Habari za leo wanajamvi? Nilikuwa natoka town traffic ikawa kali sana kwa "jam" ndo nkakumbuka huko nyumbani Bongo. Kuna mradi wa mabasi yaendayo kasi na makubwa ambayo serikali ilikuwa na mpango wa kuyaanzisha hasa Dar kwenye high ways kama Nyerere road, Mandera na Ali Hassan Mwinyi na kufanya vipanya vifanye kazi kwenye feeder roads kama Shekilango, Yombo na nyingine nyingi bongo, naomba nielezwe huo mradi umefikia wapi au ulishaanza? Pia kuna wakati Mh. Pombe Magufuri akiwa waziri wa Ujenzi walianzisha mchakato wa kujenga daraja la kuunganisha City center na Kigamboni na kuna wakati tuliambiwa kuwa NSSF ndo walipewa kazi ya mchanganuo. Sasa jamani wanajamvi, hii mipango imefikia wapi? Ni hayo tu ila kuna mwanasocioligia mmoja alisema "the more we know the stupider we become untill we reach the point of knowing everything about nothing"
 
Kaka Nchi hii wizi mtupu! Huwezi amini Tz tuna Rais, Mawaziri Mayor wa jiji! Ni mwaka sasa tunasubiri gari la kwanza lionekane barabarani! Where is it? I guess is not coming! Halafu wakuu wa nchi wamenyamaza tu, What!!!? Was that a joke? I cant believe kundi la watu wanaweza kukwamisha mipango ya serikali kwa manufaa yao binafsi!

nijuavyo mimi, mradi huu umeishaanza na kwa sasa uko katika hatua ya ujenzi wa miundombinu yaani barabara zitakazopitia hayo mabasi yaendayo kasi. tatizo nilionalo ni uelewa mdogo wa marade mzima. wengi wanaamini mradi utaanza pale mabasi yatakapoonekana barabarani.........

kuna uwezekano pia kuwa kubadilisha serkali mwaka 2005 kulichangia kupunguza kasi yake kwani wenye maamuzi wakubwa tza walibadilishwa na matokeo ya uchaguzi ikiwema kubadilisha meya na watendaji wengine.

kuna uwezekano pia kuwa kubadilisha serkali mwaka 2005 kulichangia kupunguza kasi yake kwani wenye maamuzi wakubwa tza walibadilishwa na matokeo ya uchaguzi ikiwema kubadilisha meya na watendaji wengine.
Akili Kichwani sikiliza ndugu yangu walisema gari la kwanza litaoneka August barabarani August 2009. That is what they said, Kama kuna mabadiliko yeyote waliwahi tangaza hilo hatujawahi sikia, So dont defend them, They simply wale wale, They cant live to their promise!!! Have you ever seen a serious rehab ya miundombinu zaidi ya ile madela road ambayo ilikuwa imechakaa kwa hiyo walikuwa hawana budi kuikarabati? Hakuna watu wanakula bata tu vifyonzeo!!!
 
Ni vigumu kuwa na njia ya farasi ilhal njia ya ng'ombe imekushinda kuanzisha!
 
kuna upungufu mkubwa wa uelewa wa miradi kama ii. miradi hii huwa inahusisha wadau wengi wakiwemo sekta binafsi na mashirika ya imataifa na mara nyingi fedha za mradi hutolewa na mashirika wakopeshaji wa kimataifa............ sasa hpo kuna logistics nyingi, ukibadili secretariate ya mradi unaweza hata kuathiri imani ya mopeshaji na kujikuta akiongeza jicho kwenye mradi wakati aliotarajia kutoa fedha............. ndio maana nikasema mabadiliko ya serikali huenda yalichangia....... lakini si haki kulaumu serikali peke yake bila kutazama nafasi a wadau wengine........

nimesikia kuwa sasa dar wanajenga barabara za zege, kama ni kweli huenda ni sehemu ya miundombinu ya mradi huu, kwani mabasi haya technically hayawezi kupita kwenye barabara za lami................

Lile sakata la kakobe kupitishiwa umeme karib na kanisa lake, kakobe alishaur nyaya zipitishwe katikat ya bara bara, mheshmiwa Ngeleja akamjibu katikat ya barabara zitapitishwa nyaya kwa ajili ya magar hayo hayo yatimuayo kwa spidi.

Hivyo huenda ikawa mambo yanafanyika but kwa pace ya kobe!
 
Mi nilidhani ilikuwa ni sera ya serikali ambayo ilipaswa kutekelezeka!

Mambo yetu ya kutengeneza mvua artificial...
Nakumbuka Lowasa ndo ilikua task yake hii.

Tukiwa serious tatizo la congestion Dar ni mwaka mmoja tu au miezi sita at least. So forget it ndugu, tatizo apperats to be there to stay.

