ALIYEKUWA Mwenyekiti wa Kamati Maalumu iliyoundwa na Rais Jakaya Kikwete kupitia na kupendekeza maboresho ya sekta ya madini nchini, Jaji Mark Bomani, amesema hatua ya kampuni ya African Barrick Gold kuuza hisa zake haina uhusiano wowote na pendekezo lililotolewa na kamati yake kwa serikali juu ya uuzwaji wa hisa za makampuni ya madini.
Kauli hiyo ya Jaji Bomani inapingana na ile ya Mbunge wa Kigoma Kaskazini, Zitto Kabwe, aliyekaririwa na gazeti hili Jumatano iliyopita akiielezea hatua hiyo ya Barrick imetokana na pendekezo la kamati hiyo lililotaka kampuni za madini ziuze hisa zao. Zitto alikuwa ni mmoja wa wajumbe wa kamati hiyo.
Vyanzo mbalimbali vya kuaminika ndani na nje ya nchi, hivi karibuni vilithibitisha kuwa kampuni hiyo inayomiliki migodi kadhaa ya dhahabu ndani ya ardhi ya Tanzania, imeamua kuuza asilimia 25 ya hisa zake katika soko la hisa la London kuanzia Machi 29 mwaka huu, chini ya ufadhili wa benki kubwa ya kimataifa ya JP Morgan.
Akizungumza kwa simu na Tanzania Daima, jana, Jaji Bomani, alisema kamati yake ilipendekeza kila kampuni ya madini itoe asilimia 10 ya hisa zake bure kwa serikali na asilimia 15 ya hisa hizo ziuzwe katika soko la hisa nchini ili kutoa fursa kwa wananchi nao kuwa sehemu ya wamiliki wa migodi hiyo, mambo ambayo bado hayajatekelezwa.
“Sisi tulipendekeza asilimia 10 ya hisa za kampuni za madini zitolewe bure kwa serikali na asilimia 15 ziuzwe kwa wananchi hapa nchini. Sasa hiyo hatua ya Barrick kuuza hisa zake kwenye soko la London sijaelewa maana yake nini. Haina uhusiano na pendekezo letu, tulichopendekeza bado hakijatekelezwa,” alisema Jaji Bomani.
Alipoulizwa kwa nini mapendekezo hayo ya kamati yake iliyopewa nguvu na Rais Kikwete hayajatekelezwa mpaka leo huku Barrick ikiuza hisa zake kwenye soko la hisa la London badala ya Dar es Salaam, alisema: “Kwa kweli mimi sielewi uamuzi huo wa Barrick kuuza hisa zake una maana gani......lakini kazi yetu ilikuwa ni kutoa mapendekezo tu. Uamuzi wa kuyatekeleza au kutoyatekeleza bado ni wa serikali.”
Kwa upande wake Zitto aliisifu Barrick kwa kuamua kuuza hisa zake na kuielezea hatua hiyo kuwa itatoa fursa kwa wananchi kumiliki uchumi wao.
“Baada ya kuona kuwa serikali imelazimisha kampuni za simu kuuza hisa soko la hisa wao wameamua kuuza bila kusubiri kusukumwa, wamesalimu amri.
“Hatua hii ni muhimu sana kwani itawafanya Watanzania wamiliki sehemu ya utajiri wao na sasa ni wakati wa serikali kuweka mkakati maalumu wa kuhakikisha kuwa taasisi za Tanzania na Watanzania wengi zaidi wanamiliki hisa hizi,” alisema Zitto.
Hata hivyo, Zitto alitaka hisa za Barrick katika soko la Dar es Salaam ziuzwe sambamba na zile za soko la hisa la London ili kutoa fursa kwa Watanzania.
Aidha, alimtaka Gavana wa Benki Kuu ya Tanzania (BOT) kuruhusu mashirika ya Tanzania kama mifuko ya hifadhi ya jamii kununua kwa wingi hisa za Barrick huko London kwa manufaa ya taifa.
“Mwaka 1999 serikali ilikuwa inamiliki asilimia 15 ya hisa za mgodi wa Bulyanhulu na kuziuza kwa bei ya kutupwa. Madhara yake sasa ni kununua hisa hizo tena pamoja na za migodi mingine kwa bei kubwa zaidi,” alisema Zitto.
Alisema hatua hiyo ya Barrick itaiweka katika mtego kampuni ya Anglo Gold Ashanti ambayo hisa zake zinauzwa katika soko la Johannesburg hivyo itailazimisha kampuni hiyo nayo kuweka hisa zake katika soko la Dar es Salaan.
“Kwa hatua hizi, soko la Dar es Salaam litachangamka sana kwa kuwa na mtaji mkubwa zaidi. Hii itafanya makampuni mengi zaidi na hasa ya binafsi nayo kuorodhesha hisa katika soko hili na hivyo kuwafanya Watanzania wengi zaidi washiriki katika uchumi,” alisema Zitto.
Kampuni ya African Barrick Gold ina thamani ya dola za marekani bilioni 4 ambazo ni sawa na robo ya uchumi wa Tanzania kwani pato la taifa la hadi kufikia mwaka jana lilikuwa dola za marekani bilioni 16.
Taarifa nyingine za kuaminika zimelithibitishia gazeti hili kuwa tayari kampuni hiyo inayomiliki migodi kadhaa ya dhahabu nchini, imeshaanza kulipa kodi ya mapato ya mgodi wa Tulawaka, hatua ambayo Zitto alisema pia inatekeleza mapendekezo ya kamati yao yaliyotaka kila mgodi utozwe kodi yake badala ya utaratibu wa awali ambapo kampuni za madini zilikuwa zinalundika gharama kwa kuchanganya migodi na hivyo kukwepa kulipa kodi.
Mbali ya Jaji Bomani na Zitto, wajumbe wengine wa kamati hiyo walikuwa ni Mbunge wa Bariadi Mashariki, John Cheyo (UDP), Mbunge wa Kyela, Dk. Harrison Mwakyembe (CCM), Mbunge wa Msalala, Ezekiel Maige (CCM) na mwanasiasa mkongwe Iddi Simba.
Wengine ni Peter Machunde anayetoka Soko la Hisa, Dar es Salaam na David Tarimo, Kutoka Kampuni ya Price Water Coopers.
Alikuwemo pia Maria Kejo, ambaye ni Mkurugenzi wa Madai na Sheria za Kimataifa kutoka Wizara ya Katiba na Sheria, Mwanasheria wa Wizara ya Nishati na Madini, Salome Makange, Kamishna wa Sera Wizara ya Fedha, Mugisha Kamugisha, na Mkurugenzi Msaidizi Idara ya Makazi, Wizara ya Ardhi, Edward Kihundwa.
Hadidu za rejea za kamati hiyo zilikuwa ni kupitia mikataba ya madini na nyaraka nyingine zinazohusu migodi mikubwa na kuchambua mfumo wa kodi unaotumika katika sekta ya madini.
Aidha, mengine yalikuwa ni kupitia mfumo wa usimamizi wa shughuli za uchimbaji mkubwa unaofanywa na serikali, kuchambua na kuainisha haki na wajibu wa mwekezaji na mwenye rasilimali (serikali), na kukutana na wadau wa madini.
 
