Fix education mess, donors tell Tanzania

Development partners on Wednesday expressed concern over poor performance in primary and secondary education in the country, calling for concerted efforts to reverse the pathetic trend.

The development partners are convinced that it will not be possible to ensure quality education at higher levels unless there is a strong foundation on which to build.

The worries were expressed by the Canadian High Commissioner to Tanzania, Mr Robert Orr, during a joint education sector review working session in Dar es Salaam.

In order to improve the standard of education, they suggested the need to provide handsome incentive packages to teachers and provide schools with enough books and laboratories.

Mr Orr said while the group recognizes the actions taken by the government to respond to challenges facing education sector, but a lot more need to be done to improve the standard of education including performance at national examinations.

Biggest challenge

Mr Orr who represented the Education Development Partner's Group (ED-DPG) said from their perspective, the biggest challenge facing Tanzania's education sector today is of ensuring high quality education at all levels.

The partners include Canada, France, Sweden, the United Kingdom and the United States of America as well as African Development Bank, Unesco, Unicef, the World Bank and the World Food Programme. Canada is the current chair of the ED-DPG.
In 2010/2011, the members of the ED-DPG contributed more than Sh279 billion to education sector in Tanzania.

The vast majority of this funding, approximately Sh250 billion was earmarked to support mainland in education sector activities.

According to the High Commissioner, at primary level, the proportion of pupils passing the final examination has hovered around 50 per cent for the past four years while at secondary level the proportion of students passing form four examinations has plummeted from 90 per cent in 2007 to 50 percent in 2010.

"It is not sufficient to simply allocate teachers and textbooks to schools, we must ensure that teachers are actually in the classrooms and motivated," he said.

Kenya is not better, corruption erodes everything in society.. pesa za masomo zinakuwa diverted for cash cow projects, walimu hawa ajiriwi, mashule hayajengwi, hakuna vifaa kama vitabu, viti na madaftari shulenu, walimu wako demoralised kwa sababu mishahara haitoshi kukidhi mahitaji yao.. yani we need a revolution, we need it now.
 
Nimewapenda the so called donors...wamesema ukweli kuhusu elimu maana ndio urithi pekee wa kueleweka kwa vizazi vya Tanzania. Sasa kinachinishangaza hawa jamaa wakishalewa zile bangi zao wanazovuta usiku, wanatuambia ni lazima tuoane watu wa jinsia moja. Kaazi kweli kweli.
 
Baada ya Uhuru, Tanzania was putting emphasis on QUALITY of EDUCATION but now after so many years of independance people are still illiterate. That is because we have been putting stress on building more schools without regards to improving teachers' pay. So we end up having many schools giving poor education. Mwalimu once said;"KUPANGA NI KUCHAGUWA" So people brace up and choose wisely.

kosa kubwa tulilofanya ni kuwatukana na kuwadharau walimu..... Mwalimu anaishi katika mazingira magumu..... Anafanya kazi katika mazingira magumu...... Mshahara ni mdogo.....mshahara hauji kwa wakati...... Hivyo tutegemee hali mbaya hata zaidi...... Kumdharau mwalimu ni kosa kubwa kuliko tunavyofikiri........ Mwalimu wa ukweli wa kipindi chetu (hapa namaanisha enzi za mwalimu j.k.) alikuwa na bidii ya kutufundisha si masomo tu ya darasani bali hata maadili..... Hivyo wanafunzi wa kipindi chetu walikuwa wakifaulu masomo na maadili pia yaani mwenendo na heshima kwa ujumla.....

Kinachosikitisha ni kuwa wanafunzi wetu wa kipindi hiki hawajafaulu masomo na pia hawajafaulu maadili..... Kwa masomo ni rahisi kupima ubora wa wanafunzi.....yaani tunatumia mitihani....... Na majibu tunayo kuhusiana na matokeo ya mitihani ya masomo...... Ni kwamba hali inavunja moyo.......

Kwa upande wa maadili hatuna kipimo (kama ilivyo mitihani kwenye masomo) na tungekuwa na kipimo..... Nafikiri matokeo yangekuwa mabaya hata zaidi..... Katika maana ya kuwa wengi wa wanafunzi wetu wangepata daraja la 4 au 0. Hiyo ndiyo hasara ingine ya kudharau walimu...... Kushuka kwa maadili...... Na ubaya ni kwamba hatuna kipimo cha kupima kushuka kwa (ubora) wa maadili kama ilivyo kwenye masomo..... Hivyo tumepata hasara kubwa ya maadili ambayo hatujui kiasi chake.... Difficult to quantify. Hasara ya mosomo tumeijua ...... Ni 50%......

Hivyo madhara ya kuwadharau walimu ni makubwa kuliko tunavyo dhania....

Personal Information


Born on May 8, 1925, in Kivure, Tanganyika; raised in Zanzibar (which joined with Tanganyika in 1964 to form Tanzania).

Career


Began professional life as a teacher, became principal at the Zanzibar Teacher Training College. Entered politics in 1963, became permanent secretary to the minister of education in Zanzibar; appointed to the Tanzanian cabinet as minister of state in the president's office,1970; held various government posts in succeeding years, including minister of health and home affairs, 1982-83, and minister of natural resources and tourism, 1982-83; also served as ambassador to Egypt for five years; elected president of Zanzibar and chairman of the Zanzibar Revolutionary Council, 1984; elected vice-chairman of Tanzania's ruling party, CCM, 1984; adopted as the sole presidential candidate by the CCM and elected, 1985; re-elected to a second term in October 1990; became chair of the ruling CCM, 1990.

Kuna msemo wa siku nyingi unaosema "Utamu wangoma, ingia ucheze", sasa kwa kuwa baadhi ya viongozi wetu watoto wao wanawasomesha katisha shule maalumu hapa nchini au nje ya nchi hususani ulaya kuanzia elimu ya awali hadi mwisho; si rahisi kwao viongozi au watoto wao kujua hali halisi ya uduni wa mazingira elimu inavyotolea kwa watoto wa wlio wengi hapa nchini. Kunahitajika msukumo wa wanaharakati wa elimu ili kurekebisha hali hii kama inavyoonekana huo msongamano wa watoto darasani na mazingira duni ya kusomea.
 
Hivi sasa wanapendekeza Elimu ya Msingi iishie darasa la sita. Je hii inaingia akilini kweli!
