Katika gazeti la Tanzania Daima la leo, kuna story, "tuhuma za ufisadi sasa zaimega Benki ya Posta" "maofisa watatu wasimamishwa kazi". Katika habari hiyo kuna maelezo yasemayo, "Kwa mujibu wa barua za kusimamishwa kazi kwa maofisa hao, uamuzi huo umeelezwa waziwazi kuhusishwa na taarifa hizo katika mtandao wa inteneti zilizochapwa katika webu maarufu ya JamboForums"

Kwa maelezo hayo ni kwamba waraka uliowekwa na Invisible humu JF ndio uliozua kizaa zaa. Jamani JF inatikisa lakini tusiruhusu watu wakahukumiwa kwa kazi zetu, kwani itatufanya tupoteze heshima ya JF, lakini pia ni hatari kwa ustawi wa taifa. Uongozi ungefanya kazi ya kujibu tuhuma si kutafuta nani kawasilisha tuhuma.

Inashangaza; nilikopata data husika si kwa hao wanaoonewa na ningeulizwa basi ningewasaidia kuhusiana na hili. Nafikiria kuuandikia uongozi huo na kuueleza kwa mapana juu ya makosa yao kuwasimamisha watu kazi kwa "HISIA" tu kuwa ndio waliovujisha siri hiyo (ambayo hawakutaka ijulikane).

Ningewashauri wawafukuze kazi wafanyakazi WOTE kwakuwa barua ile imeandikwa na kundi la watu wengi na imechukua muda kukamilika! Inasikitisha lakini nitajitahidi katika hili. JF isiwe sababu ya kuonea wachache kwakuwa ndio wanaoaminika kujua undani wa issues flani.

I think one way is for the JF, now that it has officially been linked to their expulsion, to write a letter to the management of Posts Corporation stating categorically that the information that was posted on our website did not come from the staff. We can even threaten to reveal the names of senior officers in the corporation who leaked the information. We should state in the letter that the management needs to solve the said problems rather than intimidate their staff. Just thinking loud!

Hiyo barua pia iwekwe kwenye magazeti mbali mbali kwa sababu management ya bank ya posta inaweza kuikalia hiyo barua bila kuifanyia kazi.

TUHUMA za ufisadi ambazo zimesambazwa katika mtandao wa intaneti zikihusu utendaji kazi wa viongozi wakuu ndani ya Benki ya Posta (TPB) na wale wa Wizara ya Fedha, zimeanza kuivuruga benki hiyo.

Habari za uhakika ambazo Tanzania Daima imezipata kutoka ndani ya benki hiyo zinaonyesha kuwa, tayari bodi ya wakurugenzi wa benki hiyo kwa kushirikiana na menejimenti, imeunda kamati maalumu ya kuwasaka watu wanaoaminika kusambaza taarifa hizo.

Taarifa zaidi zinaeleza kuwa, tayari maofisa wapatao watano wa benki hiyo wamepewa likizo ya lazima ili kupisha uchunguzi ambao umeanza kufanywa.

Habari za uhakika ambazo Tanzania Daima imezipata kutoka ndani ya bodi ya wakurugenzi wa benki hiyo, zilibainisha kuwa, miongoni mwa watu waliopewa likizo hiyo ya lazima ni pamoja na Ofisa Uajiri na Utawala, Danny Maganga, Mkuu wa Huduma za Bodi, Rita Akena na Mkuu wa Maridhiano, Joseph Salala.

Vyanzo hivyo vya uhakika vililidokeza gazeti hili kuwa katika likizo hiyo ya lazima, maofisa hao walitakiwa kubakia katika maeneo yao ya kazi pasipo kusafiri bila ruhusa ya mwenyekiti wa bodi wa benki hiyo.

Kwa mujibu wa barua za kusimamishwa kazi kwa maofisa hao wa juu wa TPB, uamuzi huo umeleezwa waziwazi kuhusishwa na taarifa hizo katika mtandao wa intaneti zilizochapwa katika webu maarufu ya Jambo Forum.

