Kwa miaka sita mfululizo, Mo Ibrahim foundation imekuwa ikifanya fahirisi katika nchi zote za Afrika katika maswala ya utawala ambapo mwaka huu imefanya utafiti katika nchi 52 za Afrika.

Kila mwaka imekuwa ikichapisha matokeo ya uchanganuzi wake uliojikita katika maeneo ya Amani na Utawala wa Sheria, Haki za Binadamu, Maendeleo ya Kisiasa na Kiuchumi kwa kushirikiana na mawakala 23 kutoka Afrika na Ulimwenguni kote.


Kwa mara ya kwanza, Tanzania imekuwa ni miongoni mwa nchi kumi bora afrika.

1) Kwa chapisho hili, Nini matokeo ya madai yaliyowasilishwa na kituo cha Sheria na Haki za Binadamu (LHRC) katika Mahakama ya Uhalifu ya Kimataifa (ICC) na katika Tume ya Afrika ya Haki za Binadamu kutaka kuishitaki serikali kwa ukiukwaji wa haki za binadamu.

2) Kwa chapisho hili, Nini maana ya malalamiko mbalimbali yanayotolewa na baadhi ya Wanaharakati, Wanasiasa na Wananchi kuwa Serikali ya Awamu ya Nne imeshindwa kukidhi matakwa ya wananchi katika utawala bora.

The 2012 Ibrahim Index of African Governance (IIAG) | Methodology


Introduction
The Ibrahim Index of African Governance (IIAG) is a composite index, constructed by combining underlyingvariables in a standardised way to provide a statistical measure of governance performance in Africancountries. The IIAG was created in recognition of the need for a quantifiable tool to accurately measure andmonitor African governance performance –
and its progress over time and across countries – and as a meansof supporting the development of effective and responsive solutions to complex public policychallenges. Policies need to be evaluated by their results, which can only be done if accompanied by rigorousdata. The broad aim of the IIAG is to better inform and sustain the governance debate by providinggovernments, citizens and stakeholders with a practical measurement instrument which is transparent anduser-friendly, and to encourage data-driven narratives on governance issues in Africa.

The IIAG was launched in 2007 and has evolved to be the most comprehensive quantitative assessment ofAfrican governance available. The 2012 IIAG is the sixth iteration and builds on the work of the previous fiveyears (the first two of which the IIAG was housed at the Kennedy School of Government at HarvardUniversity1). The IIAG is conceptually driven by the Mo Ibrahim Foundation Board and the IIAG AdvisoryCouncil2. A sub-set of the Advisory Council sits on a Technical Committee which, along with the IIAG ResearchTeam, is responsible for the methodological and statistical robustness of the IIAG. As a progressive andconsultative project the input and critique of stakeholders is encouraged and appreciated.
The IIAG is structured in such a way that the composite IIAG score is the aggregate of four overarchingcategories which are themselves made up of 14 underlying sub-categories. These sub-categories arecalculated from the scores of 88 indicators (made up of 123 constituent variables) taken from 23 third-partydata providers. These independent data providers include multilateral development banks, think tanks,business risk rating agencies and UN agencies.
Defining Governance
Governance, as defined by the Foundation, is considered from the viewpoint of the citizen. The definition isintentionally broad so as to capture all of the political, social and economic goods and services that any citizenhas the right to expect from his or her state, and that any state has the responsibility to deliver to itscitizens. The IIAG is unique in that it assesses governance by measuring outputs and outcomes. Thisdefinition of governance does not focus on
de jure measurements, but rather aims to capture attainments orresults, reflecting the actual status of governance performance in a given context – be it national, regional orcontinental.

Membe akajibalaguza huku na kule hadi kufikia kusema hilo gazeti limenunuliwa alisema hilo linawezekana kwasababu Tanzania ilipokea wajumbe kutoka Palestina muda si mrefu

Ninakubaliana na kauli yako lakini vile vile sikubaliani pale unaposema omba omba inafanya kukosa uhuru wa kufanya maamuzi. Mbona Mwalimu Nyerere alikuwa omba omba zaidi ya Rais Kikwete lakini Mwalimu alikuwa na msimamo usioteteleka katika maamuzi kuhusu foreign policy.

