Kapinga,
Karibu sana JF!

Answer to your question; I belive all communications in Tanzania are regulated by TCRA (Tanzania Communications Regulatory Authority), thus the internet too befalls under the umbrella.

This is a statement from their site:
About TCRA

The Tanzania Communications Regulatory Authority (TCRA), established by the TCRA Act no. 12 of 2003 is an independent Authority for the Postal, Broadcasting and Electronic communications industries in the United Republic of Tanzania

Their website: http://www.tcra.go.tz/
It's is bit slow at loading but if you manage, there is a lot to glean on the site.

Actaully i was wondering about the same thing, but my question is how is internet controlled, regulations are in place but are rarely followed, control that is big question! how do they do it. It is not easy to threaten netzens like they newspaper editors, it is a bit hard given backwardness to tech we have here!

So lets just roll it out, its high time!
