2. As a nation, can we earn much if we come up with a policy to levy nomads (or interms of number of their cattle) and drop the tozo za miamala may be?

4. Can Tz decide to think proactively on this now than in two shakes of a lamb's tail?

As long as I understand the term utalii wa ndani, it means the tourists are Tanzanians.
The number you provided, 1.5 and 1.3 for 2018 and 2017 respectively are, if not mistakenly referring to foreign tourists not local (Tanzanians) who must be even much lesser.
So I do agree with Douglas that, if levied, the nomads might yield more revenues to the govt than Tanzanians tourists, though not more than what is brought by foreigners, as despite the small number of 1.3, the is always huge into our treasury.
