A Village Savings and Loan Association (VSLA) is a group of people who save together and take small loans from those savings. The activities of the group run in cycles of one year, after which the accumulated savings and the loan profits are distributed back to members. The purpose of a VSLA is to provide simple savings and loan facilities in a community that does not have easy access to formal financial services.


A VSLA is a more transparent, structured and democratic version of the informal savings groups found in villages and slums in many parts of the developing world. The main difference is that the VSL methodology is a better organized and more accountable system that even the least literate, least influential member of the group can understand and trust.


Groups usually hold annual elections. The roles and responsibilities of the five-person management committee are clearly defined and highly decentralized. This is to encourage the participation of all members in the operations of the group; and, moreover, to protect the group from being dominated by a single individual.

Each group is composed of 15 to 25 self-selected individuals. Groups meet weekly and members save through the purchase of shares. The price of a share is decided by the group. At each meeting, every member must purchase between 1 and 5 shares. The share-price is set by the group at the beginning of the cycle and is fixed for the entire cycle.


The system is very simple; but the result is powerful. In a VSLA, savings is flexible across members and over time. Members do not have to save the same amount as each other; and they do not have to save the same amount at each meeting. Also, by saving more frequently in very small amounts, the poor can build their savings more easily; and this contributes to improving the security of the household.


Savings are maintained in a loan fund from which members can borrow in small amounts, up to three times their individual savings. Loans are for a maximum period of three months in the first year and loans may be repaid in flexible installments at a monthly service charge determined by the group.


Each group may also have a social fund, which provides members a basic form of insurance. The social fund serves as a community safety net and may serve a number of purposes – such as emergency assistance, festivals and funeral expenses – for the entire community, including group members and non-members.


Each group agrees upon a contribution made by all members at every meeting. The social fund is not intended to grow, but to be set at a level that covers basic insurance needs. It is not distributed back to the members at the end of the annual cycle, but remains a group asset.


There is no group ledger or complex system of accounts at the level of the group. The closing balance of the loan fund is simply counted, announced, remembered by all members, and noted in a notebook at the end of each meeting. In order to track the individual savings and loan liabilities of its members, VSLAs use a simple passbook that is appropriate for groups with limited literacy and numeracy skills.


The materials, passbooks, loan fund and social fund of the VSLA are maintained in a lock-box, which is safeguarded by the group box-keeper between meetings. The lock-box has three padlocks and the keys are held by three members of the group who are not members of the Management Committee. The system is robust and ensures that there can be no manipulation of the group's passbooks or funds outside of group meetings.


Groups operate in annual cycles. At the end of every cycle, the accumulated savings plus service charge earnings are shared out amongst the membership according to the amount each member has saved. The annual share-out resolves any outstanding issues and builds member confidence. It is an action audit that provides an immediate verification to all members that their money is safe and the process is profitable.


After the share-out, members who do not wish to continue may leave the group and new members may be invited to join. Members who plan to continue to the next cycle may all agree to use some of their savings to make a contribution to the loan fund for the next cycle. This initiates lending activities with a useful amount of money on hand.


When a new cycle begins, members conduct new elections, review their constitution and may make changes to the terms and conditions that apply to savings, lending and the social fund. They may, for example, agree to change the social fund contribution, share price and the monthly loan service charge. However, the share value and loan service charge can never be changed during the cycle. After this process the group then continues to operate independently in its second cycle.

Pamoja na baadhi ya michango iliyopo kwenye uzi huu, jaribu kutafuta Uzi wenye Kichwa cha Habari
"Ifahamu VSLa (Village Saving and Loan Association)/VICOBA". Uzi huo uko kwenye Jukwaa la Ujasiriamali na ulianzishwa tarehe 18/04/2012. Uzi huo utakuelewesha baadhi ya mambo muhimu unayotakiwa kuyafahamu kuhusu Mfumo wa Hisa (VICOBA).

