Katika kipindi cha maswali na majibu ya Bunge suala la kuwepo kwa wageni wanaofanya kazi nchini na hasa katika sekta ya utalii ni la kila mwaka.

Na swali hilo limekuwa linaelekezwa katika sekta ya Utalii na yenyewe imekuwa inatoka na jibu linalofanana na hivyo kuashiria kutokuwepo kwa utekelezaji wa kweli wa yale yanayosemwa.


Jibu limekuwa kila mara kuwa; hivi sasa kuna mkakati wa kufundisha na kuendeleza watu -vijana wetu kwa kiwango cha kimataifa, kuwapeleka nje ya nchi, kufungua vyuo vya utalii.....bla blah blah blah..


Hadi kesho ukitembelea hoteli nyingi nchini bado zina mameneja Wazungu, ok siyo lazima Wazungu kwa maana hiyo lakini raia kutoka Afrika Kusini, Kenya na nchi nyingine pamoja na kwamba tulipata Uhuru wetu mwaka 1961.

, mwaka mmoja baada ya kupata Uhuru wetu lakini bado imeshindwa kuibuka na vipaji vya Kibongo vya kuwapokea Watalii na kuwakirimia kwa kutumia Wabongo pekee yake?

Hii yote ni pamoja na kuwa na vivutio kibao vya utalii na kutembelewa na idadi kubwa ya watalii, lakini bado tunahitaji mameneja, maafisa na wakurugenzi kuja kutupiga jeki ya namna ya kuwahudumia.


Hakuna mikakati iliyowahi kutolewa bungeni na kutolewa takwimu juu ya jinsi Wizara ya Utalii inavyokabilia kiukweli na suala la kupunguza idadi ya wageni walioajiriwa katika sekta hiyo, ila ni maneno tu kila mwaka yasiyotekelezwa.

GOVERNMENT authorities in Rukwa Region have identified and booked 14,443 illegal immigrants from neighbouring Burundi, Democratic Republic of Congo (DRC) and Rwanda in an exercise carried out between September 2006 and January, this year.

Regional Immigration Officer Wilson Bambaganya told a news conference here that 3,000 of the immigrants voluntarily left for their respective homes. Mr Bambaganya said among those booked 10,830 were from DRC, 3,613 from Burundi and Rwanda. He said that the exercise of identifying and registering illegal immigrants and evaluation of their property as well as their repatriation had cost over 149m/-. The exercise was earlier estimated to cost 348.5m/- but due to lack of adequate funds, it has now stalled because additional 225m/- was required.

He said regional authorities were keen to see all illegal immigrants were sent home. Some of the immigrants have stayed in the country for more than 30 years. The government has repeatedly asked them to legalise their stay in the country by securing a resident permit or naturalisation. Some of the immigrants are reportedly engaging themselves in criminal activities including armed robbery.
This exercise was long overdue because tumekuwa wakarimu sana, sasa wanafikiria tuendelee kuwakaribisha.

2.Kama tunaweza tufanye utafiti wa number ya hawo wageni wanaofanya kazi nchini na post zao na vyeti vyao vilivyo ambatanishwa kwenye maombi ya permit zao za kufanya kazi ndani ya nchi yetu na hata kama tukapata idadi ndogo sio tatizo kwani hii ni backup tu yakuweza kupiga kelele kwa wizara husika na suala hili ni rahisi sana kwani na imani wananchi watatoa ushirikiano mkubwa sana.
3.Baada yakuwa na backup za ushaidi tuna ipigia kelele wizara husika na ikibidi tuombe hata waziri husika alitolee maelezo ya kutosha na hapo ndipo litapata suport kutoka kwa uma wa watz na tukiona bado tujaribu kuwaomba waheshimiwa wabunge tunaowaamini walishikie bango vizuri ndani ya bunge hadi tupate maelezo yakutosha na nafikiri tukifikia hapa tutakuwa tumeonyesha nguvu zetu kwa masilahi ya taifa.
4.Mwisho tukiachana na suala la ajira pia suala la kipato pia watazania wanapata shida sana na hili pia tuliangalie na tupige kelele ili wafaidike na matunda ya nchi yao bila kuwa na wasiwai kama wakimbizi ndani ya nchi yao.
Naomba kutoa hoja na kuwaalika wenzangu kutoa michango yenu.

Rwandans with Tanzanian passports held in Malawi

A number of illegal Rwandan immigrants have been arrested here and found in possession of temporary Tanzanian passports, Malawian media reported on Friday.

The National newspaper reported that John Mamalenga, police spokesman for Northern Region, confirmed the development saying the suspects have since been charged with illegal possession of false documents from Tanzania and illegal entry into Malawi.

In another development, the government has deployed Malawi Defence Forces personnel at the region`s borders to join hands with police force units on the ground in an effort to curb the influx of illegal immigrants from Tanzania.

