Govt to buy three more aircraft

The government plans to buy three aircraft to facilitate and enhance the efficiency of its officials, The Guardian has established.
In an exclusive interview, Infrastructure Development Minister, Basil Mramba divulged yesterday that one of the airplanes to be procured would be a helicopter to facilitate visits by government officials to remote and marginal regions of the vast country.
The government does not intend to buy another plane similar to the presidential jet, but rather to replace two of its old aircrafts and acquire a new and modern helicopter, Mramba clarified.
Mramba said there was dire need to replace the Jet F-28 and F-50 turbo prop planes, which are now old after operating and serving the government for more than 20 years.
The decision to procure the three aircrafts, Mramba noted, was not unilateral, but a culmination of comprehensive consultations by the relevant government organs including endorsement by parliament.
Three years ago parliament endorsed the plan to buy the aircrafts. The viability of the project was debated in the House and received all the blessings only that its implementation depends on the availability of funds, said Mramba without specifying how much the venture would cost the tax payers.
However, the minister was categorical that the procurement exercise would be a one-source venture. The purchase would be undertaken in phases owing to availability of funds.
Qualifying the procurement for a chopper, Mramba was emphatic that there are some villages, which are inaccessible during the rain season.
The helicopter, he stressed, would enhance delivery of supplies in case of emergencies or courtesy tour by government officials.
Commenting on the state of the presidential jet that in the recent past has been a borne of contention among some legislators and the general public, Mramba said the jet was in perfect condition.
Scores of journalists witnessed yesterday (on Monday) at Terminal One of the Dar es Salaam International airport when President Jakaya Kikwete left for Angola using the very presidential jet.
Those criticising the government for buying it should consider the convenience for having the jet and the inconvenience of not having one, said Mramba.
The fact that most of the time the presidential jet was parked, the minister further observed, does not imply the jet was defective.
The jet is meant for long distance flights not for visits to every village in Tanzania. Just imagine it would have required our President to fly all the way to London or Lisbon in Portugal to catch up with another flight to Luanda, Angola. But the jet simplified everything and he could attend to other duties more conveniently, Mramba insisted.
In the just concluded budget session, one of the MPs accused the government of spending billions of tax payers money to buy what he termed a defective jet.
