Work on EAC house set to startBy The Citizen Reporter, Arusha

The construction of the East African Community (EAC) headquarters in Arusha, is set to start in November, this year, after a four-year delay.

EAC official in-charge of the project, Mr Phil Makini Kleruu, said here on Wednesday that the foundation stone would be laid by the five EAC heads of state on November 20.

"There after, construction work will start," he said, when briefing the minister for East African Cooperation, Dr Diodorus Kamala, on the multi-million euro project.

Dr Kamala said implementation of the project should be speeded up because the German government has already disbursed euro 14 million for the project.

He warned that EAC development partners would be upset if funded projects were delayed.

Various reasons have been attributed to the delay of the project whose implementation was expected to start by the end of 2005 following a pledge by German to fund it.

At one point, some Tanzania legislators to the East African Legislative Assembly (EALA), had pressed for the proposed EAC head offices to be relocated far from the precincts of the Arusha International Conference Centre.

When the storm over the location was over, design work got underway. Not long later, the complex had to be redesigned following the entry of Burundi and Rwanda into EAC.

Up to early this year, some EAC officials were still complaining that a German firm, GBC Consulting Engineers, assigned the task, was to blame for the project delay.

A high-powered German delegation later visited Arusha where they pledged additional funding for the project, whose costs had to be re-evaluated as more structures were added to the original design.

Architectural designs for the Community headquarters to be built near the AICC, where EAC has its temporary offices, was won by the same German firm in April 2007.

Construction costs were estimated at euro 8 million when German made original pledge to fund it in 2004, but the initial cost has since increased to euro 14 million by end of last year.

My take: Haya ni makao makuu ya east africa je hizi serikari tatu zinasaidiaje kampuni za ujenzi za east africa kwa kumpa tenda huyo mjerumani?Je kweli East african community inakosa pesa za kujenga makao makuu mpaka wasubiri msaada wa mjerumani ambaye bila shaka amelazimisha tenda apewe yeye.

Zipo wapi siasa za kujitegemea.
 
Tulisha dumaa akili kwa kutegemea misaada ndo maana hata viongozi wenyewe ni tegemezi kimawazo na ki-fikra. Nchi 5 za EAC hazishindwi kuchngia hicho kiasi kama wako serious, issue hapa ni kwamba wanategeana.
