BANK of Tanzania governors office has confirmed that it is currently reviewing employment details of some of the political and bureaucratic elites employed at the central bank.
Several names of sons, daughters and kin and kith of government and ruling party elites are currently working with the central bank where acts of massive embezzlement and corrupt deeds have been made under former governor, the late Daudi Ballali.
An audit report by Massawe Ernst & Young on Bank of Tanzania (BoT)s external arrears payment account earlier this year caused shock waves when it was revealed that 22 shell companies were paid over 133bn/- in 2005/6 fiscal year.
A list of shame that circulated in cyberspace for sometime earlier this year, named several names of former prime ministers, presidents, cabinet ministers ruling party secretary general and chief secretaries whose sons, daughters or close relatives are on BoTs payroll.
Soon after the list of shame started circulating, the opposition pressed parliament to select a probe team which would look into various irregularities at the central bank including loss of billions of shillings not only from the external arrears payment account but also links to employment of high profile public officials kin and kith
Reports says actually most of these controversial employees of the central bank have neither the requisite qualifications to fit into jobs which they currently serve. Others are currently attending classes at the Institute of Finance Management, Mzumbe University and other foreign universities with presence in the country.
It looks like the employment criteria at the central bank favours people related to former presidents, prime ministers, ministers, some chief secretaries and so on and so forth, any explanation?
I dont really think that these sons and daughters of political and bureaucratic heavy weights both current and past, have no right or are ill qualified to work at the central bank, but my concern is why is BoT looking like a favourite place for them to work?
Its a fact that most of these sons, daughters and relatives of political and bureaucratic elites are well qualified, with academic credentials like degrees of course, because most of them either study abroad or the best schools right here at home.
But having a degree from Harvard or Cambridge Universities is one thing and competence is a completely different matter. The fact that the man who was in charge of employment at the central bank has been relieved of his duties shows that all is not well.
Normal thinking convinces me that in as far as some of the modern thieving Tanzanian politicians and bureaucrats are, their children and relatives got employed at the BoT strictly on know who and not how. I am not saying all of them, no. But I am sure a good number of them.
Its no coincidence that names of politicians and bureaucrats who have already made newspaper headlines for their role in corrupt or thieving deals while in public office, are featuring prominently on the BoT big shots� list of children and relatives.
I wont be amazed to find out that some of the na�ve children and relatives of the political and bureaucratic elites who are occupying positions at the central bank, lack both qualifications and experience required to fill their jobs.
This is what central bank Governor, Professor Benno Ndullu and his new team of administrators and managers should start with. Cleansing the central bank is more than sacking Ballali, shuffling several BoT officers and calling a press conference to defend the astronomical price of BoT twin towers.
