Kigeugeu Ujenzi wa barabara - Ni Rushwa au kutokujua??

WanaJambo wenzangu naomba kuwatumia salaam za mwaka mpya 2008.... Ni matumaini yangu kuwa huu utakuwa mwaka mwingine wa kuelimishana na kushauriana (pia in a way kuwashauri walioshika mpini) katika maendeleo ya nchi yetu tuipandayo, Tanzania.

Leo nimesoma habari kwenye "Thisday, 07 January 2008" (article attached below) na kwa kweli nina mengi sana ya kujiuliza. Maswali yenyewe ni haya:

1. Hao makandarasi waliokuwa "shortlisted" wote ni wa KiChina, hivi yale makampuni ya zamani yaliyojenga barabara tunzojivunia leo Nyerere/Port Access (Mowlem), Chalinze-Tanga (KAPICO), Moshi-Arusha (Astaldi - nadhani) na nyingine nyingi tu wameishia wapi?? Au ni Procurement procedure yetu "Ya cha juu" imefukuza nchi zote tukabaki na hawa WaChina pekee??

2. Siku hizi inaonekana WaChina wametawala "road construction industry" lakini ufanisi wao ni mbovu sana. Hebu tuangalie "Sam Nujoma in Dar, Mwanza-Shinyanga road, Somanga-Matandu in Pwani, Singida-Manyoni road na nyingine nyingi za karibuni utasikia ni China Geo, China Engineering, SIETCO, nk..... Siku hizi ukisikia KONOIKE basi ujue ni zile za msaada wa Serikali ya Japani.... Kuna kitu hapa....

3. Nijuavyo mimi uki "float bid" kwa miradi mikubwa kamaa lazima uanze na "expression of interest"; au kama tayari una listi ya makandarasi then utafanya "direct invitation"..... Sasa hii bid eti imefikia mpaka hatua ya kufungua "Finacial Proposals" ina maan "Technical Proposals" zilifunguliwa na ikaonekana wote wapo qualified (sheria is unafungua "Tech Props" na kama wamefikia kiwango then unafungua only the "Financial Props" kutoka kwa wale waliofikia viwango. Sasa leo wakubwa watatuambia nini kuhusu hili??

4. Hii barabara imekatwakatwa sana kupunguza gharama, ni approach nzuri lakini tatizo ni kwamba kila kipande (30 - 60km length) kimekuwa designed na mhandisi tofauti, je kuna any life span analysis done based on design life, traffic increment, quality/type of construction ili iwe built into the main maintenance/rehabilitation plans in the future?? Isije ikawa wakati jamaa wengine wanajenga Mingoyo-Mbwemkuru section tayari Nangulukuru-Kiwawa section imeshakufa and ile construction traffic ya kipande cha Mbwemkuru-Mingoyo ika overload and kusababisha premature failure ya section iliyoisha as the construction traffic was not built into the plan!!??

Hapo juu kwenye item 1, 2 & 3 kwa mtazamo wangu kuna zaidi ya explanation iliyotolewa na ninaweza kusema kuna gharufu ya rushwa hapo na ilipoonekana itashitukiwa basi watu wakaamua kupinga na kufuta zoezi zima katika dakika za majeruhi..... kama sivyo basi tunaomba maelezo ya msingi (hapo wahusika kama mpo)

Kikubwa ni kwamba mimi kama mTanzania mwenye uchungu nashangaa pale tunapofanya vitu "Fire fighting style" bila kuangalia na kuoanisha mipango na utekelezaji wake. Hili litatuweka kwenye wakati mgumu sana huko mbeleni ikiwemo kutingiza kwenye hasara zisizokuwa na mpango wowote...

Mheshimiwa Raisi amesisitiza kuwa lazima barabara za kuunganisha mikoa zitakuwa katika kiwango cha lami, swali ni kwamba, Je kiwango cha lami kinachofikia viwango au ni lipua lipua lipu kukata "silesi" kisha mambo yanakuwa sawa na kujaza maji kwenye gunia??

Naomba mnisaidie manake ndio maana nimeuliza, "Je wataalam wetu wa mabarabara wanaangalia mbele au ni hapa hapa usoni tu kufurahisha kadamnasi, ni kutokujua na mambo ya kitu kidogo?"

Finn’s Facts: Save the south from further punishment by completing Ndundu-Somanga road

Reports that Ministry of Infrastructure Development has once again suspended a tender seeking a contractor to complete a 60 kilometres Ndundu-Somaga road stretch to bitumen standards is another major setback against the Fourth Phase Government’s promise to ensure that people can travel from Dar es Salaam to Lindi and Mtwara by road with ease.

