There have been complaints that Kenyan Police officers are destroying travel documents of Tanzanians traveling into the neighboring country while Kenyan on the other hand complain of being harassed in Tanzania.

This was among the concerns raised by residents of Namanga border township while commenting about the East African Common Market which went into effect last week. Tanzanians have also alleged that some Kenyan officials confiscated goods from Tanzanian traders heading to Nairobi.

Mr Dickson Amri a driver from Dar-es-salaam said he was held in custody in Nairobi for three days last week because the Kenyan police officers who arrested him, refused to recognize the temporary Tanzanian travel document dismissing it as 'merely a piece of paper!' They would demand the international passports instead.

"The 'paper' passports are similar to traveling documents that most Kenyans use to cross into Tanzania but nobody tears them here,"
lamented Mr Amri.

A trader based in Namanga, Mr Frank Andrea claimed Kenyan police have a habit of arresting Tanzanians who venture into their side of the border, tear the temporary passports into pieces and confiscate whichever goods or trading merchandise they happen to be carrying with them.

Ms Getruda Julius Sumai who is an insurance agent at the border said unless the Customs Union addresses the issue of Tanzanians being harassed in Kenya, East African Community integration will be of no use to them. She complained that some of her clients' vehicles got impounded once they drove into Kenya because the authorities there sometimes fail to honor their insurance covers.

From the Kenyan side Mr Isaack Abrahaman said many people had anticipated that from July 1st they would be crossing into Tanzania without passports and the few who tried got arrested and wondered why the Common Market initiative had just brought in confusion. He also complained of being harassed by Tanzanian police.

His fellow Kenyans also lamented of regular arrests by Tanzanian police, bride extortion and hostile treatment from Tanzanian neighbors. Reporters who visited the border post of Namanga last week found the situation confusing.

EAC Secretary General Ambassador Juma Mwapachu working to address teething problems.​

The EAC Secretary general Ambassador Juma Mwapachu earlier told a press conference that he had an audience with Kenyan President Mr Mwai Kibaki regarding the border crossing issue and they have agreed to form a special department to deal with the matter.

"There have been issues with our borders not only at Namanga that is why President Kibaki has suggested we set up an 'Operational and Audit' department which will be given special mandate and be recognized by special laws to go round the borders and address such issues," said Mr Mwapachu.

According to Mwapachu, the Kenyan president had even placed
emphasis on the matter by instructing the EAC secretary general to forward the matter to the summit of the heads of states for speedy execution.

"And it is not just Mr Kibaki but Ugandan president, Yoweri Museveni had personally told me that he intended to start sacking all officials who seem to impede customs union executions," added Mr Mwapachu.

Tatizo kwa Kenya si tu kwa Polisi kuwanyanyasa watanzania, bali hata wananchi wa Kenya wenyewe wamekuwa na chuki kubwa kwa watanzania wanaojishughulisha nchini humo kinyume na hali ya Wakenya wanaofanya kazi au biashara nchini Tanzania. Sikatai kuwa hata Tanzania hali kama hiyo ipo, lakini tatizo si kubwa sana kama lile la Watanzania nchini Kenya.

Kwa hiyo nashangaa kuwa viongozi wa serikali zote mbili wanaliangalia tatizo kama vile hawakulijua toka awali. Na haya ndio matatizo ya kuiga kuungana eti kwa vile EU wameungana na sio kuangalia jinsi wananchi wenu watavyoweza kushirikiana na kukubaliana katika maisha ya kawaida. Kifupi suala zima la kuundwa EAF limeharakishwa sana kuliko vile mwananchi wa kawaida alivyotayari kulipokea na kulikubali hilo shirikisho.

Badala yake kumekuwa na hofu kubwa kinyume na viongozi walivyotarajia. Nilipigwa na butwa kuona wabunge wa Tanzania wanamuuliza waziri mkuu, Pinda, juu ya suala la Ardhi wakati shirikisho limeshaanza! Hivi kama mbunge haelewi hatima ya ardhi, je mwananchi wa kawaida, mkulima na mchungaji ambaye ajira yake inatokana na ardhi atalielewaje hilo suala. Na unategemea kuwa atamkaribisha mgeni wake kwa roho nyeupe.

Tatizo la serikali zetu, mpaka hapa hali ilipo basi jibu lake ni kutumia mkong'oto badala ya kuwaelimisha wananchi. Ni muhimu kwa serikali zote mbili kukaa na kuangalia kwa makini jinsi ya kutatua matatizo hayo kwa kuwaelimisha wote wahusikao (polisi, uhamiaji, waajiri, na wananchi, n.k) ili kuwa na ufumbuzi wa kudumu.

Suala la kuwaelimisha wananchi na sekata zote husika mpaka wakaele, litachukua muda mrefu si miaka 2 au 5 bali yaweza kuchukua hata miaka 10 na zaidi na hasa kwa upande wa Kenya.