Hao Zito na Bomani wanaongea kitu kimoja kwa namna tofauti, ni kuwa walipendekeza na BARRICK wakakataa pendekezo lao la kuwa asilimia 10 watoe bure.

Mh. Zito japo siku hizi haupo jukwaan hapa ila ninaamini utapata ujumbe huu. Kwa sababu mimi ni mdau wa karibu kabisa katika issue za madini. Vyanzo vyangu vya uhakika vinanieleza kuwa hizi hisa wanazotaka kuuza zitauzwa kwenye project zao za exploration na sio hizi za operation. Na wana state kabisa lengo ni kuwa explorations zina risk so wanataka ku-share risk na na wananchi.

Exploration siyo operation, baada ya kufanya ore reserve estimation( makadirio ya madini yaliyopo) wanaweza kuikataa hiyo miradi na fedha za watu zikaishia kupotea, however miradi ikikubaliwa ndio walionunua hisa watafaidika. Naomba mliangalie ili , unaweza ukawa uhuni wao watu wakaingia mkenge wakidhani ni migodi ya Bulyanhulu, Mara , Buzwagi n.k

Tanzanians will be allowed to buy African Barrick Gold (ABG) shares in the mining giant's Sh1.3 trillion initial public offer (IPO) in London, The Citizen can authoritatively report today.

The decision to allow direct participation in the flotation of ABG's 25 per cent stake this month has already been made by the Bank of Tanzania (BoT) through a special waiver, according to documents seen by this newspaper.

The Citizen has also reliably learnt that Barrick plans to allocate a certain number of shares specifically for Tanzanian investors. The BoT waiver will end days of uncertainty that had gripped the country after revelation of the plans for the London IPO.

The waiver will come as a big relief to those who had expressed fear that local investors would be locked out of the initial shares sale by the country's rigid capital account regulations that have barred them from similar investment opportunities in the past.

However, the waiver, which experts still caution may be enjoyed by only a few people, has several conditions that must be fulfilled.

BoT governor Benno Ndulu says in his letter announcing the move that the requirements were meant to ensure that the investment opportunity is not abused.

He notes in the letter seen by The Citizen that the approval to participate in the ABG private placement has been given �to facilitate broader Tanzanian ownership of gold mines in the country and the accompanying benefits".

Conditions in the letter that has been copied to several officials include the requirement of ABG furnishing the central bank with a detailed report showing names of Tanzanians who will buy the shares.