In a letter dated December 31, 2007 with a copy to Public Procurement Regulatory Authority (PPRA), the ministry’s permanent secretary Dr. Enos Bukuku, said tender No. MOID/13/ of 2006/07, was suspended despite the advanced stage reached to seal the final contract.

Dr. Bukuku said pursuant to regulation 20(3) of the Public Procurement Regulations (G.N. No. 97 of 2005) and in terms of section 54 of the Public Procurement Act, 2004 the ministry as a procuring entity has power to cancel or reject all tenders prior to awarding the contract not withstanding the stage reached in the proceedings leading to the conclusion of the contract.

Justifying the decision to cancel the tender for the 60km stretch of road which has seen similar floated tenders aborted twice in the past 36 months, the ministry’s highest civil servant justified the latest decision by arguing that all submitted tenders did not satisfy the criteria for the award of the contract as set out in the tender document.

At the time of the decision to cancel the tender, four companies had been short-listed and their offer to construct the 60km road ranged in price between 38bn/- and 54bn/- against the government’s allocated 39bn/-. It’s unclear why the tender had to be canceled and which tender conditions did the companies fail to meet bearing in mind that the process had reached such an advanced stage.

The four bidding companies and their offers were Sino Hydro Corporation Limited which submitted the lowest bid of 38bn/-, China Henan International which offered to do the job for 40bn/-, China Ching Qing demanded payment of 43bn/- and M.A. Kharafi and Sons which demanded payment of 54bn/- to do the job. The government’s 39bn/- for the road came from a Kuwait Fund loan.

While on a visit to the southern regions last year, President Jakaya Kikwete promised residents of the south that work on Ndundu-Somanga road which has since John Magufuli’s years as Works Minister, been derailed, will be completed on schedule with additional funding from Organization of Petroleum Exporting Countries (OPEC) and the government’s counterpart funding.

There is need for officials at Ministry of Infrastructure led by Minister Andrew Chenge himself and Dr. Bukuku to consider this project a priority by ensuring that the contractor is picked as soon as possible and work on the project starts.
The southern regions have long suffered to get a better road linking them to the commercial capital, Dar es Salaam and other main towns of the country. As the rainy season once again gathers strength, let the responsible authorities take proper action to make sure that come next rainy season, southerners can drive back home of bitumen road covering Ndundu-Somanga.

Trivial issues of personal gain should not take priority from the interests of the vast majority of Tanzanians. As Minister Chenge promised in his 2007/8 budget, let this 60km stretch of road network be constructed to bitumen standard by a competent contractor that falls within the margin of government budget.

No contractors from wherever including those with close links to the external financiers should impose their own conditions to the ministry to be accommodated under whatever circumstances. Ultimately, the loans we get will be repaid by Tanzanian taxpayers who badly need the road now.
 
Sisi watu wa nje 'outsiders'ni vigumu sana kufahamu nini kinchoendelea katika mambo ya ujenzi, na ni kwa nini ni wachina tuuuu.

Nina 'infor' zinaweza kuonyesha mwanga kidogo wa kwanini!,
tukitumia mfano wa ujenzi wa barabara ya kilwa.
Inasemekana Konoike siku hizi haiparticipate kwenye tender za ujenzi wa barabara.
Kajima walikataa proposal kwani gharama za ujenzi zipo juu (mfano cement na mishahara mipya n.k)
Hivyo kuna kampuni moja jina 'kapuni' imekubali hiyo tenda, ni mara yake ya kwanza kufanya mradi barani africa, kinachoendelea ni utafutaji wa CEMENT (kutoka pakistani)baada ya hapo ndio kutaanza kueleweka.

Makampuni yetu 'MECCO' yalishakufa kitambo, na hayo mengine maslahi ni madogo. Hivyo inabidi tuhangaike na hao wachina halafu pia ni rafiki zetu.
 
Barabara nzima toka Mtwara hadi Mwanza ilipangwa kumalizika 2005. Hiyo ahadi ilitolewa na aliyekuwa Waziri wa Fedha mwaka 2000, Basil Pesambili Mramba. That road was to have been Mkapa's parting gift to the nation.

Kama mabadiliko ya 2005 hayangeondoa ufanisi serikalini kama ilivyofanyika, basi hiyo barabara ingemalizika 2007, at the latest.

Sasa hii dana dana ya kuzungushana na Wachina ndiyo hali halisi ya Uswahili wa awamu hii. Maneno mengi, matendo ndiyo kama unavyoyaona. Hatua moja mbele, hatua mbili nyuma.

