Speech given by British High Commissioner Philip Parham at the Queen's Birthday Party, Dar es Salaam, 7 June 2008

Kasia and I are honoured and delighted to welcome you all here to celebrate the official birthday of Her Majesty Queen Elizabeth II. If any of us are still as active as her when we are 82 years old, Ill eat my hat as her husband Prince Philip would say.
Its hard for us to believe that this is already the third time Kasia and I have celebrated the Queens Birthday here with all of you in Dar es Salaam. The last two times coincided with moments of tense hope for English teams on the international football field. This evening we are serenely untroubled by any such anxiety, tumshukuru Mungu.
The last twelve months have been interesting: a new Prime Minister; shifts in the political landscape; backbench rebellions; international sporting disappointment and all of these things on both Tanzania and the United Kingdom, only confirming the sense of kindred spirit and shared experience between our two great nations as we take forward our partnership for prosperity, peace and security.
The change of Prime Minister in Tanzania gives me my text for this evening. The most avid observers among you will remember that, when Mizengo Peter Pinda was appointed, his parish in Kinondoni held a special Mass of thanksgiving and prayer for his success. And the theme of the parish priests sermon was Usiogope Do not be afraid the most repeated phrase in the Christian New Testament.
Do not be afraid: that is what the angel says to Mary when he tells her she will be the mother of Jesus; it is what the angel says when he tells the shepherds that Jesus has been born; its how Jesus often greets his disciples.
Dont worry indeed, do not be afraid the High Commissioner hasnt finally flipped his lid and decided to preach a sermon. But those words of encouragement Do not be afraid are so important for all of us, whether were Christian, Muslim, Hindu, Sikh, Buddhist, or of no religion at all.
Do not be afraid: despite all the challenges, the future of Tanzania can be bright. With her stability, social cohesion, increasingly lively democracy, good macroeconomics, huge unrealised economic potential, dynamic President committed to progress, and an abundance of international goodwill, Tanzania has the opportunity to be transfigured. Tanzania is not a poor country. Her people do not need to be poor. The hope I have seen in the eyes of children in villages in Lindi, Mbeya, Ruvuma and Iringa; in Kagera, Kigoma and Morogoro; and in the eyes of children at the Dogodogo Centre here in Dar es Salaam that hope does not have to be disappointed, if we all play our part.
Do not be afraid and all of these admonitions apply to all of us do not be afraid to grasp the opportunities which are there for Tanzania now.
Do not be afraid to face down the vested interests who would block progress for their own selfish reasons.
Do not be afraid to relinquish control or involvement, nor to stand back when the job is best left to others.
Do not be afraid to investigate and prosecute crimes when the evidence and public interest warrant it, however powerful the suspects may seem. (And remember: nothing is more passing than human power.)
Do not be afraid to promote competence and integrity, and root out inefficiency and dishonesty.
But also: do not be afraid to place trust in your friends when they deserve that trust.
And do not be afraid to take risks when the potential benefits justify them.
Do not be afraid to acknowledge constraints. People are often saying, If only the government would do x or y. Its worth reminding ourselves that the Tanzanian governments total budget for the year just ending has been roughly $5bn. That is what British consumers spend on DVDs each year. Its 2.5% of the annual budget of the National Health Service. Its a quarter of what British gamblers lose each year. I am ashamed to say its a third of the estimated value of food thrown away in the UK each year. And that is what the government of this country has to provide education, healthcare, infrastructure and security for nearly 40 million people in a territory four times the size of the UK. Think about it.
Do not be afraid to change your mind and change your policy, if its clear that another course is better.
Do not be afraid to give the private sector the space and freedom and confidence to create jobs and wealth and economic growth.
Do not be afraid to speak truth unto power, especially when that power is trampling human dignity and threatening the stability of its region.
Do not be afraid to celebrate success and give praise where praise is due and much praise is due for Tanzanias role in this region over the last few months: a crucial contribution to political reconciliation in Kenya; the ending of rebellion in the Comoros; progress in the Burundi peace process; agreement to give Tanzanian citizenship to hundreds of thousands of refugees; facilitation of talks to foster peace in the Great Lakes region; and effective representation of Africas interests by President Kikwete as Chair of the African Union.
One last thing not to fear: do not be afraid to keep your speeches bold and short.
So with that, I ask you to raise your glasses in a toast to the prosperity, peace and health of His Excellency President Jakaya Mrisho Kikwete and the people of the United Republic of Tanzania.

