Ndugu wana JF, sijaona thread yoyote inayozungumzia hoja ya mgombea binafsi. Naona hoja hii ina maana kubwa sana kwa watu wenye kutaka kuingia kwenye siasa ila wanakwamishwa na mambo ya vyama.

Najua kuna watu wengi sana ambao ni competent kwenye nafasi mbali mbali za siasa ila wanashidwa kwa kuwa ni lazima wapitie kwenye vyama ambavyo viongozi wao wamekuwa miungu watu.

Naomba tulijadili hili kwa maslahi na uhai wa taifa letu Tanzania!

Msajili wa vyama vya siasa Tanzania, John Tendwa, anashauri mpango wa mgombea binafsi uanzishe haraka kupunguza migogoro ya uongozi.

MSAJILI wa vyama vya siasa nchini, John Tendwa ameitaka serikali na asasi zisizo za kiserikali kuanza mchakato wa kuwa na wagombea binafsi katika chaguzi ili kuwapa wananchi fursa ya kuchagua viongozi wanaowajibika na ambao hawafungamani na vyama vya siasa.

Akizungumza katika maadhimisho ya Siku ya Kimataifa ya Haki za Binadamu iliyoandaliwa na Kituo cha Sheria na Haki za Binadamu (LHRC) jijini Dar es Salaam jana, Tendwa alisema mchakato huo unafaa kuanza sasa ili ikiwezekana suala hilo lianze kutekelezwa mwakani.

Kwa mujibu wa Tendwa mgombea binafsi ana fursa nzuri zaidi kutekeleza majukumu yake bila fujo wala mikanganyiko katika ulingo wa siasa.

"Naamini pia kuwa suala la mgombea binafsi litaongeza uwajibikaji ndani ya vyama vya siasa na litatoa fursa kwa viongozi mbalimbali kuwajibika bila kushurutishwa," alisema Tendwa.

Alifafanua kuwa takwimu zimeonyesha kuwa Watanzania wengi si wafuasi wa vyama vya siasa, hivyo kumekuwa na joto la watu kutaka kujua namna raia hao wanavyoweza kupata fursa ya uongozi katika jamii.

"Suala la mgombea binafsi sio zawadi kwa raia bali ni haki ya msingi ya raia itakayowawezesha kushiriki katika vyombo vya kutoa maamuzi yanayowahusu," alisema Tendwa na kuongeza:


"Tuna mifano ya nchi jirani kama vile Malawi, Zimbabwe, Zambia na nyinginezo ambazo tayari zimesharuhusu wananchi wanaotaka kugombea bila vyama kufanya hivyo na wananchi kupata viongozi wanowataka bila kubanwa na chama cha siasa."

Kauli ya Tendwa imekuja wakati serikali imetoa notisi ya kukata rufaa baada ya kushindwa mahakamani katika kesi ya kikatiba ya kupinga kuzuiwa kwa mgombea binafsi.

Tayari serikali imeshashindwa mara mbili katika suala hilo.

Kauli hiyo ya Tendwa pia imekuja wakati kukiwa na misuguano kwenye vyama, hasa CCM ambayo wanachama wake wamekuwa wakieleza waziwazi kuwa na wasiwasi na uwezo wa mwenyekiti wao wa chama kuongoza nchi.

Wasiwasi huo pamoja na majibu dhidi ya wanaoeleza wasiwasi hadharani, umejenga hisia za uwezekano wa chama hicho kuparaganyika iwapo makada hao wa chama watashughulikiwa na vikao vya juu na kuamua kujitoa. Tayari viongozi wa juu wa CCM wameshaeleza kuwa makada ambao wanamtaka Rais Jakaya Kikwete achukue maamuzi magumu dhidi ya mafisadi, ni wale walioshindwa kwenye uchaguzi uliopita na kwamba wana ajenda yao.

Yes, it is high time kukawepo na wagombea binafsi. Mambo ya vyama yanawanyima haki ya kimsingi ya kuchagua na kuchaguliwa wale wananchi ambao hawajajiunga ama hawataki kujiunga kwenye vyama vya siasa ambavyo hivi sasa vyote vinaonekana havina dira wala itikadi inayoeleweka.

Tunajua kuwa mgombea huru ni haki ya kikatiba, lakini kwanini sasa and not then? CCM iliyokuwa inahofu kupotea kwa glory yake kutokana na mgombea binafsi ni hiyo hiyo sasa imeanza kuona umuhimu wa kuliokoa taifa kwa kupitia mgombea binafsi. Glad that we have come to our senses.

Independent candidates in Tanzania's forth coming presidential and parliamentary elections have no chance to take part in the polls, the government has said.

While speakers at public hearing sessions on proposed amendments to the country's electoral law have been demanding an opening for self-supporting candidates, the government claims it will require more time to take the issue on board.

The government has no problem with private candidates, but changing the constitution is a long process, and that requires more time before the elections,' said Minister Philip Marmo who is responsible for Policy Coordination and Parliamentary Affairs in the Prime Minister's Office.

Tanzanian voters are due to vote in October, 2010, to pick members of parliament and the country's president for the next five-year term in accordance with constitutional requirements.

Under the Constitution, every Tanzanian has the right to elect leaders and to be elected' and advocates of private candidacy have been invoking this clause to make their case.

Marmo referred to a case whereby the High Court of Tanzania had ruled in favour of private candidacy but the Attorney General reacted with a notice to the Court of Appeal to get clarification on the matter, querying whether the Court had mandate to infringe upon the Constitution which prohibits private candidates.

We are still waiting for the verdict by the Court of Appeal,' the minister said, noting that even if the Court of Appeal decided in favour of private candidacy, time was not enough to make the necessary amendment to the Constitution before election time.

The current parliament is due for dissolution after passing the Government Budget for 2010/2011 about three months ahead of the polls.

However, Marmo told a public hearing session here that with time and depending on the political environment, the constitution could be changed to give room to private candidates seeking electoral positions because the practice was common in many countries.

The minister clarified that the proposed amendments target Chapter 343 of the Electoral Act 2009 and Chapter 292 of the Local Government Electoral Act.

One of the changes sought to be made is that when a presidential candidate or running mate dies, their party would be given 14 days instead of 21 days to appoint another candidate.