Nilivyosikia ni kuwa Project yoyote itakayo kuwa FUNDED kama hii na wajanja wa UJENZI ministry wataikwamisha hadi hapo 10% yao watakapoipata...WAPI DARAJA la KIVUKONI?.....
Wakati mwingine unatamani UTUKANE lkn tumejifunza kujizuia kusema maneno MABAYA...
 
Sidhani kuwa ni rushwa peke yake bali ni kufocus zaidi kwenye costs na siyo quality na capacity ya mkandarasi. Katika construction industry mashirika ya magharibi ( Skanska, Noremco, Kajima n.k) yamejitoa kwa vile hayawezi kushindana kwenye pricing na hawa wachina. Skanska hata ofisi wamefunga. Overheads za wachina ni ndogo mno ukilinganisha na za haya makampuni mengine. Kwa hali hiyo huwa hawaoni sababu kuingia gharama za kutayarisha tenda ambayo wanajua hawatakuwa competitive kwenye upande wa gharama.Vile vile kuna haka ka South South solidarity kanacheza. Mimi naamini siku zote kuwa si kila mahali open tendering inafaa. Inabidi kuna wakati turudi tena kwenye shortlisting, ambapo ni yale makampuni peke yake yaliyoonyesha utendaji mzuri yanaalikwa. Hapo tutaweza kupata makampuni mazuri lakini lazima tukubali kuwa kitu kizuri kina gharama zake. Bila hicho tutaendelea kujengewa barabara mbovu kwa maana ndizo ambazo tuko tayari kulipia.

..maana,sawa njia inapanuliwa. lakini iko kama kutakuwa na ukarabati mara kwa mara,sababu umri wa hizo lami unapishana.
 
Dar si Lamu, kwa kweli nimeona ile barabara kuanzia makutano ya Kawawa mpaka Mwenge kuna "viujenzi" vidogo vidogo. Nimetumia neno "viujenzi" sababu kwa kweli ile kazi sidhani kama wahusika wameifanyia utafiti yakinifu. Nasema hivi sababu kwanza hakuna proper traffic control, sectional weidening,poor widening at junctions na vijimambo vidogovidogo vingi kwa kweli; lakini kurudi kwenye swali lako ni kama hivi:

1. Nadhani ujenzi huo ni sehemu ya upanuzi wa barabara za jiji: Hili nilijaribu kupitapita na kuwauliza waheshimiwa (mafundi) wakati fulani lakini bahati mbaya siku hizi bwana watu hawatoi data hivyo sikuweza kujua lengo haswa. Lakini mtizamo wa harakaharaka ni kwamba wanafanya upgrading (widening) based on "what you can with the funds available" approach ili baadae waweze panua barabara nzima. Sio aproach mbaya lakini phasing of works and detail traffic contro in totality if not done at this stage may impact on current traffic flow/operation,junction control and tying of levels with the existing road, drainage system, adjoining road na at times may result in ubomoaji wa sehemu za barabara mpya. Hivyo kama hili limefanywa then we have nothing to worry (technically); lakini kama hili halipo then kuna tatizo manake itakuwa fire fighting approach ambayo may result in more loss than benefits....

2. Umri wa lami kupishana na matengenezo ya mara kwa mara: Hili sio baya kama wahandisi wa incorporate maintenance plan ya original road into the new construction. Mara nyingi kwa kazi kama ile ambapo barabara halisi (original section) imeanza kuchoka, tunajenga barabara mpya (widened section) mpaka kiwango cha "binder course" to match the same level as the original section (vertical level). Kisha wanakuja na kufanya "extended patching and crack seasling if required" kwenye original road kisha tunaweka overlay through the entire width of the road. Wenzetu wa nchi za magharibi ndio wanatumia hili kuondoa vitu kama differential levels along the road, improper surface draiane (camber, super elevation) na vitu kama hivyo.

Nimejaribu kujibu harakaharaka mkuu.....
 
Tukiwa kwenye hili la ujenzi, kuna issue ya ile barabara inapita Kawe chini kwenda kutokea Jangwani Beach (Mbezi beach).... Hii kwa kweli nimepita na kuangalia ujenzi wake na kwa kweli sidhani kama Mhandisi aliye design na yule anayejenga wapo makini katika swala hili. Zamani nakumbuka wale jamaa wa ERB, ACET, NCC na wengine wengi walikuwa wanafuatilia mambo ya "construction site" lakini pale ni mengi tu yamepondwa:
1. Traffic control - mh, aisee pale kama sio fundi anavuka barabara, au kijiko kinarudi nyuma then utakutana na nguzo ya umeme katikati ya barabara; kibaya zaidi ni kwamba hakuna any warning signs au wafanyakazi kuvaa reflective/identifiable clothing!