Barua hizo za kusimamishwa kazi zilizosainiwa na Mtendaji Mkuu wake Alphonce Kihwele, ambazo gazeti hili limeziona, zinaeleza kuwa, taarifa ambazo zimewekwa katika mtandao huo ni nyeti na ambazo kimsingi zinapaswa kujulikana kwa mameneja peke yake na hivyo kusababisha ionekane dhahiri kuwa, watu waliozituma kwenye mtandao huo wanatoka ndani ya menejimenti ya TPB na si vinginevyo.

“Kama unavyojua, kuvujisha taarifa za siri kwa watu wasiohusika pasipo kibali cha mamlaka ni kosa la kimaadili, ambalo adhabu zake ziko chini ya taratibu za Sheria ya Maadili ya Kazi Kifungu cha 48 (1) cha Sheria inayohusu benki na taasisi za fedha ya mwaka 2006, na kifungu cha 13 (c) ya Sheria ya Benki ya Posta ya mwaka 1991,” inasomeka moja kati ya barua ya watu waliopewa likizo ya lazima.

Tanzania Daima ilipozungumza na Kihwele ambaye ndiye Mtendaji Mkuu wa TPB, kwanza alianza kwa kueleza kuwa taarifa zilizowekwa katika mtandao huo wa intaneti anazifahamu zilikuwa ni za kupotosha.

“Mambo yanayotokea kwenye mtandao si ya kweli, na sasa tunafanya uchunguzi kubaini ni nani aliyesambaza tuhuma hizo,” alisema.

Mbali ya hilo, Kihwele pia alikanusha tuhuma zinazomhusisha yeye kula njama za kujiongezea mkataba wa kazi katika benki hiyo hata baada ya muda wake kumalizika.

“Suala la mimi kuteuliwa na kuongezwa muda lipo chini ya bodi, mimi sina uwezo wa kujiteua, mimi nateuliwa na bodi, nitakaa saa ngapi na bodi?” alihoji Kihwele akionyesha dhahiri kutokubaliana na tuhuma hizo.

Hata hivyo, mtendaji mkuu huyo aliahidi kuzungumza na gazeti hili siku ya Ijumaa ya wiki hii ili aweze kutoa ufafanuzi kwa madai kuwa, siku ambayo alifuatwa alikuwa na kazi nyingi.

Alipoulizwa kuhusu tuhuma kwamba kumekuwa na kuchezewa kwa mahesabu ya benki hiyo kwa lengo la kuonyesha kuwa kuna faida kubwa inayopatikana katika operesheni zake, Kihwele alihamaki na ghafla akasimama kutoka katika kiti chake.

“Wewe kama unalipwa kwa kuandika habari hiyo ‘proceed’ (endelea). Inawezekana umetumwa. Kuna mtu ambaye amekutuma. Nani kakutuma?” alisema kwa ukali na kisha akatoka nje ya chumba maalumu cha mahojiano, akibamiza mlango na kumuacha mwandishi wa habari hizi ndani.

Taarifa zilizosambazwa kwenye mtandao, zinamtuhumu Mtendaji Mkuu wa Benki ya Posta, kwa kughushi barua ya Bodi ya TPB ili aongezewe mkataba mwingine wa miaka mitatu, baada ya kipindi chake cha tatu cha mkataba kuishia Novemba 25 mwaka 2006.

Katika hili inadaiwa kuwa, Novemba 20, 2006 kilipofanyika kikao cha bodi ya wakurugenzi wa benki hiyo, kikao kilidai kutaarifiwa juu ya mtendaji huyo kuongezewa mkataba mwingine wa miaka mitatu na Wizara ya Fedha iliyodai kupokea pendekezo kutoka kwenye bodi, kitu ambacho bodi inadai kuwa hakuna kikao kilichokutana kumpendekeza.

Aidha, waraka huo unadai kuwa, uchunguzi uliofanyika ulionyesha kuwa, uhalifu huo ulifanywa na viongozi wa juu wa bodi, lengo likiwa ni kumbakisha Kihwele katika mamlaka yake kwa sababu ambazo hazijawekwa bayana.

Mbali na tuhuma hizo, pia imeelezwa kuwa, ufisadi mwingine uliofanyika ni ule wa mtendaji huyo kuwalazimisha watengeneza mahesabu, idara ya fedha kuhakikisha wanatoa hesabu zinazoonyesha faida, kinyume cha ukweli.