Naomba sasa nikusemeshe machache. Kwanza ni vizuri kuwa tayari wewe na Wafanyabiashara wenzako mmeanzisha, kwa nia nzuri kabisa, "mchezo". Huo ni mwanzo mzuri. Hata hivyo ninadhani kuo "mchezo" wenu haustahili kuitwa "upatu". "Upatu" ni kitu hatari, na kukitekeleza ni kuvunja Sheria za Nchi (usiniulize Sheria namba ngapi, ya mwaka gani, n.k. - sijui). Ila ukiona kitu kinaitwa "Upatu" kimbia mbio kama Bolt - ni janga!

"Mchezo", kama huo wa kwenu, una mazuri kadhaa. Hata hivyo wingi wa mapungufu yake unazidi hayo wazuri machache. Kuokoa muda, sitataja mazuri. Ninakutajia baadhi tu ya mapungufu ya "mchezo" wenu: 1. "Mchezo" kama huo wenu unamfanya Mwanakikundi atarajie kiasi fulani cha pesa kwa muda fulani, hakuna mabadiliko 4. "Mchezo" unamlazimisha Mwanakikundi achukue/apokee fedha, Sh. 500,000/=, zamu ikifika hata kama haihitaji kiasi hicho siku hiyo 5. "Mchezo" ni jela ya aina yake. Yaani mnapoanza mzunguko, Mwanakikundi anakuwa hana uhuru wa kutoa mchango pungufu, au kutotoa kabisa, hata kama mambo yake ni magumu. Sio kila siku zinalingana. Hii inaweza kumsababishia Mwanakikundi huyo Msongo wa Mawazo na hivyo kusababisha matatizo makubwa zaidi 6. "Mchezo" mara nyingi hauna fungu la pembeni la kusaidiana inapotokea Mwanakikundi amepata dharura kama kuugua, kuuguliwa, kufiwa, kufa, kupeleka mtoto Shule, n.k.

Jaribu vilevile kwenye Halmashauri ya Jiji, Idara ya Maendeleo ya Jamii, unaweza pata msaada wa Wataalamu, lakini sio kwa bei hiyo niliyoitaja - huo ni wizi!

Kila Mwanakikundi akaendelea kujiwekea kiasi kilekile kama sasa yaani Sh. 50,000/= kwa wiki, yaani Hisa 5 (Sh. 10,000/= X Hisa 5 = Sh. 50,000/=) 4. Katika kiasi hicho, wewe Mkuu Marire, kama utakuwa na nidhamu ya kujiwekea Akiba/Kununua Hisa 5 (yaani Sh. 50,000/=) kila wiki kwa Mwaka mzima, Jumla ya Sh. 2,400,000/= taslimu zitakuwa ni za kwako - mgawo wako bila chenga!

Mwaka ukifikia mwisho, yaani mkifikia mwisho wa Mzunguko, mnaweza kufanya maamuzi ama 1. kugawa Akiba/Hisa kwa kadri ya kila Mwanakikundi alivyoweza kujiwekea 2. kugawana sehemu ya Akiba/Hisa hiyo ili kinachobaki kiweze kuendeleza Mtaji wa kukopeshana au 3. kutogawana kabisa na fedha hiyo ikaendelea kukopeshana kwa Wanakikundi.

Uzoefu wangu kwa Jiji la "Rock City", Jiji Safi kuzidi yote hapa Afrika ya Mashariki, Jiji la Sato, Sangara na Mumi, kiasi cha Sh. 2,400,000/= unaweza kulipia Karo za Watoto wawili wa Shule ya Msingi katika Shule za "International - Bongo" zinazofundisha kwa "yes" na "no", unaweza kununua bonge la kiwanja Luchelele, Igoma, Kiseke, n.k. au hata kulipia Mahari toto zuri kabisa la Kisukuma (na bado chenji ikabaki)! Tunaposema "kukopeshana kwa masharti nafuu" ni pamoja na Rida/Ziada ya Mkopo unaotolewa kwa Mwanakikundi kuwa kidogo ikilinganishwa na viwango vinavyotozwa na Taasisi za Fedha yaani Mabenki, SACCOS, n.k. na Wakopeshaji wa Mitaani (Loan Sharks). Vilevile Masharti nafuu ni pamoja na muda unaotolewa kwa Mwanakikundi "kuzungusha" huo Mkopo kwenye Biashara/Shughuli yake kabla ya kurejesha. Kiwango cha Riba/Ziada ya Mkopo inayopendekezwa, mara nyingi, ni 10% na muda ambao Mwanakikundi anaruhusiwa "kuzungusha" Mkopo wake kwenye Biashara zake mara nyingi ni miezi mitatu.