2. Alignment yake kidogo inakuwa ngumu kwa mhandisi kuelewa na kuikubali sababu pamoja na (at some section) kuwabana wenye majumba kandokando ya barabara wameshindwa kuweka "junction geomtries" kuzuia ajali. Yaani issue ya "sight distance at junctions", "overtaking sight distance" halikuzingatiwa kabisa!! Hii barabara inaweza geuka kuwa ni machinjioni mapya (Port access/Chang'ombe road junction) ya sasa!!!

3. Drainage ndipo mimi nimeishia kucheka kabisaa.....eneo la mitaro lipo lakini profiles za hawa jamaa kidogo nimeshindwa kuzielewa sababu wanakaribia kuweka "base course" lakini "side drainage" and "cross drains" naona hawajaziweka manake mvua za hivi sasa zimeanza onyesha mapungufu!

4. Nguzo za umeme katikati ya barabara, hizi wote tunajua kuwa zitahamishwa in the future. sikatai ni jukumu la TANESCO etc kuhamisha services, lakini kuna stage ambayo kama Mhandisi ukifikia na bado una vitu kama zile nguzo pale inabidi kama ni spidi upunguze na kufanya "other ancillary works" kumruhusu mhusika aondoe "services". Hii ni kwa sababu jamaa wakiendelea na "base course" kutakuwa na weak areas (considering the thickness of fill and naturak ground
at the area).

Haya jamani nilikuwa nimepita pale kweli nikashindwa kujizuia nikasema niweke hapa kama wahusika wanasoma (they are amongst us) waweze yaangalia haya mambo.....

Kujenga barabara kwa kutumia makandarasi wengi ni kitu cha kawaida vilevile.

Je wachina wana tech know how ya kutengeneza barabara? Wanazo na za bei nzuri.

Watanzania kama watumiaji tunatakiwa kujiuliza je bajeti yetu imetumika vizuri?, je barabara imefikia viwangovinavyohitajika? na cha muhimu zaidi je makandarasi wamemaliza katika kipindi kinachotakiwa (meet deadline)?


Suala la kandarasi wa Ulaya atajenga vizuri limepitwa na wakati na gharama zao ni kubwa.

Tukirudi kwenye utaalamu. Ingawaje kwa sasa nabeba mabox lakini bado principal za Engineering nazikumbuka. Hivi miaka zaidi ya 40 ya watanzania kujifunza na kupata elimu ya juu bado tunategemea sana makandarasi wa nje?

Tunaweza kushindwa kujenga madaraja ya nguvu lakini tarmac zinatushinda kweli? Kiuchumi unapompa mkandarasi kutoka nje, kwanza atakuja na utaalamu wake na kuondoka nao, pili ataondoka na pesa za kigeni ambazo ungezitumia kwa shughuli nyingine, tatu atakuachia kazi kubwa ambayo ni maintanance ya barabara yenyewe n.k

Kwa mfano DSM ni mji wenye wakati wanaokaribia 4 Milioni na kipande cha kutoka Ubungo mpaka Tazara kinategemea msaada na makandarasi kutoka nje. Miaka 30 iliyopita ningekubali uwezekano wa kutokuwepo wataalamu lakini kwa sasa ni lazima tujiulize.
 
Bin Maryam, naomba nitoe mawazo yangu kuhusiana na comment yako hapo juu kama ifuatavyo:
1. Elimu ya ujenzi wa barabara - kwa hili naomba nikuhakikishie kwamba wataalamu tunao wengi sana. Pia ERB na uangalie ni wahandisi wangapi wapo nchi hii kisha uangalie ni waTz wangapi wapo nje ya nchi wanapiga mzigo hukohuko kwa wazungu. Kuna kusoma na kupata nafasi ya kutumia ujuzi wako na kuna kusoma kisha ushindwe kuutumia ujuzi wako kikamilifu kutokana na mengi yakiwemo yale yaliyoongelewa kwenye "thread ya watoto wa wakubwa".... Kule kuna mambo kama kutoa ajira not based on technical know how but technical know who iliyopelekea wale wahandisi wenye uwezo wakaingia mitini.

