The man, named as Mohammed Merah, 24, a Frenchman of Algerian origin, has said he belongs to al-Qaeda and acted to "avenge Palestinian children".
Police are negotiating with the man, who is still said to be armed but says he may give himself up this afternoon.
French Interior Minister Claude Gueant said the man had been tracked by French intelligence for "several years".



Reuters) - French school shooting suspect Mohamed Merah had been arrested for bomb making in the southern Afghan province of Kandahar in 2007 but broke out of jail months later after a daring Taliban prison break, the director of prisons in Kandahar told Reuters.

Ghulam Faruq said that Merah was detained by security services on December 19, 2007 and was sentenced to three years in jail for planting bombs in Kandahar province, the Taliban's birthplace.

Gunman involved in dramatic standoff with police in Croix-Daurade district "detained"

A gunman involved in a standoff with police in the French town of Toulouse has been arrested, according to French reports.
Mohammed Merah, who is believed to be responsible for killing four people at a Jewish school this week, was detained inside a block of flats in the Croix-Daurade district of the city.

The arrest has not yet been confirmed by officials and it remains unclear how he was detained.

He was said to have had a cache of weapons, including an Uzi machine gun and a Kalashnikov assault rifle. Earlier, French Interior Minister Claude Gueant told BFM television the man had pledged to "turn himself in this afternoon".

He said Merah had spoken to police through the door and had declared he was a "mujahideen" with links to al Qaeda who wanted to avenge the deaths of Palestinian children in Israel.

The 24-year-old Frenchman of Algerian origin earlier threw a pistol from the window of the house in exchange for a "communication device".
Gueant told reporters "the wanted individual shot at the door", injuring two police officers. The officers were not seriously injured.

The minister described how the gunman's mother was brought to the scene of the siege to help negotiations.

"She was asked to make contact with her son, to reason with him," Guaent said.

"But she did not want to, saying she had little influence on him."

The gunman's mother and brother have now been arrested and the shooter has stopped talking to police, according to reports.

Speaking today in Toulouse, French president Nicolas Sarkozy told of how he had spoken with representatives of France's Muslim and Jewish communities. He said he told them "terrorism can not break our community".
Merah, known to French intelligence services, has made trips to Afghanistan and Pakistan in the past and has links with people involved in jihadism.

France's interior minister has denied reports that security forces have arrested the main suspect in the recent spate of shootings around Toulouse.

Claude Gueant said the arrest had not yet taken place.

BFM TV had reported that the suspect, named earlier as Mohammed Merah, 23, a Frenchman of Algerian origin, was detained inside a block of flats that has been under siege all morning.

Merah is suspected of killing three soldiers and four Jewish people.

The killings took place in and around Toulouse in three separate incidents.

Police surrounded Merah's block of flats after two officers were shot at when they tried to get into his flat.

Officials say he is heavily armed with a Kalashnikov high-velocity rifle, a mini-Uzi 9mm machine pistol, several handguns and possibly grenades.

Police are hunting for accomplices and have detained several members of his family.

His mother was taken to the scene in the hope that she could persuade him to surrender, but she told police that she had no influence over her son.

Negotiators have been talking to Merah all morning, but Mr Gueant, who is at the scene, said he appeared to have no particular demands.

The suspect has said he belonged to al-Qaeda and acted to "avenge Palestinian children".

He had apparently spent time in Pakistan and Afghanistan, where he was jailed for three years for planting bombs.

The prison director in Kandahar, southern Afghanistan, Gulam Farooq, told the BBC that Merah was arrested in 2007, but escaped in a Taliban-led break-out in 2008.

President Nicolas Sarkozy has arrived in Toulouse and is expected to speak to the media shortly.

In an earlier televised address, he paid tribute to the security forces who are carrying out the operation and said terrorism "will never be able to fracture our national community".

French President Nicolas Sarkozy told Jewish community representatives the suspected Islamist gunman besieged in Toulouse had planned another attack Wednesday, a Jewish leader said.

Nicole Yardeni, head of the CRIF Jewish group in the Midi-Pyrenees region, said Sarkozy had told them the shooter "already had a plan to kill again" and that "he planned to kill this morning."

The president was speaking at a memorial ceremony for the soldiers at their barracks in Montauban, while police in nearby Toulouse besieged the flat where a self-declared al-Qaeda gunman was holed up.

Sarkozy said Wednesday that three French paratroopers gunned down last week in southern France were victims of a "terrorist execution."

French Interior Minister Claude Gueant denied on Wednesday that a gunman suspected of killing seven people in the name of al Qaeda has been arrested, a ministry spokesman said.

"Claude Gueant denies the arrest of the main suspect," interior ministry spokesman Pierre-Henry Brandet told Reuters.

Earlier, French television channels BFM TV and i-Tele had reported that the suspected killer had been arrested after a nearly 12-hour operation.

The suspect remains holed up in an apartment in Toulouse, surrounded by police.
