Kagame: China's donation to AU HQ symptom of Africa's bigger problems.
Rwanda president Paul Kagame has said China's donation to Africa – the new headquarters worth $200 million unveiled last week is a reflection of Africa's bigger problems.
He was speaking at his monthly press conference in Kigali on Thursday.
Kagame said while the Chinese donation is a welcome gift, African countries should focus on working towards economic independency that allows them to be in charge of their own affairs.
"China donated this to the continent for the use of the Continent – but it is very pathetic …the continent of Africa is very rich in terms of all kinds of resources and Africa being where it is today is a problem. May be you can see it in terms of this donation but the problem is much bigger than that..," President Kagame said.
Unveiled in the Ethiopian capital – Addis Abba last week, the brown marble and glass monolith building was fully paid for by China government including office furniture.
Critics argue that the donation reflects not only reflects Africa's inability to handle its development agenda but also say China could use it to gain greater access to Africa's resources.
"That ( the building) is only a symptom of a much bigger problem – the problem being that Africa in my view should not be where it is today.
We need to find a way out of this – Africa we need to work hard, be smart in many ways and do things in such way that will get us out of this situation," Mr Kagame said.
Mr Kagame further argued that for the continent to be in-charge of its affairs, it must achieve the necessary social and economic transformation from its current state.
He specifically referred to NATO involvement in the Libyan conflict as failure of the country's leadership to address its internal issues and respond to the needs of its people.
" If we do not deal with the other issues of capacity, how we can grow our economies, work together how can we strengthen ourselves so that we can are ones to deal with our problems and speak with one voice in defence of our rights as a nation as a continent , you will continue to have these problems. We should also be able to build our resistance in relation to how well we get things done in our countries – we need to do more of the right thing … and this gives us the strength to fight any external meddling."

Kagame has tactically avoided calling a spade the spade, that, We are fighting in vain to get rid of the North imperialism while another subtle but more aggressive form of imperialism, Chinese imperialism, is crawling back into the continent through the back door

Exactly. And the west,especially U.S. don't like how Chinese influence is growing bigger in Africa.

I'm crossing figures,waiting anxiously on U.S. and allies' response to that.

Ni lini mtasimamia rasilimali zenu badala ya kurusu ndege kutua na kuchukua hadi mchanga! Bara hili lina mafuta, madini ya kila aina, lakini mmeshindwa kweli kujenga office peke yenu? We are not doing any kind of research that is the reason our leaders are always getting away with their lies. The same guy, Kagame, defended Chinese decision to build a multi- million dollar for his country foreign ministry, free of charge, two years ago. Now he is trying to potray as if he is concerned with AU building, this is the zenith of hypocrisy.This is how the conversation between him and Fareed Zakaria of CNN went:

ZAKARIA: And we're back with a conversation with the president of Rwanda.You are somebody who the Americans now love. And you have great relations with CEOs. The American government wants to give you a lot of aid. But then I read that you have a new building complex for your foreign ministry, which was entirely built and paid for by the government of China as a gift.
Is China's influence growing rapidly in Africa? And should we worry about this in the United States or in the West?

KAGAME: No. I think China's influence is growing globally. That's why America itself is hand-in-glove with China and rushing there for business. That's why the whole of Europe is rushing there for business. The whole world is embracing China for business. So, why...

ZAKARIA: But are there strings attached? When the Chinese build you a foreign ministry...
KAGAME: Why should there be strings attached?
ZAKARIA: ... that's very symbolic. It seems to suggest that they want to have some control over your foreign policy.
KAGAME: No. That will be another problem. If they have control of our foreign policy, it will not be their problem. It will be our problem. And it will be our failure.

So, when China offers something like that, we will take it. It has nothing to do with controlling us.

All those conflicts, armed conflicts, in Africa is the response of US-West to Chinese influence threat.
