Tanzania Postal Bank (TPB) was established in 1991 by the Tanzania Postal Bank Act No. 11/1991. In 1992 it became operational as a separate entity from the then Tanzania Posts and Telecommunications Corporation. TPB is among the longest serving banks in Tanzania. Its mandate is to mobilize local savings and promote savings habits of the Tanzanian population and to provide banking services and facilities countrywide.

TPB now seeks to recruit a results driven Chief Executive Officer (CEO). The successful candidate will be responsible to the Board of the Directors and to provide vision, direction and leadership to the Bank. He/she will work with other members of Senior Management to ensure that the Bank acquires and maintains a solid reputation as a successful financial institution by implementing the right business strategies and economical management of resources.

Description: Main Responsibilities and Duties
The CEO will be in charge of implementation and realization of the Bank's mission and vision so as to achieve its strategic goals. The successful candidate will be the overall manager of the day to day activities and have the power to make final decisions at management level.

In addition he/she will:
Ensure the Bank develops and recommends to the Board of Directors short, medium and long term plans and strategies to achieve its objectives
Coordinate and assess performance in order to make timely changes in strategy, structure and resource allocation
Establish, monitor and maintain appropriate financial systems for effective and efficient control of operations
Build and sustain a cultural environment that is driven by competitive recruitment, staff motivation, communication and loyalty while taking into consideration interest of various stakeholders
Mitigate risks by complying with the Laws, EOT regulations and guidelines, internal policies and procedures, the Board directives and banking best practices
Keep the Board informed of all important developments in the banking industry and recommend appropriate reactions
Requirements: Competencies and Attributes
Knowledge of the best internationally accepted banking practices
High integrity and strong public relations skills, and ability to engage with different stakeholders
Proven business skills, articulation and ability to effectively market the Bank locally, regionally and internationally
Understanding of commercial credit management and experience in microfinance techniques
IT knowledge
Treasury, assets and liability management
Ability to build, work and Iea4 teams
Minimum Educational Requirements
Master's Degree in either of the following: Business Administration Commerce, Finance, Banking or Economics.

Minimum Experience
A minimum of ten years (10) professional working experience in a senior managerial position preferably in the banking industry.

Responsibilities
• Support the program agenda related to Weed Science, including monitoring and supervising of research activities in different countries
• Setting up a physical and digital herbarium of important weed species
• Assisting of students and NARS collaborators
• Plan, implement and monitor weed research activities
• Undertake any other duties as the Weed Scientist shall require
Criteria, Qualification and Experience

The successful candidate will have:
• An African nationality
• An BSc. degree in biological/agricultural sciences (preferably in botany, weed sciences or agronomy)
• Experience in experimental research, farmer surveys or farmer participatory approaches
• Knowledge and experience in plant species determination
• Ability to work under pressure, and to work in a multicultural and multidisciplinary environment requiring good interpersonal and communication skills
• Capacity to conduct independent work and produce reliable results
• A high degree of professional motivation, flexibility, initiative, drive, reliability and willingness to learn and develop new skills

Job Description The U.S. Agency for International Development (USAID) provides technical and financial support to Tanzania's National Malaria Control Program (NMCP) and to Zanzibar Malaria Control Program (ZMCP) under the President’s Malaria Initiative (PMI). RTI is the recipient of a Cooperative Agreement with USAID Tanzania to provide technical support and assistance through the Malaria Control in Mainland Tanzania and Zanzibar Project. Under this award RTI assists with indoor residual spraying (IRS), environmental compliance, epidemiological surveillance, malaria epidemic early detection, urban malaria control in Dar es Salaam, implementation planning, and behavior change communications in Zanzibar. The current Cooperative Agreement will run until Dec 31, 2010 and RTI has bid on a follow-up project of $130,000,000 to run through 2014. We are seeking a senior-level Head of Finance and Administration for the current Cooperative Agreement who will be available to stay on as Head of Finance and Administration for the follow-up project, if awarded to RTI.

Responsibilities:
• Oversees the finance and administration functions for this large, complex, malaria control project and ensures compliance with RTI and USAID procedures;
• Oversee finance, human resource management, logistics, procurement, administration and information technology (IT) support to the project, requesting direction from RTI headquarters business partners as needed;
• Provide training and guidance to field finance managers and COP on managing project expense to annual work plan and contract budgets;
• Oversee preparation and submission of monthly financial statements (including expenses, receivable and payables);
• Ensure timely submission of expense reports, bank reconciliations and wire transfer requests to corporate headquarters in the US;
• Prepare monthly, quarterly and annual expenditures and prepare pipeline estimates for the project;
• Prepare biweekly cash requirements, monitoring cash flow and reconciles cash accounts in order to maintain appropriate cash balances;
• Manage and monitor performance of office petty cash system;
• Perform other duties as assigned.

Qualifications:
• Bachelors Degree in finance, accounting, business or Masters Degree in finance, accounting, business or CPA (certified public accountant) and twelve – sixteen years of experience in financial management, administration, and operations for large international projects including experience in the management of USAID projects;
• Familiarity with compliance to USG Cost Accounting Standards as well as experience and skills in developing and managing large budgets and overseeing project operations functions including human resources, administration and logistics, procurement, information technology;
• Must have an in-depth knowledge of USAID rules and regulations, particularly as they pertain to operations, procurement, administration and logistics, human resources, and financial management;
• Ability to prioritize multiple tasks in a fast paced and complex environment;
• Demonstrated supervisory skills;
• Strong interpersonal skills and ability to work in a team;
• Extensive knowledge of computerized accounting systems, accounting software and Microsoft Office Tools (particularly Excel and MS Word);
