A Kenyan woman based in Nairobi, Phoebe Dibogo, her photo is here, continues to recruit East African woman for her Nigerian boyfriend "Ben" based in Addis Ababa, to take drugs to Hong Kong. "Ben" recently kept one Kenyan woman in captivity, threatened and forced her to swallow drug pellets, then forced her to get on a plane at Addis Ababa. The woman was seriously ill when she arrived in HK and immediately informed Customs officers of her situation.
Phoebe has been in this business for several years. Several of her victims are serving long prison sentences in Hong Kong.
Law enforcement agencies seem unable or unwilling to arrest Phoebe...probably because they need to catch her breaking a law before they can arrest her.
So...let's try naming and shaming her and Ben to stop them destroying people's lives.

Over the few weeks, five women drug mules have been arrested at HK airport: one from Kenya, two from Tanzania, one from Peru and one from Greece. The three East Africans and the Greek girl (a 19 year old model) all came via Adis Ababa. See this report from HK's South China Morning Post
