NEW revelations have emerged over the reason behind Dangote Cement Factory’s production suspension, with the investor’s Country Representative, Ms Esther Baruti, citing sabotage by some politicians and businesspeople. Ms Baruti’s latest remarks have sharply contrasted the widely circulated reports that the factory ceased the cement production due to high costs.

At different occasions this week, she spoke to different local media stations, maintaining that, “There is no conflict pitting the government against Dangote. There are only people with wicked interest plotting to ensure that the factory relocates from Mtwara.”

According to Ms Baruti, billionaire Aliko Dangote is being ‘confused’ by middlemen who are everywhere and bent to do anything within their reach to frustrate the investment.

She further revealed that Mr Dangote had political and business enemies who were working hard to hamper his business initiatives or projects.

Ms Baruti, who coordinated the initial plans of the project, complained further that saboteurs were non-residents of Mtwara region, adding: “...from the information I have, the law enforcers have already embarked on the search for those inciting residents in the country.

” Since the factory started production, said the Country Representative, people have been stealing its raw materials in a mission to impede operations. She said politicians, businesspeople and neighbouring countries were behind the sabotage campaign.

“I am the one who know many internal things of the investment and I cannot remain silent while bad things are said about and happening to the factory,” she stressed, adding that the industry management was more conversant and capable of handling the technical problems facing the industry.

Ms Baruti recalled how she spearheaded the initial meeting on the establishment of the factory between former President Jakaya Kikwete and Nigerian billionaire Dangote who expressed interest to invest in the country’s cement sector.

After the talks, former president Jakaya Kikwete directed Ms Baruti to convene another meeting between Dangote and the Tanzania Petroleum Development Corporation (TPDC), to enable the two parties to discuss the price of gas to be pumped into the factory for power generation.

Mr Dangote concluded the talks with TPDC, agreeing with the public utility to consult with the Energy and Water Utility Regulatory Authority (EWURA) over the gas price for Dangote industry. Recently, the TPDC noted that EWURA were expected to announce the prices of natural gas in January.

But, Ms Baruti was upbeat that the government would consider Mr Dangote’s plea of reducing the price of natural gas sold to the Mtwara cement manufacturer as per the promises given during the initial steps of setting the investment.

The $500 million cement factory in the south-eastern Tanzanian town of Mtwara, set up last year with an annual capacity of 3 million tonnes, runs on expensive diesel generators and has sought government support to reduce costs.

State-run Tanzania Petroleum Development Corporation (TPDC) said talks were expected to conclude in January, with price disagreements yet to be resolved.

“Dangote has held protracted talks with TPDC on the pricing of natural gas. The Dangote Cement factory has asked for gas supply at below market prices, equivalent to the price of raw natural gas from producing wells,” TPDC said in a statement.

“TPDC cannot sell natural gas (to final consumers) on at-the-well price because there are additional costs incurred in processing and transporting the gas,” it continued.

Tanzania announced in February it had discovered an additional 2.17 trillion cubic feet (tcf) of possible natural gas deposits in an onshore field, raising its total estimated recoverable natural gas reserves to more than 57 tcf.

Dangote, Africa’s biggest cement producer, has an annual production capacity of 43.6 million tonnes and targets output of between 74 million and 77 million tonnes by the end of 2019 and 100 million tonnes of capacity by 2020.

The company plans to roll out plants across Africa. In Tanzania, Dangote seeks to double the country’s annual output of cement to 6 million tonnes.

Minister for Industries, Trade and Investments Charles Mwijage has confirmed that the government’s investment arrangement with Dangote Cement that were granted by former President Jakaya Kikwete’s administration are still in place. He said that the government would do nothing to compromise Dangote Cement’s investment in the country and described its entry as a ‘game changer’ by reducing the price of cement, according to the Citizen newspaper. The comments were made in response to media speculation regarding a production shutdown at the cement producer’s Mtwara plant.

Mwijage said that Dangote Cement could cut its production costs by using local coal or gas. The Tanzania Petroleum Development Corporation has been in negotiations since October 2016 to supply gas to the cement producer.

He also added that another cement producer, Engro, is considering building a cement plant and that the government is willing to offer it the same incentives as those given to Dangote Cement.

Point of correction, Kenya have significant higher poverty levels than Tz.
 
I don't get this, if Kenya is 'behind this' does this mean in this plan Tz former president is in it? And then the former Minister for energy and minerals? And all contracts signed between two parties Kenya had its influence in it? And at last how our leaders will respond to this quarrel?

I don't think so, I just think they are benefitting due to the stupidity of some of our political leaders, we don't have to look further to find who really is the saboteur.

Huyu mama anatafuta scapegoat kwasababu anajua yeye ndo alianzisha makubaliano Na dangote Na kuahidi watu project inakuja, sasa anaona imeenda kombo anaanza kurusha visababu... Eti neghbouring countries want the project relocated???? WTF dangote can invest in multiple project simultaneously if he wants...
If someone else desparetely wanted a similar project they would go to him with a business plan and offer him incentives, they wont be sabotaging some project in another country .....kwani dangote alisema Ni lazma a invest in either Kenya ama tanzania

Some Kenyans been bragging that kenya is an investment magnet, if you let the few dictate who comes who don't, it's automatically takes kenya out of level playing field. Just like it was in Lamu land redistribution or repossession for Lamu port project.
