Tanga Cement risks power cut

The Tanzania Electric Supply Company (Tanesco) has given Tanga Cement Company until today to pay overdue power bills amounting to 49m/- or face an immediate power disconnection.

Tanesco Managing Director Idris Rashid told an afternoon news conference in Dar es Salaam yesterday that they have already sent the cement company a note reminding it on the need to clear its bills by the deadline.

He explained TCC was still enjoying their services `although they owe us all this money`.

Production at the Tanga firm stopped for 24 hours last week after Tanesco cut the power supply line that feeds it, charging that it (TCC) had tampered with electricity flow and consumption monitoring equipment and defaulted on the payment of the 49m/-.

The media quoted TCC Managing Director Juerg Fluehmann as swiftly denying the charges.

He said the measure taken by the power company violated the law on the supply of electricity, which he said stated that consumers must be served with a written notice of at least 48 hours before disconnection is effected.

An emphatic Fluehmann explained that their monthly electricity bill ranged between 450m/- and 500m/- and swore that they had always paid on time.

Power to the cement firm was restored the very next day without any condition, apparently on orders from the Tanesco Board of Directors.

At yesterday`s news conference, Dr Rashid dismissed as unfounded reports that it was Prime Minister Edward Lowassa who had ordered that TCC have power back without necessarily settling the said 49m/- bill.

`I talked to neither the Prime Minister nor the Tanga Cement management on the issue,` said the Tanesco chief, who tendered his resignation over the saga but changed his mind soon after and resumed his duties with the board?s full blessings.

Efforts to contact the TCC management by telephone for comment on Tanesco`s ultimatum failed yesterday, with the telephone operator not ready to pass on to The Guardian any relevant mobile phone numbers.

However, a senior official of the Tanga firm speaking on authority stressed that they had already settled the amount in question `through a cheque that was duly collected by the Tanga Regional Tanesco Manager on the 21st of this month`.

`If these people (Tanesco) continue to behave this strangely and really make good their power disconnection threat, we shall have no option but to seek legal redress,` said the official, adding that there was proof that the cheque has already been cleared.

Hii ndiyo management tuliyozoea! Populist na ubabe. Nilishasema awali ni kawaida ya Tanesco kukubambikia bill na kukwambia kuwa lipa kwanza ndiyo tujadiliane. Samahani lakini naona wengi wetu bado tunapigana vita tuliyoishinda miaka 46 iliyopita. Tunamtetea Idris kwa sababu tu ni mswahili mwenzetu dhidi ya hao waliowahi kututawala. Mteja mkubwa sehemu yeyote duniani anaheshimiwa. Si huku kupanda majukwaani na kutoa vitisho visivyo na msingi. Sasa akikata umeme, atakayefaidika nani? Mimi sitashangaa hawa mabwana watakapoiburuta Tanesco mahakamani kwa kutofuata mkataba( soma taarifa ya boss wa Tanga Cement) na Tanesco kuamriwa kulipa mabilioni. Tumeona yakifanyika Mwanza, IPTL n.k. Hamna jipya hapa, ni kutafuta umaarufu tuu. Na sasa bodi imenyamazishwa ndiyo tutakoma kabisa. Kwa vitendo hivi kweli tunategemea kuvutia wawekezaji wa maana? Disputes ni kawaida ya mikataba na zina njia ya kuzitatua lakini sio hivi. Bora angeenda.

raia wa kawaida hajui haki yake. We unadhani kwa nini wengi tulikimbilia Luku. Jamaa hawaji kusoma mita ila wanafanya estimate! Hiyo estimate inategemea wameamka vipi. Hawa ni wale ambao wanakataa kumuunganishia mteja mpya ati kwa sababu aliyekuwa anakaa kwenye hiyo nyumba ( hamna tofauti kama amekufa au amehama) alikuwa na deni. Ni hawa wanaotuambia gharama ZANGU za kuzalisha umeme ni hizi kwa hiyo unabidi kunifidia. Wakiulizwa umefanya nini kupunguza gharama wanang'aka! Unamshangilia mtu anayetaka kukata umeme kwa dispute ya sh milioni 50 na anakulipa milioni 500 kwa MWEZI!!!Zaidi ya hapo ni mzalishaji wa bidhaa ambayo ina umuhimu mkubwa kwa uchumi wa taifa lako? Huu mgogoro mbona ungemalizwa kwa kuongea kati ya TCC na Tanesco?

Mimi nilifikiri kuna tatizo kubwa sana lakini inaelekea zaidi zaidi ni mambo ya jazba kuliko busara.

Inatakiwa wa review huo mkataba wao unasemaje ili in future kuondoa matatizo kama haya yasiyo na maana kabisa.

Kama TCC wanalipa kama 500M kwa mwezi, kweli deni la 49M linaweza kuwafanya Tanesco wakate umeme? Mara nyingi suppliers wengi wanakuwa tayari kukubali malipo hata baada ya muda mrefu kidogo hasa kama mteja muda wote analipa on time.

Dar si Lamu, hao hao wachumaji ndio investors pia, hata kama hawalipi kama ambavyo wengi wetu tungetaka lakini bado wanalipa kodi kubwa na kutoa ajira kubwa kwa ndugu zetu. Hawa ni tofauti na cement ambayo inaweza kuingizwa kutoka nje.

Ingelikuwa kwa wenzetu naona hili suala lingeishia mahakamani na si ajabu TCC ingeshapoteza mabilioni maana walionekana hawana pesa za kuwalipa Tanesco na hapo suppliers mbalimbali wangelazimisha cash mbele kabla ya kutoa huduma, shareholders wangeanza kusukuma share zao nk. kumbe ni Tanesco wenyewe kushindwa hata kujua nani kalipa na lini.
 
Tanesco clears Tanga Cement on 49m/- bills

The Tanzania Electric Supply Company (Tanesco), which on Thursday gave Tanga Cement Company only a day to pay what it called overdue power bills amounting to some 49m/-, yesterday said it had discovered that payment had been long effected after all.

Tanesco Managing Director Idris Rashid told a hastily called news conference on Thursday afternoon that they had given the Tanga firm until yesterday to pay the bills or face an immediate power cut.

He said they had already sent the cement company a note reminding it on the need to clear its bills by the deadline.

But yesterday Tanesco explained in a letter addressed to the TCC managing director, a copy of which was faxed to this paper, that they had no problem with the cement company regarding the outstanding payment earlier referred to.

Part of the letter read: `We want to confirm to have received your outstanding payment amounting to 49,041,763.20, which you paid on November 21, 2007 well before elapsing of the set deadline of November 30, 2007.`

In the letter, signed by William Mhando on behalf of the MD, Tanesco states that it is all out to maintain smooth supplier-customer relations for mutual benefit.

TCC Managing Director Juerg Fluehmann meanwhile said in a letter to the Tanesco management - alongside a similar one addressed to this paper - that his company had paid the purported outstanding bills amounting to 49,041,763.20/- by cheque No. 002885 on November 21, 2007.

He added that they also paid re-connection and inspection fees amounting to 6,609,000/- by cheque No. 002886.

Fluehmann said his firm was listed with the Dar es Salaam Stock Exchange and that any negative reports on its financial reputation might cause shifts in market confidence and erode the market value of its shares.