Other illegal immigrants said to have been flocking here under the disguise of seeking asylum are from Rwanda and Somalia.

They are understood to be making it into Malawi using unofficial routes through the border districts of Chitipa, Karonga and Mzimba. Reports say most of these have ended up as drug and human traffickers or armed robbers.

Defence minister Bob Khamisa confirmed the deployment of the MDF units, saying the army was meant to support the police force and that it was an internal security matter meant to crack down on illegal immigrants.

He said the government has deployed troops from the Chilumba Garrison in Karonga, adding that the Defence ministry would reinforce the patrols with more soldiers from Moyale Barracks if necessary.
The rare deployment of MDF units comes only months after police in Karonga district intercepted and arrested 40-year-old South African national Falook Chris, suspected to be behind the trafficking of four Rwandan nationals into Malawi.

There was no immediate comment on the matter from Tanzanian government officials yesterday but analysts here fear the development could be a pointer to the porous nature of the Tanzania-Malawi border.

‘Congolese’ on way to Malawi held in Dodoma

THE Regional Immigration Office here is holding 36 people, including 23 children suspected to be illegal immigrants from the Democratic Republic of Congo. The suspects, who hail from Uvira in DRC and Bujumbura, capital of Burundi, say they were on their way to Malawi to seek better life.

Dodoma Regional Immigration Officer Mary Mwankanye said the 36 suspects, who had no Malawi visas in their temporary travel documents, would be returned to Kigoma today where the Regional Immigration Officer will determine their fate. The suspects, who were rounded up at 8.00 PM on Sunday, entered Tanzania through Kagunga border post in Kigoma region where immigration officers granted them permission to stay in Kigoma Region for periods ranging from 30 days to three months.

After reaching Kigoma the immigrants boarded a train clandestinely and disembarked in Dodoma. Dodoma Deputy Regional Police Commander Jaabir Mkomwa said yesterday that someone tipped the police about the presence of suspected foreigners in Dodoma. The informer, Mr Mkomwa said, reported sighting curious people who spoke crude Kiswahili at Urafiki Bus stand on Iringa Road. Police investigation culminated in the arrest of the foreigners.

The group also comprised eight men and five women. Some of the suspects were entire families. Mr Mkomwa named the suspects as Malipo Mayasa (13), Benjamin Msasaa (13), Rambo Issa (14), Mussa Rusare (14) and Amon Msafiri (24).

Others were Kiza Basaza (22), Huruma Kabika (24), Mfano Mpendwa (25), Mashikura John (31), Amani Kazimoya (21), Mashengo Rabani (13), Kyiubwa Mashengo (23), Bismark Ndagu (22), Ms Emme Mashikura (13) and Mulambo Mashikura (11). The rest were Soranje Mashikura (12), Ms Mariam Rusare (18), Ms Mafie Bahati (15), Ms Riziki Mweze (23), Erick Shadrack (5), Ms Misherine Shadrack (3), Ms Gloria Shadrack (1), Ms Safi Ruharura (21), Ms Buloze Mosla (2) and Ms Sifa Maombi (4).

Kadoo Mashongo (13), Ms Karim Mashongo (9), Kaluu Mashongo (4), Ms Mwamini Lukogo (20), David Ndagu (1), Prince Bisimwa (5), Ms Asia Manda (25), Ms Maisara Hussein (4), Karim Juma (5), Rama Hamisi (7) and Ms Martha Mlasi (8). The suspects, who said they were traveling to Malawi through Mbeya, gave conflicting versions of the intention of their journey. While they told the police that they intended to visit relatives in Malawi, they told Immigration officers that they were refugees.

Mfano mimi nimerudi Dar na familia yangu; kampuni tunayofanyia kazi inalipia nyumba na bajet ni ya kulipia hizo apartment, cha kushangaza kuna matangazo ya kila mahali ya Chakechake street 299 (apartments) nikapiga simu kuongea na muhusika MUHINDI ambaye ndie mwenye jingo anafahamika kwa jina la (kapuni) .

Baada ya dakika tano akapiga simu yangu, nilipopokea akakata na kuendelea kuongea na wenzie muda wazidi kwenda, baada ya dakika ishirini nikaamua nimpigie aniambie atanionyesha saa ngapi ndani ya nyumba hizo; lakini simu ilikuwa imezimwa, ndio nikagundua kumbe alivyopiga simu alitaka kuona ni nani anaempigia na alipoona ni mzawa akadharau. Pia nasikia ni tabia yake muhindi huyo akiona waswahili basi hata kama unaweza lipia nyumba anakudharau.