Ni kweli, uwanja wa siasa za kimataifa kipindi cha Mwalimu ni tofauti na wa sasa, lakini vilevile msimamo wa kiongozi wa nchi unachangia kwa kiwango kikubwa katika maamuzi kuhusu siasa za nje.

Watoa misaada kila mara huwa wanapenda kutikisa kiberiti kuona kama njiti zimejaa, lakini wakigundua kama kuna mapungufu, basi hapo ndipo wanapojipenyeza na policy zao

Kuzuri ni kule usikofika, huu ni msemo mzuri kwa wote mnaolaumu. Mnajua wazi kuwa waafrika wengi toka nchi nyingine za Afrika hukimbilia Bongo na wanaota wapate urai hapa wakati wenyewe tunapalaumu.

Ukitaka kuona uzuri wa Bongo Tembelea nchi nyingine za Afrika uone jinsi ubabe ulivyo baina ya watawala na watawaliwa, baina ya chama tawala na vyama pinzani, sijakwambia juu ya makabila na kadhalika.

Angalia Uganda na uulize Bisigye yuko wapi, kosa lake ni kuwa mpinzani. Mngekuwa nchi nyingine leo akina Mh SLAA na Prof LIPUMBA wapo kizuizini.

Nyie acheni, maana unamtukana Rais peupe bado unapumua, unaweza kwenda kuishi kokote TZ na ukajisikia nyumbani. Uliza habari za wakikuyu na makabila mengine Hapa jirani Kenya.

Wangefanya survey ya wananchi moja kwa moja na tungejua ukweli halisi. Hata watoto wadogo kwa sasa wanajua nchi inaendeshwa kisanii.
Ila hizo takwimu zinawasaidia jamaa kuomba misaada kutoka kwa wahisani ili kujazilia mapungufu ya bajeti (Si wamekosa ubunifu wa kutumia rasilimali zetu katika bajeti ya kujitegemea!)

Wote ni omba omba lakini mbongo amezidi halafu ni mtoto wa kiume,bora yule mwanamke ataonekana anatumia kauli mbiu 'mwanamke akiwezeshwa anaweza' sasa huyu matonya wetu huyu kama si kututia aibu ni nini ndio maana akaambiwa atumie 0713.

Tanzania imekuwa ya 10 kwa mara ya kwanza hili halina ubishi. Lakini ukilinganisha scores za 2006 na zile 2011 utaona kuwa kuna ukuaji hasi kwenye maeneo mengi. Tafsiri ni kwamba Tanzania ilipata marks nyingi mwaka 2006 kuliko ilivyopata mwaka 2011. Hali ni hiyo hiyo ukilinganisha performance ya 2010 na 2011 unapata mwelekeo huo huo. Kifupi ni kwamba taarifa ya Mo Ibrahimu Foundation inaonyesha kuzorota kwa hali ya utawala bora kwa nchi za Kiafrika. Kilichotokea mwaka huu ni kuwa hata katika darasa la wanafunzi wenye uwezo mdogo sana yupo atakayekuwa wa kwanza na mwingine wa mwisho. Hatupaswi kujivunia kwa kuwa namba 10 kwani kwa ujumla tulikuwa bora zaidi mwaka 2006 kuliko tulivyo sasa.
 
Kwamba Tz imekuwa ya 10 haina maana kuwa hali ya Utawala bora nchini imeimarika. Kiukweli ni kuwa Hali ya sasa (ukiangalia mwenendo wa takwimu ni mbaya katika maeneo mengi kuliko ilivyokuwa 2006. Tafsiri ya taarifa hii ni kwamba hali ya Utawala Bora Afrika (ikiwemo Tz) inazorota. Kwa kuwa kwenye kila kipimo lazima awepo wa kwanza na wamwisho, TZ imekuwa ya 10 japo alama ilizopata ni za chini. Hata kwenye darasa la failures lazima atakuwepo wa kwanza na mwingine wa mwisho.
 
Tanzania kuwa ya kumi katika listi haimaanishi inatawalia vizuri kwa kufuata misingi ya haki za binadamu na maendeleo na usalama kwa watu wake. Ranking hii imetokana na nchi ambazo tumeshindanishwa nazo nani hajui nchi za afrika zilivyo.

Ukichukua wanafunzi vilaza tupu ukawaweka darasa moja lazima kutakuwa na kilaza wa vilaza wote na kipanga ndani ya vilaza. The same kwa vipanga.
