Job Description:

Inland Lakes Integrated Development and Management Support Project (PAIGELAC) funded by the Government of Rwanda and African Development Bank (ADB) under Ministry of Agriculture and Animal Resources would like to recruit a Head of Technical Department in Charge of Fisheries and Aquaculture.

Job title: HEAD OF FISHERIES AND AQUACULTURE DEPARTMENT FOR PAIGELAC PROJECT.

Key responsibilities:

Under Director Supervision of the Project Coordinator, the Head of Technical Department is in charge of:

- Coordinate and follow up of technical activities of Project outstations;
- Participate and follow up the establishment of management plans of Inland Lakes;
- Collaborate with other agencies working in the field of fishing and fish farming in order to avoid possible duplications and to inform the Project Coordinator;
- Follow up and coordinate the activities of lake management and stocking;
- Follow up the management of the infrastructures put at the landing sites by the project;
- Prepare the topics and training session in collaboration with fishing cooperatives;
- Propose the stocking rates according to the particularities of water body;
- Establishment of the contracts for refurbishment and management of Government;
- Aqua cultural Stations for fingerlings multiplication intended for stocking;
- Evaluate and follow up regularly the private stations likely to provide fingerlings to the project;
- Supervise the studies aiming at the follow-up of the dynamics of the fish population in the stocked lakes in collaboration with technicians from Project Outstations;
- In collaboration with the Project experts and the Heads of Outstations, fix the annual quotas of production and potential production for each lake and water bodies;
- Coordinate the identification of needs for technical support necessary for the implementation of the Project and take necessary measures to be submitted to the Project Coordinator for approval;
- Respond the requests of technical support from the Project Outstations, private sector, NGOs and Governmental Institutions working in the field of fisheries and fish farming;
- Examine the feasibility and the technical viability of the schemes of work and quarterly management reports, semi-annual and annual other requests from Out Stations;
- Supervise work of Outstations and suggest in necessary the improvement to the Coordinator;

Follow-up and report:

In collaboration with the Head of outstations and Technical Assistances, the Head of the Technical Department Fisheries and Aquaculture have to produce monthly, quarterly, and annual reports for the implementation of activities from Out Station.

Qualification/experience:

- The candidate should possess Bachelor’s Degree in Animal Husbandry (A0, or Bachelor’s Degree in Rural Development with relevant experience in fisheries and aquaculture;
- The candidate should have experience in planning related to fisheries sector and aquaculture;
- The candidate should have experience of at least of three years in the field of fisheries and aquaculture;
- The candidate should apprehend well the problems of fisheries of the inland lakes of Rwanda;
- Fluent in French and/or English and Kinyarwanda. Good knowledge of three languages will be added advantage;
- Profound Knowledge in Microsoft office applications, like MS Word, MS Excel, MS Power Point and Internet Explorer;
- Good Health;

Nationality: Rwandan

- Certified copies of diplomas and certificates;
- Detailed curriculum vitae;
- Two passports photographs;
- Clearance from the judiciary institutions;
- A medical certificate issued by recognized Doctor;
- Previous employer’s recommendation;
- Three names and complete addresses of referee persons;