Katika hili, ambalo ndilo lililomfanya ahamaki hata kukataa kuendelea na mahojiano, inaelezwa katika tuhuma hizo kwamba, makosa hayo ya kukusudia katika mahesabu ya TPB yalishtukiwa na Benki Kuu ya Tanzania (BoT).

Aidha, tuhuma nyingine zilizomo kwenye waraka huo ni zile zinazoeleza kuwa Kihwele ameandaa timu yake ya mtandao inayowahusisha baadhi ya wafanyakazi ndani ya benki hiyo, ili kuweza kufanikisha vitendo visivyozingatia misingi ya utendaji unaofaa wa kazi.

Alisema katika kufanikisha hilo, baadhi ya watu walio katika mtandao huo wamekuwa wakipewa ‘zawadi’ ya kupandishwa vyeo.

Moja kati ya tuhuma nzito zinazodaiwa kuendeshwa na kundi la mtandao huo ndani ya benki hiyo inayomilikiwa na serikali, ni pamoja na ile ya kuiingiza benki katika mikataba mibovu, ikiwemo ule wa uwekaji na uendeshaji wa mashine za kutolea fedha ATMs, ambazo zinadaiwa kuigharimu benki hiyo mamilioni ya fedha yasiyostahili.

Mkataba huo ambao TPB imeingia na benki nyingine nchini (jina tunalo) unaelezwa katika waraka huo kuwa ni kielelezo tosha cha mikataba ya kifisadi yenye nia ya kuliangamiza shirika, ambapo benki imekuwa ikilipa mamilioni ya pesa bila kupata faida yoyote.

Inadaiwa kuwa moja kati ya makubaliano ya mkataba huo, TPB itailipa taasisi hiyo fedha na kampuni inayosambaza ATM ya TANPAY kiasi cha sh 12,000 kwa kila kadi inayotolewa kwa mwaka wa kwanza na kwa mwaka wa pili zitalipwa sh 8,800 na mwaka watatu zitalipwa sh 8,600 kwa kadi hiyo ambayo uhai wake unadaiwa kuwa ni wa miaka mitatu.

Waraka huo umezidi kufafanua kuwa, kadi ya Uhuru inauzwa kwa jumla ya sh 29,400, hivyo TPB huwatoza wateja wake sh 15,000 wanapojiunga na Uhuru kadi, ambako sh 12,000 zinapelekwa kwa taasisi mbili inazoshirikiana nazo katika biashara hiyo.

Aidha, inadaiwa kuwa mteja anayetumia kadi hiyo hutozwa sh 350 kila anapoitumia kuchukua fedha, ambapo kati ya pesa hizo sh 300 hupelekwa FBME/TANPAY, utata unaibuka juu ya chanzo cha mapato ya TPB kulipa gharama za mwaka wa pili ambazo ni sh 8,800 na mwaka wa tatu sh 8,600, ambapo TPB inadai haina chanzo cha kupata fedha hizo, hali iliyosababisha wabia wa TPB kufanikiwa kujipatia sh milioni 200 kutoka katika benki hiyo.

Katika waraka huo wenye kurasa tisa, pia ufisadi mwingine uliolalamikiwa ni ule wa kuwepo utaratibu wa kulipa watu binafsi au makampuni ya wanaodaiwa kuwa ni ya marafiki, pasipo kufuata taratibu zozote za fedha.

Waraka huo pia unahusisha madai kwamba kampuni yenye uhusiano ama wa kifamilia au kirafiki na mmoja wa watendaji wa juu wa benki hiyo ilipewa zabuni ya kukarabati kaunta za benki ya TPB, tawi la Ubungo, ambapo inadaiwa kuwa sh milioni 800 zilitumika kwa ajili ya ukarabati huo pamoja na malipo mengine kwa Kampuni ya Patty Plan inayodaiwa kumilikiwa na mtoto wa rafiki wa mkuu mmoja wa benki hiyo.

Utata mwingine umeibuka katika kesi inayodaiwa kuwa ni ya kupanga ikimhusisha ofisa mstaafu wa jeshi aliyeishitaki TPB, ambako katika kesi hiyo, walitumiwa mawakili wa nje kuitetea benki hiyo huku mlalamikaji akitetewa na kampuni ya uwakili inayomilikiwa na mmoja wa watendaji wa benki hiyo.

