What Songas told the House Committee

Controversies surrounding gas processing, distribution and sale stand to deepen further as data and statistics related to the business from the same exploiting company hugely differ.In July the Songas management told the Parliamentary Standing Committee on Energy and Minerals that proven gas reserves at Songosongo field Block One stands at 584.8 billion cubic feet (Bcf).

It (Songas) indicated that the said reserves would be enough to cover the whole period of Songas' 20-year-license, which expires in 2024.
According to the document availed to The Guardian on Sunday the parliamentary committee was briefed that the projected life span of gas fields at Songosongo had taken into consideration increased demand for gas.

However, the Committee briefing which was based on facts gathered up to December 31, 2010 said combined proven and probable reserves brings total reserves to 668 billion cubic feet and the total of proved, probable and possible reserves stood at 1,070.2 trillion cubic feet.
"For the purpose of understanding these figures it can be considered that the Proven (1P) reserves have a high certainty of being recovered whilst the Proven + Probable reserves (2P) have a medium certainty of being recovered," states a 12-page document tabled before the Parliamentary Committee on Energy and Minerals.

It adds: "The most recent demand projections of total gas consumption to 2024 would be approximately 580 billion cubic feet, indicating that the existing Songo Songo main field can sustain Songas' expansion project."

Songas, which considers its activity as ‘a realistic way forward on gas infrastructure and the power crisis' told the parliamentary committee that: "in designing the expansion project (which is sized at 140MMscfd) it is expected that the facility will be suitably sized for the short to medium term gas demand, providing long term fuel supply for existing and near term gas fired power plants."

It further stated that the expansion project would maximise production from existing facilities, produce a least cost solution to bringing more gas to Dar es Salaam (a project with larger capacity would require a new pipeline from Songo Songo Island that will dramatically increase capital costs), be consistent with and supported by the current proven reserves in the SSI main field (a much larger project would not be sustainable from the current reserves).
Detailed explanation from Songas shows also that they told the Energy and Minerals Committee that: "However, Songas recognises that more gas would be better and that in the longer term it is essential that Tanzania secures more sources of energy for use in power generation.

The electricity demand is growing by approximately 10 percent per annum (or around 100MW) this is equivalent to an extra 20MMscfd of gas each year. It is therefore imperative that further proven gas fields are developed and Tanzania should look to encourage domestic gas exploration and production."
But on the indication of increased Songas appetite for continued direct involvement in the gas, it wrote: "Domestic gas has proven to be a reliable and economic source of fuel and every effort should be taken to expand the reserve base."

"As more proven reserves are found Songas expects further gas infrastructure projects to become necessary (including adding further pipeline capacity to the system). Songas believes it is ideally placed and funded to implement such projects," it underscored.

And when asked about what happens after 2024 when the Songo Songo Island reservoir runs out, Songas replied:
"It is imperative that the Government and the Ministry of Energy develop a long term energy strategic plan which incorporates using a diverse mix of fuel types - including renewable energy sources.

Natural gas reserves are finite and other fuel sources and technology must also be introduced into the long term energy plan."
"There are a number of onshore and offshore exploration projects ongoing in Tanzania (such as Songo Songo West, Kiliwani/Nyuni, the Ruvuma Basin, Mkuranga).

These should all be encouraged and fast tracked where possible to ensure that further reserves can be firmed up. Songas is keen to provide further investment in any feasible gas to power infrastructure requirements to support growth of the upstream sector and supplying much needed power to the country," the company added.
