Kapuya summoned by Bunge committee over NSSF performance

THE Parliamentary Public Organisations Accounts Committee (POAC), has summoned the Minister for Labour, Employment and Youth Development, Prof Juma Kapuya to Dodoma, after the committee failed to discuss the performance report of the National Social Security Fund (NSSF), for three consecutive sessions due to absence of Board of Trustees.

The committee will grill the minister on the failure of his office to appoint the new board members since early last year. The committee for the first time failed to assess the NSSF’s accounts in April, last year.

The Deputy Chairperson of the POAC, Ms Esterina Kilasi, said they reached that decision because NSSF’s accounts have not been checked by his committee because of the same excuse.

Ms Kilasa said during the session which started on January 11, they have discovered that there are many public parastatals that are running without board of directors, a scenario which interrupt and affect the duties of the committee, because the chairperson of the Board is the one who is answerable to the committee.

“Absence of Boards has been our major bottleneck in discussing public companies…we wanted to assess accounts of 31 companies, but seven of them did not have board of directors. We cannot continue in this situation… something must be done,” she said.

The seven institutions without boards of directors or trustees include Tanzania Commission of University (TCU), Institute of Social Work, Tanzania Tobacco Board, VETA, National Institute for Productivity (NIP), Mwalimu Nyerere Memorial Academy and NSSF.

Ms Kilasi who is a Member of Parliament for Mbarali (CCM), said POAC has asked the Treasury Registrar to submit names of all public organisations, that do not have board of directors and the committee will write to all responsible ministers for explanation.

She also said that the MPs will discuss the matter in the coming Parliamentary session in Dodoma, so that ministers can quickly appoint the boards of directors without further delay.

The committee was today supposed to look into the books of Mwalimu Nyerere Memorial Academy, but they could not do so because the tenure of the Chairman of the board of the institute had expired since October, last year.

POAC has so far summoned to Dodoma the management of Tanzania Broadcasting Corporation (TBC), Reli Assets Handling Company (RAHCO) and Higher Education Students Loan Board (HESLB), to answer queries about their financial accounts.