Aidha, imedaiwa kuwa, kuna baadhi ya kampuni ambazo zimekuwa zikitumiwa kuchota mamilioni ya fedha ndani ya benki hiyo kwa njia ya kukopeshwa, ambazo zilikopa kiasi cha sh bilioni 1.6.

Na kabla hazijalipa deni hilo, zikaomba kuongezewa sh bil. 2 ili ziweze kufufua kampuni zao, lakini pia waweze kulipa mikopo.

Aidha, inadaiwa kuwa baadhi ya watendaji walipinga pendekezo hilo, ikiwa ni juhudi za kuwafanya warejeshe mkopo wa awali baada ya kugundua kuwa hakuna juhudi zinazofanywa ili mkopo huo urejeshwe.

Hizi information zikifanyiwa kazi hata huyo aliyewafukuza sitegemei kama kweli atakaa hapo ofisini.

Kinachowasaidia hawa jamaa ni chain tu ya kuwafikia wakubwa.

Hao jamaa waliosimamishwa nafikiri wanahitaji kusaidiwa msaada wa kisheria haraka sana. Hawa jamaa wamewaweka kando hili tusahau. Na tanzania siyo TAKUKURU wala chombo chochote kitafuatilia suala hili.

a.tukikanusha uhusikaji wa habari tulizozipata ya kuwa waliosimamishwa/fukuzwa kazi sio hao walioytupatia info.......................bali ni juhudi zetu wenyewe JF katika kuweka wazi baadhi ya mambo kadhaa yanayohusu serikali na sekta zake....yakiw amazuri serikali inapata CREDIT yakiwa mabaya basi hatua muafaka zichukuliwe.

We do not need to write a letter to anybody. What we need to do is to continue to expose this chronic disease of corruption, ineptitude, inneficiency and non accountable attitude that is 200% imbeded to majority of our political leaders and technocrats who have been given mandate to lead and run our country, industries and corporations.

This is a reflection of rotten system, from top to bottom and not the reverse as many claim.

There is a delibarate strategy that is being done to milk out all the iddy biddy resources that we have because we are always silent and as good christgians, we turn our cheeks to get slapped!

What we need is to collaborate with newspapers that are taking seriously their job to be the 4th pillar of good governance and democracy.

Rather than publishing the story, the news paper should print the contract itself and let all people of Tanzania read what goes on so that we can fuel the drive for change and revolutionary minds that will resist to be corrupted sometime in October 2010 on a private room wwhen casting a vote.

It is also high time that we demand from those who call themselves WanaCCM safi to step away from CCM. They should step away NOW, give up the parliamentary seat and ukada and join another party, be CUF, CHADEMA, TLP, NCCR, UDP, or DP, we urge you to defect so that Mtanzania atendewe haki na apate kufaidi matunda ya jasho lake na mali asili aliyopewa na Mungu.

It is interesting to see that Rwanda and Congo have been able to defeat the extreme urges of corruption within its society and now they are focusing on good governance and corruption free and you can see the results. You can see Congo and Rwanda which have been war torn countries making steady leaps on universal development while Tanzania Kisiwa cha amani is drifting away from reality into world of darkness that is championed by cults and groups of economical mafias who have no fear of authority or shame.

Our letter will not help the Wananchi to know that TPB is another resource for Mafisadi if the objective is to save the 3 suspended guys. Our letter and our manofesto should always to be objective and expose these devils who are merciless hyenas who are cowards to stand and defend our honor as a nation.

Lets tell Tanzanians that money squandered through BOT, IPTL, RDC, ATC, RADAR, TRL and Ndege ya Raisi, was sufficient to build a midsize hospital and a secondary school in each district!, that the amount stolen is 20% more than budgets of Afya and Elimu collectivelly!

Kwa suala la Rwanda nakuunga mkono kabisa kwani nchi hio kwa sasa ina hali nzuri kiuchumi na inauacha taratibu wakati hata bandari inatumia za kwetu.

Lakini nchi hii ina watu maskini wa kutupwa.

KIGALI

It is, largely, a two-pronged approach. First to lay down a 1,000-hectares piece of land to be developed into a Free Trade Zone at an estimated $200 million dollars.

And it also involves laying out turbines to produce some 560 megawatts of power for only about $30 million.

