Hakika Ngeleja Mungu kasikia kilio cha Watanzania,mama asiye na break Mrs shelukindo katoa mpya kwa kutoa waraka bungeni unaonyesha kuwa kila idala ndani ya wizara ya Nishati na Madini kutoa shilingi millioni 50 ,kwa ajili ya kuzituma kwenye account ya madini kitengo cha utafiti dodoma ili zitumike kwenye bajeti inayoendelea bungeni.

Mama shelukindo anataka kujua pesa hizo zimeenda kwa nani.kawasilisha nakala ya barua kwa spika,hofu kuna dalili zote za kifisadi kwenye isssue nzima hiyo

WAZIRI Mkuu Mizengo Pinda, amekata mzizi wa fitina kwa kuingilia kati na kuiondoa Bajeti ya Wizara ya Nishati na Madini Bungeni ili iandaliwe upya na kurejeshwa tena baada ya wiki tatu, ikiwa ni hatua moja mbele kunusuru kukatiliwa kwa wingi wa kura za wabunge.

Tayari karibu wabunge wote waliochangia kutoka chama tawala na upinzani walikwishaonyesha msimamo wa kuikataa bajeti hiyo kutokana na mambo mbalimbali ikiwamo mikataba mibovu ya nishati na madini pamoja na tatizo sugu la mgawo wa umeme.

Katika kile kilichoonekana ni Serikali kusoma alama za nyakati, Pinda alichukua uamuzi huo wa kuahirisha bajeti hiyo jana baada ya kuona hata wabunge wa chama tawala ambao ni wengi bungeni wameigomea. Akitangaza hatua hiyo, Pinda alisema Serikali imezingatia kwa umakini michango iliyotolewa na wabunge hasa kuhusu tatizo la umeme linalolikabili taifa kwa sasa.

"Napenda kushukuru wabunge kwa michango yenu na ushauri wenu wa msingi na nasema nakubali kwa niaba ya Serikali," alisema Pinda.Waziri Mkuu ambaye ndiye kiongozi mkuu wa shughuli za kila za Serikali bungeni, alisema katika michango yao, wabunge walisema ili waridhike, ni lazima Serikali iwahakikishie kuwa tatizo la umeme litatatuliwa karibuni.

Pinda alikiri kuwa tatizo hilo ni la muda mrefu, kuanzia mwaka 2006 wakati taifa lilipokumbwa na ukame na mabwawa yake kukauka na matokeo yake uzalishaji wa umeme ukapungua.

Alisema wakati huo, Serikali iliweka mikakati ya kuacha kutegemea vyanzo vya umeme vya maji na kuweka mipango ya kutumia gesi asilia na makaa ya mawe, lakini mpango huo hadi sasa haujaleta mafanikio.

Kutokana na sababu hiyo, Waziri Mkuu alisema Serikali inazingatia ushauri uliotolewa na wabunge wa kuweka mpango wa kutatua tatizo hilo hata kama ikiwezekana viongozi wabanwe kwenye mapato na matumizi."Hata ikibidi tukate posho zetu, tubane matumizi ya magari, ili mradi tufanikishe mpango wa kuwapatia Watanzania umeme wa kuaminika," alisema Pinda.

Kwa kuzingatia hilo, Pinda aliliomba bunge litoe wiki tatu kwa Serikali ili iweze kurekebisha bajeti hiyo na ije na mkakati ambao utaweka wazi utatuzi wa tatizo la umeme nchini.

Pinda alitumia kipengele cha 55 cha kudumu za Bunge, kifungu kidogo cha 3(b) pia cha 69(1) ambavyo vinampa nafasi ya kuliambia Bunge sababu za kuahirisha bajeti na muda ambao utatumika katika kuirekebisha. Spika Anne Makinda alikubali hoja hiyo ya Serikali na alipohoji Bunge lilikubali.

