Is extra-judicial killing by police in tanzania a rare phenomena?

President Kikwete while addressing members of diplomatic corps yesterday, cited the killing of innocent civilians at Arusha to be an isolated case which would not be repeated. To my knowledge, in recent years, extra- judicial killings by police seem to be a daily occurance. Indeed, there is a great need to appoint an independent commission to make an inquire on that matter.