It is apparent that, stretching from DR-Congo in the East, to Burundi in the South, to Tanzania in the East and to Uganda in the North, Rwanda has the potential to tap into the regional market and position herself as the regional centre of commerce and industry.

“Overall, the ministry has been able to work in those areas that are crucial to the development of Rwanda. We have been able to attract investors in this country. We have tourism. We have been able to revive the cooperative movements.

That calls for mobilising the people. We have been able to revive those movements for the good of the country. We have seen the growth of the construction industry which is a very vibrant industry, with new buildings constructed and building materials being produced. Of course, for a country that has just come out of war and out of a genocide, that high construction growth was expected.

Most important we have been able to promote the country, what we call image building. You have to have a good image. You can’t develop the tourism industry if you don’t have a good image. Rwanda has been able to do that: to reconstruct and build the country as a successful tourism destination. That has to be done and done quickly.

Roots of construction
Well, first because much of what was there was destroyed during the war. That is one. Secondly, we have many returnees, many from Uganda, all over Africa and the world. They are returning and they would want to have a home here. So that has pushed the construction up. The growth can sometimes be alarming. Growth has to be regulated because you don’t want to constrain other sectors, you don’t want it to constrain financing to other sectors.

But basically, returnees have been a factor. I think that is what happened in Uganda. Returnees bring back their money to invest in property.

The second reason is that there has been growth in business. And there has been lots of office space. There are a few companies putting up structures here and there.

Rwanda is a unique investment destination by virtue of our location. We, of course, are in the middle of a 60 million population. When you are in Rwanda you are not only talking of Rwandese, you are talking of the inter-land. You are talking of Congo, traders from Burundi, traders from Tanzania, traders from Uganda. So a company operating here, will take this advantage. And that has been one of our strategies.

Then of course, we have local incentives we give to investors here including services like free land, free water, telephone. We have of course security. Of course, companies coming to invest here need to know that Kigali is secure. That has been an advantage. We have also got to take advantage of the climate. For agro- business, we have the best climate for them by virtue of our location.

So there are so many reasons why we are attractive to investment. We don’t work like public civil servants. We come from a private sector background. We don’t know any culture than private sector culture.

I think taxation is not a big problem as you say. Because we are under Comesa, our tax regime is not any different from the Comesa customs regime. Of course, every country has its own internal calculation of the taxes. We may not address many issues. But the tax policy is not bad; you know tax is not negative to the economy. It achieves so many objectives. It is not just a means of collecting money.

So I don’t think that the tax regime here is highest in the region. Definitely it is not high. The problem, may be, is that taxes here are open; you can see them. Other countries have so many hidden taxes; they can be extremely higher. I can give an example, I don’t have to name some countries, they will say the rates of something are about 30 percent excluding tax. But when you calculate you find that Value Added Tax is may be 18 percent, others are may be about 10 percent. When you add all those taxes, you find the taxes so high. But for us we have no hidden taxes, may be we should also change this structure so that we appeal to investors!

Certainly, we are doing something about tapping this regional market and making Rwanda a regional hub. We have a Free Trade Area– in fact it was passed by cabinet – we have a thousand hectares north of Kigali, which has been gazetted as a Free Trade Area. Meaning, you can bring goods from Kampala and sell them from there. We allow you to sell 20 percent of them in the local market and 80 percent of them in the export market, Congo, Burundi... So that is going to be our main target. We are determining the Environmental Impact Assessment. If we keep time, then before the end of this year we shall have it. We have a number of companies that have applied. But we cannot allow them until the Environmental Impact Assessment has been approved. But we are ready for that.

I think the economic growth has been averaging 8 percent. And sometimes when you are small, you have an advantage because it has some challenges. First, because of prudent policy, the nature of fiscal policy, attractive investment environment...

Rwanda is one of the few countries in the region where corruption is not a culture. There are few countries in the region which have the same attractive environment. There has a been a sense of security which has been good. We have created growth and certainty – all that helps the economy. But again investment from abroad and investment from returnees has helped the growth of the economy. They are bringing money back home.

Fixing the power
The power problem is always short term. We have lots of gas in Rwanda. We have methane gas in Lake Kivu. At the moment we import power from Uganda. But the line from Kampala to Kabale cannot carry more load than that which it currently carries. So we are looking at mini hydro electrical stations to boost the production in the first stopgap measure. But at least we have methane gas. And we are looking at 50 billion cubic metres of methane.

