), Ms Minoo Davar, the consortium, involving Tanzanian, Russian, Qatar and German companies, has successfully acquired initial funding of six billion US dollars for the project.

She said that in the current economic environment acquiring a large project funding of approximately 6 billion US dollars "it is clearly a very significant challenge’’.

The oil refinery will have the capacity to produce 200,000 barrels a day, which Ms Davar said will result into a significant drop in oil prices in the country. It will use crude oil from Saudi Arabia, Iraq, Iran and other Middle East countries. The crude oil sources will depend on proximity.

Ms Davar told reporters in Dar es Salaam yesterday that the consortium has secured land at Kisiju in Mkuranga District for the construction of the oil refinery in which 5,000 people are expected to be employed during the construction period while 2,000 job opportunities will be available upon its completion.

Consultants have completed the demarcation of the allocated land at Kisiju where an environmental impact assessment is currently underway.

"We are also progressing to the second and final phase of the land acquisition, " she reported.


Feed stock supply of crude oil for the refinery and other key agreements with design, engineering, technology, plant and equipment suppliers for the refinery and pipeline have been secured with global leaders of oil and gas industries, she said.

The government has a 10 per cent share in the oil refinery and 5 per cent share in the oil pipeline. Once operational, the company will be availed with a 15 year- tax exemption.

Discussions are underway with the Tanzania Petroleum Development Corporation on modalities for the construction of the oil pipeline from the refinery to the two north-western Lake regions.

“We have been very successful in overcoming the adverse global economic conditions and securing funding commitments for the refinery and pipeline projects which will bring considerable long term economic and infrastructure benefits for Tanzania and its neighbours,” Ms Davar observed.

In generalised terms, this is a very significant project. I give my FIVE to the project conceivers! If we had this kind of a thing a while ago, nadhani tusingepata shida hii ya bei za mafuta kuchezea kwenye ths 1600/1700 per liter.
Kuhusu Serikali kuwa na wastani wa 15% total kwenye mradi mkubwa namna hii, hapa ni shida kubwa. Hapa say yote ni kwa wenye mali, na watatuendesha kama gari bovu, na vile hatuna expertise kwenye mambo haya, basi tutakuwa ni watu wa YES SIR!
Hapa hakuna tofauti na kwenye MADINI!
Kuhusu tax holiday ya 15 years, mzee hii ni bomba tu nionavyo mimi, kwasababu wasipotozwa kodi ina maana hawatakuwa na room ya kupandisha bei ya wese, tofauti na ukianza kuwachaji watapata sababu ya ku'inflate bei kwa kisingizio cha kodi!..Hii ni faida zaidi kwa MLAJI, maana wakilipa kodi DIRECT kwa serikali zinaliwa na MAFISADI!

It will be his legacy at ending some of the wrongs done by the 2nd Phase Govt.
Today the price of diesel/petrol in Tz ranges from 1500-2000/= per litre depending on your location in Tz.
In Kigali, a land locked State , the price of Diesel/petrol is about 1800/= per litre, despite the distance fom the offloading point usually Mombasa or Dar es salaam.
Why, why??
Simple! We pay freight charges for all our petroleum products regardless of type(diesel, petrol or kerosine,Jet fuel etc)
We were stupid enough to wilt to the World Bank pressure to close TIPER.
Behind the World Bank were some very clever petroleum business persons who had assured the Govt that it is cheaper to order refined products as against crude oil.
We are now finding out that we were duped, at the end of the day it is the petroleum dealers who are reaping the profits at our peril.
Even waste byproducts like tar(bitumen) has got to be ordered with exhorbitant freight charges.
No wonder the cost of constructing 1Km of road in Tanzania has shot up to abot $1million while in Kenya it is a mere $500-550 thousand.
I need not say on the effect of high petroleum products on the trasportation industry and the food prices and other commercial goods.
Other countries with hard nosed economists, Zambia and Kenya, did not buy into the World Bank pressure and maintained their refineries.Prices of petroleum products in these countries is far cheaper that in Tanzania.
The saddest fact that shows Tanzanias stupidity is that crude oil from Kigamboni is piped by TAZAMA to Zambia, passing through our country!!
That is why I sincerely congratulate Kikwete on righting one very wrong move
 
Tipper, ilijifia natural death kutokana na trade liberalization kuruhusu free market kutumia nguvu ya soko kwenye uendeshaji biashara, na sio kweli kuwa tulishindwa kuendesha.

Biashara ya mafuta iliratibiwa na TPDC wakati huo Tanzania ikinunua mafuta ghafi. Uwezo wa Tipper kutoshe mahitaji ya soko ukazidi kupungua kila kukicha, ukafika wakati mafuta yalikuwa bidhaa adimu, wenye magari wakiuziwa lita 5 kwa wiki!.

Mzee wa Rhuksa akafungua milango ya ruksa kila kitu, biashara huria, mwenye uwezo kuagiza, agiza, ndipo makampuni yakaanza kujiagizia, ikakutikana kuagiza mafuta yaliyosafishwa tayari was cheaper kuliko kununua yaliyosafishwa na Tipper, sasa na mitambo yake iliyochakaa imuuzie nani mafuta?, ndipo kilipofuatia kifo cha mende, na TPDC nayo chali!.

Hiki kiwanda kipya kilichobuniwa target sio soko la Tanzania, jamaa wameangalia mbali into a bigger picture, ndio maana wanazungumzia bomba la mafuta kwenda Mwanza, targeting Uganda, Rwanda na Burundi, soko kuu litakuwa DRC na Zambia.

Hili soko huria sio tuu limeua Tipper, hata Nasako, Bhesco, Hosco, Uda, Kamata, Co-Cabs etc, Tanzania sasa ni shamba la bibi!.
 
Hii habari ni nzee sana,-------Kulikuwa na mkono wa richmondi, vile vile kuna wazawa waliletewa mizengwe kenye tender....
 
Sasa yale Mahame ya Tipper kule Kigamboni yameachiwa Nyoka na Mijusi...??? Au yapo katika plan mpya ya Mji wa Kigamboni...???