Kasia na mimi tumepewa heshima na tuna furaha kuwakaribisha nyote hapa ili kusherehekea siku rasmi ya kuzaliwa Malkia Elizabeth (wa pili). Kama kuna mtu kati yetu hapa ambaye atakuwa na nguvu kama yeye akiwa na umri wa miaka themanini na miwili (82), basi "Ill eat my hat" - kama mumewe Prince Philip anavyosema.
Ni vigumu kwetu kuamini kwamba tayari hii ni mara ya tatu Kasia na mimi tumesherehekea siku ya kuzaliwa Malkia na ninyi nyote hapa Dar es Salaam. Mara mbili za mwisho sherehe kama hii ilikwenda sambamba na wakati ambapo timu za Uingereza zilikuwa na wasiwasi na matarajio yao ya kutwaa ubingwa katika soka la kimataifa. Usiku wa leo hatutakuwa tukisumbuliwa na wasiwasi kama huo, tumshukuru Mungu.
Miezi kumi na miwili iliyopita imekuwa ya kuvutia: Waziri Mkuu mpya; mabadiliko katika mitazamo ya kisiasa; upinzani wa kisiasa bungeni; kutofanya vizuri katika michezo ya kimataifa - na mambo yote haya kwa nchi zote mbili, Tanzania na Uingereza, yanathibitisha moyo na ushirikiano uliopo kati ya nchi zetu kubwa hizi mbili; na tukiundeleza ushirikiano wetu kwa ajili ya usitawi, amani na usalama.
Mabadiliko ya Waziri Mkuu Tanzania yananipa fursa kusema maneno kadhaa usiku huu. Kwa wachunguzi makini kati yenu mtakumbuka kwamba wakati Mheshimiwa Mizengo Peter Pinda anachaguliwa, Parokia yake ya Kinondoni iliandaa misa maalum ya shukrani na sala kumwombea mafanikio. Na wazo kuu la padri wa Parokia hiyo lilikuwa "Usiogope" - neno linalorudiwa mara nyingi katika Agano Jipya la Biblia.
"Usiogope": Hivyo ndivyo malaika alivyomwambia Mariam alipomjulisha kuwa atakuwa ni mama wa Yesu; na ndivyo pia malakia anavyosema pale alivyowaambia Mamajusi kwamba mtoto Yesu amezaliwa; na vile vile ndivyo Yesu alivyowasalimu wafuasi wake.
"Usiogope": na kwa kweli usiogope - sio kama eti Balozi ameamua kuendesha misa. Lakini maneno haya ya kutia moyo - "Usiogope" - ni muhimu sana kwetu sote, tuwe Wakristo, Waislamu, Wahindu, Singasinga, Wabuda, au wale wasio na dini.
"Usiogope": Pamoja na changamoto zote, kuna nuru katika hali ya baadaye ya Tanzania. Ikiwa katika hali ya utulivu, mshikamano wa kijamii, demokrasia hai, uchumi mzuri, fursa kubwa za kiuchumi ambazo hazijatumika kikamilifu, Rais mwenye uwezo; na utashi kutoka jumuiya ya kimataifa, Tanzania ina nafasi kubwa ya kubadilika. Tanzania sio nchi masikini. Wananchi wake hawapaswi kuwa masikini. Matumaini ambayo nimeyaona katika macho ya watoto katika vijiji vya Lindi, Mbeya, Ruvuma na Iringa; kule Kagera, Kigoma na Morogoro; na katika macho ya watoto wa Kituo cha Dogodogo hapa Dar es Salaam - hakika matumaini hayo yasivunjwe moyo, na hili linawezekana endapo sisi sote tutatekeleza wajibu wetu.

Usiogope kuchunguza na kushitaki maovu endapo ushahidi na maslahi ya umma yanakuhitaji ufanye hivyo, bila kujali kuwa watuhumiwa ni watu mashuhuri kiasi gani (Na tukumbuke: hakuna kitu kikubwa kuliko uwezo wa binadamu)
Usiogope kuendeleza na kuhamasisha ufanisi pamoja na uadilifu, na pia kuung'oa uzembe na udanganyifu.
Lakini pia: usiogope kuwaamini marafiki zako kama wanastahili uwape uaminifu huo.
Pia tusiogope kuchukua maamuzi yanayoweza kuonekana ya hatari - wakati tayari maamuzi hayo yamekwisha kuhalalishwa na viashiria vya faida yake.
Tusiogope kukiri uwepo wa vizingiti. Mara nyingi watu wanasema, "Yaani kama Serikali ingefanya hivi au vile " Ni vizuri tukajikumbusha kwamba bajeti yote ya Serikali ya Tanzania, kwa kipindi cha mwaka uliopita, ilikuwa takribani Dola bilioni 5. Kiasi hiki ni sawa kabisa na kiasi cha fedha ambacho Waingereza wanakitumia katika kununua mikanda ya DVD kwa mwaka. Hii pia ni sawa na asilimia 2.5 tu ya bajeti ya Afya ya Uingereza. Aidha, kiasi hicho ni sawa kabisa na robo ya fedha ambayo wacheza kamari wa Uingereza wanakipoteza kwa mwaka. Pia ninasikitika kusema kwamba kiasi hiki ni sawa kabisa na makadirio ya thamani ya chakula kinachotupwa kama mabaki nchini Uingereza. Hivyo, hiki ndicho kiwango halisi cha fedha ambacho Serikali ya Tanzania inacho ili kuweza kuwapatia wananchi wake huduma ya elimu, afya, miundombinu pamoja na ulinzi kwa takribani wananchi milioni 40 waishio katika nchi hii - ambayo ni kubwa zaidi, mara nne kwa Uingereza.
Msiogope pia kubadili fikra zetu pamoja na sera zenu, endapo itajidhihirisha wazi kwamba uelekeo mpya ni sahihi.
Msiogope kuipatia sekta binafsi fursa, uhuru pamoja na kujiamini katika kuongeza nafasi za ajira, tija na ukuaji wa uchumi.
Msiogope pia kusema ukweli juu ya dola, hasa pale dola inapotishia ustawi wa heshima ya binadamu na utulivu katika ukanda huu.
Tusiogope kusheherekea mafanikio na kutoa sifa pale inapostahili - na kwa hili sifa kubwa ziiendee Tanzania kwa mchango wake mkubwa katika ukanda huu wa Afrika kwa kipindi cha miezi michache iliyopita: kwa mchango muhimu katika kuleta mapatano ya kisiasa nchini Kenya; kusaidia kutokomeza uvamizi katika visiwa vya Comoro; kusaidia mafanikio katika mchakato wa amani nchini Burundi; kukubali kuwapatia uraia wa Tanzania mamia ya maelfu ya wakimbizi; kuwezesha kufanyika kwa mazungumzo ya amani kwa ukanda wa Maziwa Makuu, pamoja na uwakilishi mzuri wa masuala ya kimaslahi ya bara la Afrika, unaofanywa na Rais Jakaya Kikwete, kama mwenyekiti wa Umoja wa Afrika.