Ina maana, Mkuu Marire, ukikopeshwa leo, tarehe 21/03/2014, Sh. 1,000,000/= unaruhusiwa kurejesha Mkopo huo tarehe 21/06/2014! Kati ya leo, unapokopeshwa na Kikundi, hadi siku ya kurejesha, utatakiwa uwe unalipa Riba/Ziada ya Mkopo kila Mwezi kutegemea na Katiba yenu. Mfano kama Katiba yenu inasema Riba/Ziada ya Mkopo ni 10%. Hivyo tarehe 21/04/2014 utalipa Riba/Ziada ya Mkopo ya Sh. 100,000/=, utalipa tena Riba/Ziada ya Mkopo ya sh. 100,000/= tarehe 21/05/2014 na tarehe 21/06/2014 utalipa Mkopo yaani Sh. 1,000,000/= kujumlisha Riba/Ziada ya Mkopo ya mwezi huo wa tatu ya Sh. 100,000/=.

Fahamu kuwa Riba/Ziada ya Mikopo kwa Mikopo yote inayotolewa na Kikundi kwa Wanakikundi, inapolipwa inalipwa kwenye Kikundi na inachanganywa na Hisa/Akiba za Wanakikundi na hivyo kupanua Mtaji wa kikundi kukopesha mikopo zaidi kwa Wanakikundi.

Hivyo kiasi cha fedha kinachogawanwa na Wanakikundi mwishoni mwa mwaka ni = (Hisa/Akiba za Wanakikundi + Riba/Ziada ya Mikopo + mapato mengine kama faini, n.k.) Kama Kikundi kikiendesha shughuli zake kwa ufanisi, yaani 1. Wanakikundi wakanunua Hisa/Kuweka Akiba ipasavyo 2. Wanakikundi wakakopa kwa bidii; na 3. Wanakikundi wakarejesha kwa ufanisi na kwa wakati, basi Faida/Ziada itakayopatikana kwa Mwaka mzima ni kati ya 30% - 40%, yaani kila Sh. 1 itazaa kati ya senti 30 hadi senti 40!

Mkuu Marire, tukirudi kwenye hesabu zako hapo juu, yaani Hisa/Akiba yako ya Sh. 2,400,000/= itakuwa "imezaa" kati ya Sh. 720,000/= hadi Sh. 960,000/=! Ina maana, kama mtaamua kugawana na kuanza upya, Mkuu Marire, siku ya kugawana utaondoka na "fuko" la kati ya Sh. 3,120,000/= hadi Sh. 3,360,000/=!

Ni benki gani hapa Duniani inaweza kukukopesha kwa masharti hayo na kisha mwishoni mwa Mwaka kukulipa faida ya Akiba yako kwa kiasi hicho?

Tulipata "hasara" hiyo baada ya kuwa sisi Wanakikundi 1. Tumeacha kusimamia shughuli za kila siku za Kikundi baada ya kuwa tumebweteka na mafanikio makubwa ya miaka miwili mfululizo 2. Tumekaribisha Wanakikundi wasio waaminifu 3. Kikundi kimekuwa kikubwa sana cha Wanachama zaidi ya 35 na hivyo usimamizi ukawa mgumu 4. Mtaji wa Kikundi umekuwa mkubwa sana na hivyo kupelekea Wanakikundi kukopa Mikopo mikubwa iliyowazidi uwezo wa kuisimamia na hivyo kushindwa kurejesha na 5. Kikundi kutokuwa na mbinu za kuwapa Elimu zaidi Wanakikundi ili waweze kumudu Mikopo mikubwa na biashara kubwa zaidi!
