We have been active in Tanzania since 1986, initially in Zanzibar and then introducing a programme on the mainland in 1994 in response to the Rwandan refugee crises. Since the closing of refugee programme in 1996. Save the Children (UK) Tanzania has maintained a solid presence in Tanzania, working in the areas of health, education, food security and livelihoods and improving the lives of vulnerable and marginalised children.

Save the Children (UK) Tanzania is expanding so we are looking for an experienced Finance Director who can lead the expansion in our grants and ensure systems and procedures are the best as we grow. Supporting and building the capacity of finance and support services teams throughout the country in our own operations and through partners, you’ll be a vital and prominent member of the team.

Your varied role will see you co-ordinating the activities of accounting and finances at head and sub-offices, implementing procedures and managing both resources as part of the country senior management team.

You will need significant experience, competencies, and skills gained through a similar position at country level within an INGO. You will need experience of working through partners and the ability to lead and motivate a diverse team.

JOB PROFILE

Job Title: Finance Manager
Grade: 3
Reports to: Country Director

Job Purpose

To lead the maintenance and expansion of finance and support services policies, systems and procedures in line with Save the Children UK's Country Strategic Plan for 2007-2012.

Key Accountabilities

• To ensure adequate financial management and control over SC-UK resources (financial, material) in Tanzania.
• To develop, co-ordinate and administer the Country Office's plan for the control, monitoring and reporting of financial operations to include controller, treasury and budget functions.
• To lead, with the Country Director the planning and management of medium and long term budget planning for a five-year planning period.

1) CONTROLLERSHIP:

a) Ensure Country Office compliance with SC-UK accounting policies vis-a-vis fund accounting as noted in SC UK's finance manual, accounting system modules and generally accepted accounting principles and that all deadlines and requirements set by HQ & Donors are met.

b) Development and supervision of the Country Office's accounting systems and procedures.

c) Supervision of the preparation, reconciliation and submission of monthly and year end financial information to HQ Finance

d) Coordination and submission of Management Information to Regional team and London headquarters per the set requirements

e) Supervise the protection of the organization's assets through internal control and auditing procedures and implement fraud policy.

f) Develop and supervise inventory control procedures.

g) Facilitate any external audits and audits conducted by the Internal Auditor and other headquarters personnel.

h) Formulation of specialized financial reports to aid in the country office's decision making process.

i) Supervise the preparation of financial reports to Donors and other entities in respect to both contractual and legal requirement ensuring all donor reports are accurate, complete and submitted on time.

j) Supervise the preparation and distribution of the payroll for the staff paid by the Country Office to include tax and other withholdings.

k) Review all leases and other contracts that require current and future use of SC UK assets and make recommendations to the country director.

2) TREASURY:

a) Supervise the Country Office's banking arrangements and maintain liaison with principle bankers.

b) Supervise the collection of contractual and other receivables.

c) Supervise the preparation of cash transfer requests to headquarters.

d) Development of a plan to minimize the Country Office's exposure to currency gains and losses.

e) Review and implement the SC-UK cash disbursement policies.

3) BUDGET:

a) Assist in providing Financial Planning information in accordance with SC-UK Financial Planning Instructions &Guidelines, and by the specific deadline dates. Includes:

a.1) Assist in the preparation of the Country Office's total annual operating budget. This would include the implementation of budget guidelines to assist project managers in formulating project budgets.

a.2) Prepare the Country Office's Administration & Support budget and recommend to the director a methodology to allocate such expenses to the project budgets.

b) Prepare the annual and monthly cash flow projection based on approved operational workplans

b.1) Supervise the monitoring of actual expenses against approved budgets and report on it to the country director and the project managers.

d) Ensure Budget information held in the accounting system is complete and accurate.

4) GENERAL:

a) Lead the support services team to ensure that these key functions are in place and able to expand to support the growing programme.
b) Ensure there is complete cohesion between support services and finance systems and procedures.
c) As a senior manager, contribute to the overall planning and mangement of the programme and achievement of the Country Strategy and programme themes.
d) Plan, monitor and review the implementation of Finance and Support Services departmental workplan, activities and budget in line with country annual operational plans.
e) Lead monthly and quarterly Finance and Support Services Support Meetings with Country Director and Programme Managers to review financial information, discuss current issues and agree plans of action.
f) Assist the Country Director and other senior country office staff in the development of project proposals and contracts, multi-year plans/budgets, and personnel and facility development plans.
g) Develop a financial and accounting training program to include manuals and other materials
h) Provide support to staff capacity building, training to budget holders, finance staff, etc.
i) Commitment to and understanding of Save the Children's aims, values and principles.
j) Develop relations with donors in regards to Finance Departments.
k) Ensure SC-UK is in compliance with all local laws (e.g. Tax, Labour Law, etc)

5) Grant Management.

• Be responsible for smooth and proper implementation of established GM procedures and regulations and assist SSM in managing the SC internal grant processes (PAD, CAD application process).
• Visit partners on a regular basis to ensure compliance to SC internal and external grant processes
• Draft the financial reports to Donors in accordance with the reporting schedule and in compliance with prescribed Donor formats
• Assisting BHs in Budget and FBS software management
• Maintain and regular update of the Grant Files and carry out regular checks with BHs to ensure the same documents are in Grant Files up to date.
• Assist the SSM in making periodic review of BHs skills to manage their budget and supporting refresher training whenever skill gaps are seen.
• Supporting SSM in providing the appropriate level of Grant/Budget Management and FBS training for all newly appointed/assigned BHs.


PERSON SPECIFICATION

Essential Criteria

• A Bachelors degree in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting such as a Chartered Accountant or CPA, or a Masters degree in Accounting.
• Significant managerial experience in the financial area in a non-profit organization or accounting firm, or substantial managerial experience in a commercial enterprise.
• Substantial experience in forward financial planning, securing cash flow in insecure environments and grants management
• Experience in the use of various financial related software (spreadsheets, accounting packages) and/or manual accounting systems.
• Ensure compliance with SC UK financial policies as and guidance, SUN system modules and generally accepted
• Demonstrated accounting skills
• Line management experience, preferably with some at a distance
• Fluency in English, both written and spoken and a willingness to learn Kiswahili
• Proven ability to set goals with staff, supervise and evaluate performance, built cohesion, maintain motivation and build the performance capacity of staff through appropriate delegation, supervision, coaching, etc.
• Strong organisational skills including the ability to plan, prioritise and ensure implementation of work to required standards.
• Good negotiation skills, including the ability to demostrate patience and diplomacy
• Capacity to work independently and as part of a management team
• Commitment to the aims and principles of SC UK. In particular, a good understanding of the SC UK mandate and child focus and an ability to ensure this continues to underpin our support.
• Preparedness to live and work in uncertain security environments.

Desirable

• Experience in the use of SUN systems
• Experience of working with DEC, WFP, ECHO & DFID
• International experience preferably gained within an INGO in a relief/emergency setting
• Experience or knowledge of working in Africa
• Fluency in English and Kiswahili.