Ina maana ni wazungu na wahindi tu ndio wenye haki ya kukaa kwenye nyumba bora na za kisasa?? Nisaidie kuitangaza kero hii maana tunachoshwa na hawa wahindi na dharau zao nchini kwetu, kama wanatuona si binadamu basi waondoke nchini kwetu warudi kwao India.

Expelled Ugandans Seek Help At Border

A GROUP of over 2,000 Ugandans who were expelled by the authorities in Tanzania for illegal entry, are living an uncertain life.

For three years now, the group referred to as Ugandan returnees, have pitched camp on a small piece of land at Kikagate sub-county headquarters in Isingiro District, half a kilometre from the Uganda-Tanzania border.

The bare and dusty portion of land on which the returnees have camped was offered by Local Council authorities. It is congested with 678 makeshift houses, half naked, skinny children and their weary and helpless looking parents.

On July 26, a team from the African Peer Review Mechanism (APRM) Uganda Commission accompanied by journalists from the region went to Isingiro District headquarters at Kabingo.

The aim of the team was to conduct a public hearing to get views on Uganda's performance on democracy, social and economic development and corporate governance. APRM is a system that was introduced by the African Union (AU) in 2003 to help member countries improve their governance and is a tool voluntarily acceded to by member states as a self-monitoring mechanism.

Participants in the public hearing included farmers, businessmen and local government officials. Residents complained of the inefficiency in the courts of law, corruption by traffic police, poor roads and failure by MPs to consult them on service provision and national policies. On the benefits and challenges of Uganda's membership to regional economic integration arrangements, the returnees had no kind words for the Tanzanian authorities.

The main complaint was the alleged harassment of Ugandan cattle keepers by the Tanzanians whenever the pastoralists stray across the border. Speaker after speaker claimed the Tanzanians confiscate their cows and demand millions of shillings to release the livestock. Many said the Ugandan authorities however, seem to have kept a deaf ear and not engaged the Tanzanians in dialogue to resolve the problem.

"How can our government want political and economic alliance with Tanzania when there is no social harmony on the frontier?" wondered Mr Samuel Kamukama, a cattle keeper. "Time and again we have lost money and cows to the Tanzanians. We pay over Shs1.5 m to get our cows back and when you fail to raise money they are taken forever."

The visibly enraged Mr Kamukama, who is also a farmer, said the pastoralists cross the border during the dry season in search of water and pasture for the cattle, something he said was inevitable. However, Isingiro RDC Keith Mugabi, said officials from the two countries are engaged in dialogue to resolve the border rifts.

He said those harassing the pastoralists do it on their own and don't act on behalf of the Tanzanian government so the issue should not be portrayed as a conflict between the two countries.

"We have spent years here suffering and the government is not helping us. They tell us to go back to where we came from. Yet we were chased to come back to our motherland," the camp chairman," Mr Eliakim Ntungwa, said. "We are Ugandans. The government should give us land for cultivation. There is unoccupied land in Nakivale."

He said the returnees live at the mercy of residents who give them food as pay for digging in their gardens. However, Mr Ntungwa said, on many occasions the returnees walk around villages and fail to get where to dig which means going without food.

Kutokana na wimbi la majambazi linaloendelea social services zetu zinashindwa kuhimili wimbi la wageni toka Kenya na kwingineko. Actually hii influx inaweza ikaleta breakdown katika system ya nchi yetu...sasa matoa ushauri gani ili kuwadhibiti wageni especially toka Kenya ambao wengine imegundulika wamekuwa hawako honest na sisi ma host wao?

Michango yenu inakhitajika tafadhali

Kwanza hapa sioni kama ni haki kuwalaumu Wakenya. Ukiangalia baadhi ya Watanzania walioko UK utakuta wengine ni design hizo za wakenya walioko hapa Bongo.

Tatizo kubwa ni kwamba serikali iko too weak, haina uwezo tena wa kuscreen who comes in and who goes out. Nadhani inaweza tu kuscreen wale wanaotumia ndege, hata hao si wote. Hatwezi kusema tunafunga mlango wetu kwa investors wetu kwa sababu ya majabazi yanayosumbua huko Arusha na moshi, au hawa wanaoibia benki zetu. Cha muhiu ni serikali kuwa na uhakika kuwa inaruhusu wanaostahili tu, na sio majambazi na wahalifu wengine.

Unajua tatizo la idara zetu za usalama sasa hivi ni kuwa ziko mstari wa mbele kuwalinda viongozi, wageni hasa kutoka Ulaya na marekani na kuwashughulikia wapinzani kama kina Mrema, Kabwe, au watu wanaona wanasumbua kama kina Ulimwengu, au kuwashughulikia wanafunzi wa chuo kikuu wakigoma. Lakini watu kama kina Kilatu, Kidude, Bi Kijiti hawawajali hata kidogo.......huu ni ukweli unaosikitisha!