Unatamka kitu kizur namna iyo then iweje. Imefika mahala sasa utekelezaji unatakiwa.

Tatizo la watanzania tulio wengi tunapenda maneno mazur masikioni mwe2. Tunaridhka mapema mno yaan na ahadi na suala la utekelezaji kwa vitendo hayo ni majaaliwa. Aargh, it sucks!

CONSTRUCTION OF DAR ES SALAAM BUS RAPID TRANSIT
(BRT) INFRASTRUCTURE – PHASE 1

PACKAGE 1:ROAD WORKS
LOT 1: MOROGORO ROAD (KIMARA – MAGOMENI)
LOT 2: MOROGORO ROAD (MAGOMENI – KIVUKONI), KAWAWA ROAD (MAGOMENI – MOROCCO) AND MSIMBAZI ROAD (FIRE - KARIAKOO)

Tender No. AE/001/2009/10/HQ/W/35

1. This invitation for bids follows the general procurement notice for this project that appeared in United Nations Development Business Online No. 709 of 31st August 2007 and the dgMarket.

2. The Government of the United Republic of Tanzania has received credit from the International Development Association (IDA) towards the cost of Second Central Transport Corridor Project (CTCP 2). It is intended that part of the proceeds of this credit will be applied to eligible payments under the contracts for Construction of Dar es Salaam Bus Rapid Transit (BRT) Infrastructure - Phase 1.

3. The Tanzania National Roads Agency (TANROADS) who is the Implementing Agency now invites sealed bids from eligible bidders for Construction of Dar es Salaam Bus Rapid Transit (BRT) Infrastructure – Package 1, which consist of two lots as described below:

Lot 1: Construction of about 10.9 km bituminous finished road comprising of Asphalt Concrete for mixed traffic lanes and Cement Concrete exclusive bus ways; construction of 15 trunk stations, 2 new bus terminals and 2 pedestrian bridges; and relocation of services for water supply and telecommunications ("the Works"); and
Lot 2: Construction of about 10.5 km bituminous finished road and cement concrete pavement at stations; construction of 14 bus stations buildings, 1 bus terminal, 1 feeder station and 1 pedestrian bridge; and relocation of services for water supply and telecommunications ("the Works").
The Works for both lots shall be executed concurrently and construction period for each lot shall be twenty four (24) months including mobilization period.

4. Bidders may bid for one or both lots of Package 1 as further defined in the bidding documents. Bidders wishing to offer discounts in case they are awarded both contracts will be allowed to do so.

5. Bidding will be conducted through International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IDA Credits, May 2004, Revised October 2006 and are open to bidders from all countries as defined in guidelines. Domestic bidders shall not be eligible for margin of preference.

6. Bidders will be post-qualified for the above contracts based on the following key qualification criteria:-

(i) Annual Turnover:
Minimum average annual construction turnover calculated as total certified payments received for contracts in progress or completed within the last five (5) years US$ 45m US$ 50m US$ 80m
(ii) Financial Resources:
Minimum cash flow that the bidder must demonstrate to access or its availability US$ 5m US$ 6m US$ 10m
(iii) General Experience:
Minimum period of involvement in the role of contractor, subcontractor, or management contractor in each of the last five (5) years prior to the bid submission deadline 9 months 9 months 9 months
(iv) Specific Experience:
Minimum value of each of at least two contracts of similar to the proposed Works that have been successfully and substantially completed by the bidder as the contractor, management contractor, or subcontractor, within the last five (5) years US$ 45m US$ 50m US$ 80m

8. A complete set of bidding documents in English for each lot, may be purchased by interested bidders on the submission of a written application to the address above and upon payment of nonrefundable fee of Tanzania Shillings 150,000.00 (One hundred Fifty thousand Only) or its equivalent in freely convertible currency, payable by Banker's Cheque, Banker's Draft or cash to the Chief Executive, TANROADS, P. O. Box 11364, Dar es Salaam Tanzania.

9. Sealed Bids must be delivered to The Secretary, TANROADS Headquarters Tender Board, 3rd Floor, Maktaba Complex, Room 3, Bibi Titi Mohamed Road, Dar es Salaam, Tanzania on or before 10:00 hours local time on …………………..(insert date). All bids must be accompanied by a bid security in original and in acceptable form in the amount of TZS 1,000,000,000.00 (Tanzania Shillings One Billion) or its equivalent in a freely convertible currency for each lot. Electronic bidding shall not be permitted.

10. Bids will be opened in the presence of bidders' representatives and anyone who choose to attend at TANROADS Headquarters, Maktaba Complex, Bibi Titi Mohamed Road, 3rd Floor, Room No. 3, Dar es Salaam, Tanzania, immediately after the deadline for submission of tender. Late bids will be rejected.