The report should as well stipulate the number of shares purchased and the amount of foreign exchange transferred abroad during the exercise.

It further says that the approval granted has been based on the belief that proceedings from the London IPO and listing would be used primarily for financing ABG�s existing or new investments in the country.

It, however, warns that BoT does not guarantee investors any returns on their investments.

"The approval granted is not intended nor does it constitute an advice or guarantee to Tanzanian residents as to the value or suitability of the ABG shares," Prof Ndullu cautions in the letter.

Commenting to the development, Kigoma North MP Kabwe Zitto warned yesterday that Tanzanians should not blindly rush to buy ABG shares owing to the volatility of gold prices.

As an economist conversant with trends in the world market, he said there is great possibility of the price of the precious metal to tumble in the near future as the global economy recovers from shocks of the recession.

"We should remember that during the global economic crisis, many institutions bought gold as security of their capital. Now that the global economy is starting to pick up there is a possibility that many people would rush to sell their gold and this would lower the price of the metal," he explained.

Mr Zitto said that in order to enable many Tanzanians benefit from the IPO, the government should financially support the Unit Trust of Tanzania (UTT) to enable it buy shares on behalf of Tanzanian investors.

"We know that the price of ABG shares will be far beyond reach of many common Tanzanians. If UTT is facilitated through a special loan arrangement, it can buy the shares and later sell them as small units to Tanzanians through the Dar es Salaam Stock Exchange," he said.


UTT has already put forward a similar proposal whereby it wants the government to help it acquire the ABG shares for warehousing them, pending wider distribution to the general public.

Another option it proposes is for the government to direct buy them during the IPO and later sell to the public through UTT.

"This has been done before with respect to the shares of the Tanzania Breweries Limited (TBL) and Tanzania Cigarette Company (TCC) that were initially warehoused and later transferred to the Umoja Fund collective investment scheme whereby 102,000 units holders (Tanzanians) bought the units thus becoming owners of the shares transferred," a UTT document seen by The Citizen reads in part.

It says many Tanzanians will be able to buy ABG shares if they are available at a discounted price which the government can provide through the Trust's proposals.

Touted as London's biggest IPO in almost two years, the ABG flotation is expected to raise some Sh1.3 trillion, which is about 13 per cent of the current government budget.

Other BoT waiver conditions include a written commitment showing listing of ABG shares on the DSE.

Prof Ndulu notes in the letter that the commitment should show that the secondary listing would commence immediately after the London placement.

The central bank also wants ABG to furnish it with final prospectus after its approval by relevant authorities in the UK where the shares would be floated.Editor Feedbacks Print

The Tanzania government has been advised to buy, in public trust, shares of the African Barrick Gold scheduled to be sold later this month at the London Stock Exchange.
The advice was given by stakeholders at a meeting held in the Dar es Salaam yesterday under the umbrella of the Tanzania Private Sector Foundation (TPSF).
The advice comes in the wake of last month’s decision by the Canadian mining giant to spin its African assets and list them on the London Stock Exchange and fears of Tanzanians being locked out of the lucrative deal.
Speaking on behalf of the stakeholders, TPSF Chairperson Esther Mkwizu said since Tanzania was not among the listed countries for the Initial Public Offer (IPO), the only way for Tanzanians to benefit from the move was for the government to buy the shares in public trust.
Mkwizu said after buying them, the government could place the shares in the hands of select public corporations with a majority Tanzanian participation, including Unit Trust of Tanzania (UTT), Dar es Salaam Stock Exchange (DSE) and pension funds who would subsequently sell them to the people.
The stakeholders’ meeting followed revelations that the Bank of Tanzania (BoT) had sanctioned the company to list and sell the shares in London.
“This prompted us to have this meeting to discuss how Tanzanians could benefit form the sale and get the opportunity to benefit from the country’s natural resources,” said Mkwizu.
She said for Tanzanians to progress, it was vital to include them in all processes that involved use of the country’s natural resources so that they may benefit from them.
The stakeholders were of the unanimous view that the government should be advised to make a quick decision that would enable Tanzanians to get the shares locally.
“We feel that Tanzanians who have the capacity to buy the shares should be facilitated to do so and thereby use the country’s natural resources for their own development and their country’s progress,” the TSPF chairperson said.
For his part, Barrick’s Legal Consultant Jonathan Njau said the government could request Barrick to include Tanzania in the IPO so that people could benefit from the shares.
The new development follows the company’s decision to create African Barrick Gold (ABG), a new company whose equity will seek to list with the United Kingdon Listing Authority and trade on the London Stock Exchange`.
African Barrick Gold which will hold Barrick’s African gold mines and exploration properties, will offer about 25 per cent (12) of its equity in an IPO and Barrick will retain the remaining interest.
It is expected to produce between 800,000 to 850,000 ounces of gold in 2010 with total reserves of 16.8 million ounces as of December 31, 2009.