Akifafanua kifungu hicho Makinda alisema hoja iliyotolewa na Waziri Mkuu ni mwongozo wa kanuni 69(1) isemayo: “Mbunge anayependa mjadala unaoendelea juu ya hoja yoyote kuahirishwa hadi wakati wa baadaye ,anaweza kutoa hoja kwamba mjadala huo uaharishwe hadi wakati gani na kulazimisha kutoa sababu kwa nini anataka mjadala uahirishwe na kwa wakati gani huku wananchi wategemee nini wakati mjadala umeahirishwa."
“Suala hili limevuta hisia za Watanzania wengi na wengine limeonekana kuwawakasirisha kwa kiasi kikubwa kwani limeonekana kuwavurugia uchumi wao na hata kusababisha Serikali kukosa mapato hivyo naungana mkono hoja na baada ya wiki tatu wajipange vizuri wakileta kitu kilicho katika ahadi za Serikali na zinazotekelezeka,” alisema.

Hatua hiyo ya serikali inafuatia msimamo mkali wa wabunge ambao waliikataa kutokana na sekta za madini na nishati kugubikwa na kashfa nyingi za kifisadi huku ikishindwa kuweka mkakati wa kutatua tatizo la umeme ambalo linaendelea kuangamiza uchumi wa nchi.

CCM watoa msimamo wao kuhusu hatua hiyo
Akizungumzia suala hilo jana, Katibu wa Itikadi na Uenezi wa CCM, Nape Nnauye alisema; "Nawapongeza sana wabunge wa CCM kwa usikivu wao kwa kilio cha wananchi sababu wao ndiyo wengi, wangelikuwa si wasikivu basi bajeti ile ingepita."

Alisema angewashangaa wabunge hao kama bajeti hiyo iliyokuwa ikilalamikiwa ingepita kwani kasoro zake zilikuwa nyingi na zilihitaji kufanyiwa marekebisho.

"Kwa niaba chama chetu cha Mapinduzi niwashukuru wabunge wetu waliofanya kazi kwa maslahi ya wananchi na hii inajibu kelele za siku nyingi za wapinzani wanaodai kwamba Serikali ya CCM haiwajali wananchi," alisema Nape.

Alisema huo ni mwanzo mzuri kwa CCM iliyojivua gamba ambayo sasa inafanya kazi kwa vitendo na kwa kusikiliza kilio cha wananchi."Sasa kinachotakiwa na tunachokisubiri ni kwa Serikali iwe sikivu irudi ijipange iweze kuleta mipango thabiti ya kuweza kuleta umeme wa uhakika, ambao ndiyo uti wa mgongo wa uchumi wa taifa letu hili."

The Energy and Minerals ministry on Friday came under fierce criticism in Parliament over its handling of the longstanding power crisis. This is hardly surprising given that successive governments have for close to two decades groped in the dark for a solution to a problem that seems to be getting worse by the day.

That CCM and Opposition MPs spoke with one voice when debating the ministry's 2011/12 budget proposals is testimony to the matter's gravity. Parliament's Energy and Minerals Committee and MPs from both sides of the political divide made valuable proposals that the government should seriously consider as it tries to find a way out of the crisis.

Some MPs queried, and rightly so, why the government had not reacted the way it did when the 2008 global downturn pummelled Tanzania's economy. The government moved swiftly and released a hefty Sh1.7 trillion to avert economic collapse.

But the same economy is now at the mercy of a prolonged power crisis, which the government seems to have no idea when it will end. The economy is already showing signs of wobbling as factories shut down due to lack of power, inflation climbs into double digits and thousands face the prospect of being laid off.

It is time to act. The government should revisit statements and proposals put forward by the Energy and Minerals Committee, Opposition, CEO Roundtable and other stakeholders to come up with a lasting solution to the crisis.

The proposal to establish a special fund for the development of electricity projects is apt and timely. It is a feasible way of beefing up resources set aside for the sub-sector, which has for many years suffered as a result of underfunding.Lack of steadfastness in diversifying power sources is also a big challenge. The country can only continue to rely on rainfall-dependent hydropower generation at its own peril.

