Hamjambo jamani? Niko katika kufanya utafiti kuhusu miundo ya taasisi na mambo yanayozingatiwa katika kuunda ORGANIZATION STRUCTURES ikiwemo Shughuli Mama (Core Function) na majukumu husika (Responsibilities). Hii ni katika kuangalia uzingatifu wa matumizi sahihi ya madaraka, mali za umma, ufanisi na uwajibikaji. Katika muda huu mfupi nimekutana na vituko vingi sana ikiwa ni pamoja na kuunda mifumo inayoyaongezea mashirika na nchi kwa ujumla matumizi yasiyo ya lazima na hatimaye kuliingizia Taifa hasara.

MOJA ni kuwa Idara huundwa ikiwa haina majukumu linganifu na shughuli mama ya shirika; Pili ni Idara huundwa ikiwa ina MKURUGENZI na MAMENEJA bila watu wa kuwa-manage! Baada ya kuuliza maswali kadhaa nikafikia kupata jibu lisilo la moja kwa moja kuwa kwenye mashirika ya Umma watu hutafuta njia mbalimbali kutengeneza mchongo kwa ajili ya maswahiba wao. Hii ni kwa sababu ukurugenzi/umeneja huendana na mshahara mkubwa, posho kubwa na safari za mara kwa mara za nje na ndani ya nchi. Hili si tatizo endapo kazi husika zingekuwepo (Job Description). Watu wamesahau kabisa kuwa hizi ni fedha za wavuja jasho.

Nina mifano kadhaa kuhusiana na hili .... katika mashirika niliyoyafanyia utafiti ni Mamlaka ya Bandari (TPA), Mfuko wa Taifa wa Bima ya Afya (NHIF), Weights and Measures Agency (WMA), Shirika la Bima la Taifa (NIC), n.k.

Kwa mfano msharaha wa mwezi wa Mkurugenzi kwenye mashirika haya si chini ya Sh. 12,000,000/=, Meneja Shs. 8,000,000/=. Kuna shirika lina wakurugenzi Ishirini (20) na Mameneja zaidi ya Arobaini (40). Mh. Pinda anasema hakuna No More Posho huku wenzake wanatanuua miundo.

SWALI : Hivi Bodi za Wakurugenzi wa Mashirika ya Umma huwa zinaridhia miundo husika? Je, nini kuhusu Wizara Mama? Jamani tuzungumzie hili maana nchi inaumia. Mawaziri husika wa Mashirika tajwa Dr. Mwakyembe, Dr. Hussein Mwinyi, Dr. John Magufuli, Dr. Mgimwa mpo?

Mbona wabunge huwazungumzii. Hawa wanavuta 12m kwa kusinzia bungeni na hapo bado posho za vikao hewa, tume za kusafisha wahalifu , pesa ya jimbo etc

Nimezizingatia sana kwani UTAFITI siyo UCHUNGUZI. Unahusisha kutafuta taarifa kwa njia mbalimbali. Hivyo ningeshukuru kama ungenipa vyanzo vingine vya miundo ya mifumo. Na hasa maana ya MKURUGENZI (Director) na MENEJA (Manager) ambao hawana watu wa kuwa-direct na kuwa-manage.

Thanks Phd, ninaendelea. Kwa CAse Study yangu ninatakiwa kutembelea mashirika si chini ya IShirini ili niweze kuwa na CONCLUSION ambayo siyo BIASED.

Busar, sikuelewi unavyoelewa neno wivu. Ni kweli kwa mawazo yako Tz ina kazi. Unataka kuhalalisha wewe kujiita Baba Fulani bila kuwa na huyo mtoto Fulani. Unless ni Nick Name. Hapa hatufanyi utani .... ninaongelea mambo yanayoliathiri Taifa. Unless hata wewe ni mmoja wa watu wanaonufaika na huo mfumo. Mwaga mawazo yanayojenga. Mimi niko shule nafanya PhD (Business Administration).

Sharing your findings., in bits, is a professional way of improving your research. These are very general bits which I thought could be picked up by someone else to rectify the situation (if at all it calls for rectification) or for others to come up with new research topics. What I have revealed can lead to many other things ... including of the need and role of bodies that control the decisions made by individuals entrusted to manage the organizations being run by tax payers money.

Mimi nimechagua mashirika ya umma, mwingine atachagua vyama vya siasa au wizara na Idara za Seriakali. Ni lazima utafiti uwe na Scope jamani.

Kalaghesye hapa anajaribu kutuonesha mfumo wetu wa kimamlaka na kiutendaji ulivyo, na jinsi misuse of public resources ilivyo kubwa, kulingana na utafiti wake. Ni suala tu la kufanya utafiti linganifu na kuchallenge utafiti wake na si kusema ana wivu! Nadhani upande wa pili ndo una wivu na aibu kuona wanakula tu mishahara na posho wakati idara husika haina "majukumu linganifu na shughuli mama ya wizara". (Wanavuna wasichopanda)
