Tanzania says forces on alert against poll violence

DAR ES SALAAM (Reuters) - Tanzania dismissed on Thursday criticism that the armed forces were meddling in politics ahead of elections this month as the European Union announced it had deployed its first ever election observer mission to the country.
East Africa's second largest economy has enjoyed relative stability in an often unsettled region and has managed to hold three successive multi-party presidential elections since 1995, after more than three decades of one-party rule.
Tanzania is scheduled to hold presidential and parliamentary elections on October 31.
President Jakaya Kikwete, 60, is expected to win re-election easily for a second and final term, but faces a growing challenge from the opposition Chadema party's candidate Willibrod Slaa.
"The armed forces are not meddling in the election process. They are on alert to prevent any violence from taking place," foreign minister Bernard Membe said at a joint news conference with the head of the EU delegation to Tanzania, Tim Clarke.
"I am confident that the election will be transparent, free and fair," he said.
The Chadema party said in a statement to diplomats on Monday that a senior Tanzanian army officer had issued an "unconstitutional and intimidating" statement ahead of the elections warning voters against violence.
Local non-governmental organisations and human rights groups have also accused armed forces of intimidating voters in the run up to the election.
Analysts expect a largely peaceful poll, but warn there could be incidents of violence in the semi-autonomous archipelago of Zanzibar and some parts of mainland Tanzania.
Clarke said the EU will deploy around 68 observers in both Tanzania and Zanzibar headed by David Martin, senior vice president of the European Parliament.
They will join other teams of international observers from the Commonwealth, the African Union and the Southern African Development Community (SADC).
"This is the first time the EU has deployed an election observation mission in Tanzania," said Clarke.
Results of a new opinion poll released on Thursday by the University of Dar es Salaam's political research arm, REDET, said Kikwete would win the presidential poll by 71.2 percent.
A REDET poll in April showed that 77.2 percent of Tanzanians would vote for Kikwete. He won the 2005 election by 80.3 percent.
Opposition leaders have dismissed the latest poll results as flawed and biased in favour of the ruling Chama Cha Mapinduzi (revolution) party.