2. Tukiwa bado kwenye wasomi, tatizo jingine ni kwamba wale wataalamu wachache tulionao wana swala la njaa... Manake una tender kupata kazi lakini 10% wale wakubwa, na kwa vile overheads zako zilikuwa ndogo ili upate tender unaishia "ku compromise" kwenye quality.

3. Kuhusu kupeleka pesa nje na pia ujuzi nje hili kidogo nalo naomba nipingane nalo. Kazi zote za barabara kuna kada nyingi za wataalamu, ukianzia kwa mhandisi mkuu mpaka kwa yule operators. Pamoja na kwamba wanaleta watu wao, mara nyingi kuna wazalendo wengii tu wapo kwenye hayo maprojekti hivyo "this is a bit weak argument"

4. Kuhusu kupeleka pesa za kigeni nje, nadhani hapo unajichanganya sababu "construction" sio sawa na "consultancy".... In construction you actually buy materials (lami, kokoto, mchanga, mafuta, spares, nk)... sasa awe kandarasi wa nje au wa ndani ni lazima aende hukohuko nje kununua visivyopatikana humu ndani, hapa napo kidogo weak!!

5. Tukumbuke kuwa mara nyingi makandarasi wana "calculate profit as a percentage of the materials and labour costs".... Sasa hata kama wakivuuuta pesa nyingi saana kupeleka kwao haiwezi fikia hata 30% ya total project costs ambayo to me sio mbaya sana considering the quality we will get.

6. Kampuni za nje zitasababisha gharama kubwa za maintenance watakaoondoka - hapo ndugu yangu naomba tutumie "common sense" kila kijengwacho na mwanadamu lazima siku moja kivunjike/kiharibike na kuhitaji matengenezo. Barabara ndio mbaya kabisa sabau hata kama imejengwa based on a conventional design life of 25 years lazima humo katikati kuwe na maintenance.... Sasa haya matengenezo/maintenance ni standard ndugu yangu whether the road imejengwa na a foreign au local firm!! So hapo napo naomba niseme hakuna argument!!

7. Swala la mwisho ni ule mfano uliotoa kwamba kipande cha TAZARA-Ubungo. Well ndugu yangu kwanza naomba nikwambie kuwa katika barabara zinabeba mzigo mkubwa katika Tanzania nzima ni kile kipande cha kutoka TAZARA-Ubungo. Kwa nini nasema hivyo, angalia magari yote ya mizigo yanendayo mikoani na nje ya Tz lazima yapitie hapo yakitokea bandari ya Dar, uwanja wa ndege na pia mikoa ya kusini kwenda kaskazini.... Sasa tukiangalia uwezo wa kandarasi wa nyumbani ambao wengi (nina uhakika wote) wanatumia vifaa duni na vichache. Nasema duni sabau wengi wameagiza vifaa "used" au wmenunua vifaa tunavyoita "salvage" kutoka kwa makandarasi waliojenga barabara hapa nyumbani (Eastates - KAJIMA nk)... Sasa kwa kazi kama hiyo huwezi leta mtu ana "ka paver" kake kachovu kujenga barabara ambayo imekuwa designed to a certain strength requirments. Hivyo kama tender ya hii barabara ilitangazwa kisha ikishindwa kuw awarded sitashangaa kama local firms hawakuweza kufikia minimum requirements na nina uhakika "Vifaa ndio viligomba" na sio utaalamu.

8. Performance bond inawezekana pia ilichangia katika swala la local firms kushindwa pewa kazi ya TAZARA-Ubungo sababu hawana uwezo wa kifedha (guarantors) wa kupata pesa za miradi ya aina hii considering the costs for the road!!


In conclusion:
1. Elimu tunayo lakini uongozi/sera duni
2. Local firms kuwa na uwezo mdogo wa vitendea kazi
3. Financial difficulties
4. Makampuni yetu kufanya kampuni za ujenzi sawa na kimradi cha kuku wa mayai (kuajiri ndugu jamaa na marafiki, ku allow for unnecessary compromises in quality)
4. Ajira za msingi serikalini kutolewa kwa "know who" na sio "know how" na hivyo kupata watu wasiojua kazi vizuri.. Hii imepelekea hawa jamaa kushindwa kuwa msimamizi mzuri wa masalahi ya serikali na nchi kwa ujumla (angalia ya Sam Nujoma, Singida-Manyoni, Kilwa Road nk)

Could be sababu za msingi katika kufeli kwa miradi yetu ya barabara...... Nadhani nimeweza kuweka kile ninachokielewa kikaeleka vizuri. Naomba kuwakilisha!!!!
