The Ministry of Agriculture, Food Security and Co-operatives received 40bn/- from the money recovered from the External Payment Arrears (EPA) account to support its 2008/2009 budget, making the total budget to be 157.53bn/-.
Agriculture minister Stephen Wasira told the House when moving his budget estimates for the 2009/2010 financial year, requesting the endorsement of 228,564,587,000/- for both recurrent and development expenditure for the financial year 2009/2010.
He said last years budget included 40bn/- from the EPA account which was used for farm inputs subsidies.
He said the funds assisted the government in meeting fertilizer requirements for farmers.
Wasira said by May, this year, about 237,894 tonnes of fertilizer including subsidized fertilizer had been obtained.
In that period, the ministry provided subsidized fertilizer of about 141,050 tonnes as compared to the set target of 130,000 tonnes , he said.
Wasira said the amount of subsidized fertilizer distributed to farmers surpassed the target after the additional 40bn/- funds from the EPA account.
A special audit by international audit firm Ernst & Young in 2007 revealed that more than 133bn/- had been stolen from the Bank of Tanzania account in illegal payments made to 22 companies during 2005/2006 alone.
Out of the total amount, more than 90bn/- was paid through the use of forged documents.
President Jakaya Kikwete announced last year that suspects in the EPA scandal who failed to return the looted funds by October 31, last year, would be prosecuted, adding that the recoverd money would be used to finance an expanded fertilizer subsidy programme for the agricultural sector.
Part of the recovered funds would be channeled towards recapitalization of the state-owned Tanzania Investment Bank (TIB) so it could start offering loans to farmers, he said.
According to the president, a report by the EPA scandal probe team that was submitted to him showed that by August 18, this year, over 53bn/- of the embezzled cash had been recovered from the culprits.