Energy potential
The irony is that we have failed to fully tap the energy potential of gas, wind, solar and coal that nature has so abundantly endowed us with. We look ridiculous whining and grumbling about lengthy power blackouts.We concur with the Committee's view that it is a shame the country has managed to add a meagre 145MW in past seven years, while the annual demand increase is 100MW.

Undertaken concurrently with expansion and diversification of investments in the power sector should be prudent utilisation of available resources as opined by various stakeholders.

There is also a need for the Energy and Minerals ministry and Tanesco to trim their recurrent budget expenditures and set-aside more funds for development projects.

In its budget proposal for this financial year, the Opposition raised queries over the use of large portions of government funds for senior bureaucrats' emoluments, including controversial sitting allowances. The ministry responsible for power generation and the institutions under its docket were among those criticised.

The government says it is aware of all problems surrounding the power sector. Nevertheless, there seems to be no lasting solution in sight- a situation that has generated frustration among members of the public. CEOs are complaining about high income losses attributed to frequent power interruptions; machinery damages resulting from high power fluctuations, loss of market competitiveness arising from elevated production costs, and so on.

But the government has so far not responded to their call on the need to convene a high- level meeting of all stakeholders to jointly make an emergency power plan. On a similar vein, the government has dismissed the opposition's demand for setting up an independent inquiry into the root causes of the crisis, and the possible long-term solutions.

I do not see any light. With the mentality we have, ya kuilinda serikali, chama na mawaziri at the expense of our economy, hakuna kitakachobadilika. Bunge limekuwepo kwa miaka mingi limekuwa likifanya mchezo huo huo, hakuna kipya kitakachotokea.

Ni usanii tu Mkuu. Sielewi kabisa sababu za hawa akina Ngeleja na Malima kukingiwa kifua kiasi hiki pamoja na kuwa kuna ushahidi wa kutosha kwamba kazi imewashinda. Kama wameshindwa kutatua matatizo ya umeme nchini kwa miaka sita sijui hizi wiki tatu alizoomba Pinda zitasaidia nini. Haya mambo ya kulindana ndio adui mkubwa wa maendeleo nchini kwetu.

Hivi mmesoma hili gazeti linavyojitetea leo kuwa walijua kuhusu hii kashfa ya rushwa wizarani lakini kwa kusudi wakaamua kunyamaza eti kwa sababu Wizara ya Nishati walishatoa ufafanuzi Sasa why wait for January aibue hii kshfa kisha ndio wao waje kuidandia?

So we come round to the point where all this outrage over Jairo's behaviour jana bungeni, and other politicians these rags (Mwananchi et al) secretly support etc is all just hot air. Like petty criminals banging a van with a paediatrician in it to show their petty criminal mates what upstanding moral individuals they are.

Tunakiri kabisa kwamba baadhi ya wananchi wanaweza kuibua dukuduku kuhusu suala hilo, ingawa tungependa waelewe kwamba kutochapisha habari hizo kulitokana na ukweli kwamba wizara husika ilikanusha tuhuma hizo na ndiyo maana gazeti hili lilizingatia weledi kwa kuendesha uchunguzi na kutafuta ushahidi ambao hatimaye ungewezesha kupatikana ukweli usiotiliwa shaka.

Ndiyo maana hatukushangazwa hata kidogo na Mbunge Shelukindo alipoibua kashfa hiyo bungeni na pia hatukushangazwa na kauli ya Waziri Mkuu Pinda alipokiri kuwa wizara hiyo ilitoa rushwa kwa baadhi ya wabunge na kusema Serikali ingemfukuza kazi Katibu Mkuu wa wizara hiyo, David Jairo ambaye ushahidi umeonyesha kwamba, hakika ndiye aliyechangisha fedha za kuwahonga wabunge ili bajeti ya wizara yake ipitishwe na Bunge.