This methane gas is a natural gas that replenishes itself. And that can produce – for many years — up to 560 megawatts of power. It is a big reserve, a big quantity. If you burn it, you can power almost the whole region. Of course, we have the hydropower dam. The power problem is short term. And every investor knows, you can set up an investment and within five or six months, power will not be a problem.

An investor will see that as a short-term challenge.
For the methane project, we are talking about 18 months. We just need to bring pipes, turbines and push them into the lake. So, it would take us, most likely, a minimum of 18 months.

The turbines, the machines that uses the gas, is not as expensive as machinery to build a dam. We need just about $ 30 million, between $30 and $50 million, and we are putting in our own money – may be only 30 percent from a private investor.

We have huge amounts of energy in the lake. It is replaceable. Putting up a dam would take us three to five years.

We are yet to know how much power we will export. But in the short term, we only want to use it in the local market. But we can export to say Uganda. Right now, we are actually exporting to Uganda. I think, we supply to Kisoro. We export 5 megawatts. But we also import 5 megawatts from Uganda. So it cancels out.

It is government policy that Information and Communications Technologies become a pillar of development. That means training of businessmen and businesswomen. We hope that in the long term, they will be transacting business through e-commerce channel, which is cheaper than transacting business physically.

I think Rwanda per see had to take that choice. It was dictated by the times that we are living in. Globalisation means we have to take that choice. What happened is that Rwanda took the initiative to be at par with what was happening globally.

That was a political decision by government. There are many reasons for it. Be it e-commerce, be it agriculture, be it education – there is no way you are going to tap human capital to make the engine of growth without tapping into the ICT. People have to be literate. And they must have the tools for development. Otherwise, you are left out of development.

Rwanda’s broad agenda
You could say look here, lets specialise. Because we have a computer, lets make this the engine of economic growth. But one has to look at agriculture, tourism, human development...when you look at Malaysia, or Japan for example – which countries have highly specialised – they have one asset: people; they don’t have coffee, oil...Rwanda in the short term and long term will of course develop the people, because it is the people who will produce the tea, the coffee all over the country.

The idea to tell people to go back to school in the evenings is in line with this policy. Vision 2020 is the blue print of development and the Ministry of Commerce has a big role to play in that vision: trading, bringing investments – especially the regional investments, tourism and addressing poverty. Every stakeholder is involved in the development of this country. All those put together are part of this vision.

Of course, there are challenges we find as we try to implement the policies of the ministry, like in any other country. The short-term problems have been power. But we are going to solve that soon. The other problem has been infrastructure. But we have been able to service the road to bring goods from Isaka to Kigali and that through Dar es Salaam.

So infrastructure is also of the short term. Even human capital as we have seen is a short-term problem. So there are many challenges. But they are going away gradually.

Never again to genocide
Indeed what happened was basically because of divisions like you have in many countries. It is a phenomenon that politicians use for their ends. There is no accommodation.

Politics is one thing as a cause of genocide. Economics is another thing. But you see, economics is used to enrich politics. Once you have good economic policies, the economy is usually good. People normally have problems if they don’t have anything. When they are hungry, they are easy to manipulate so that they can get something.

If you ensure that everyone has something, they are not easy to manipulate. You don’t come and tell them to commit crimes because every one loses. But when they have nothing, that person becomes a problem to the country. So, we are trying to empower people through investments, through cooperatives. And that would diminish the political dimension. So we are using economics to gain political mileage.

How we are going to empower the people is in Vision 2020. We are ten years behind the genocide. The most possible scenario is that we would have superseded all these projections. If we keep growing at this rate, the forecast is very, very good. It is not too ambitious.

Tourism is part of our plan. By June last year, 8,000 people had visited. By June this year, that number had doubled to 17,000 people. That is more 100 percent growth.

The problem with tourism revenue is that you can’t know how much a tourist spends on other goods. But it is a substantial amount. And don’t forget we go for the high niche. Not the back packers. We don’t encourage mass tourism because of environmental reasons. In terms of investment, it should be more than $10 million coming in. In future, we should have more than that.
