Money recouped from EPA: Govt tables 53bn/-mini-budget JAPHET SANGA in Dodoma Daily News; Wednesday,February 04, 2009 @07:59 FINANCE and EconomicAffairs Minister Mustafa Mkulo yesterday tabled the Supplementary Appropriation Act, 2009, asking the House to endorse a53bn/- recurrent expenditure for two ministries. The Bill is aimed at bolstering the Ministry of Agriculture, Food Security and Cooperatives and the Ministry of Livestock Development and Fisheries in the current fiscal year. Deputy Minister for Finance and Economic Affairs, Mr Jeremiah Sumari, said the money has been recouped from the controversial Bank of Tanzania External Payment Arrears (EPA) account. There is a new impetus on boosting agricultural and livestock sectors and according to directives by President Jakaya Kikwete when he addressed the House last year, he said. The Ministry of Agriculture, Food Security and Cooperatives has been allocated 40bn/- for recurrent expenditure while the Ministry of Livestock Development and Fisheries will get 10bn/-. The remainder 3bn/- goes to the Tanzania Investment Bank (TIB) to open up a lending window for farmers. Agriculture, Food Security and Cooperatives Minister Stephen Wassira said his priority would be to give subsidized fertilizer to about one million farmers under the warehouse receipt system. He said farmers to benefit under the system would be those in Rukwa, Ruvuma, Mbeya, Iringa, Morogoro, Kilimanjaro, Arusha, Manyara, Mara, Tabora and Kigoma regions. Mr Wassira said his ministry would spend 30bn/- to support paddy and maize farmers in the cited regions while the remaining 10bn/- would be used to buy pesticides for cotton, cashew, coffee and tea saplings. Earlier, the government had allocated 31bn/- for the Agricultural Farm Inputs Fund but since prices of fertilizers has shot up, the 40bn/- is expected to cushion the effects of inflation.
