President Jakaya Kikwete has called upon donors to continue providing assistance to Tanzania, saying that the billions of shillings swindled from the Bank of Tanzania (BoT) were not from donors.

Kikwete said this yesterday at the State House in Dar es Salaam during official talks with the visiting Irish Prime Minister, Bertie Ahern.

He said the 133bn/- that was misappropriated at the Central Bank belonged to the Tanzanian government. The President promised to recover the money to the last cent once investigations into the scam have been completed.

Earlier, the Irish Premier praised the role played by the media in Tanzania in pressuring those in authority to be accountable.

Kikwete assured the Irish Prime Minister that Tanzania was committed to undertaking political and economic reforms aimed at fostering development within the community.

The President promised to strengthen the existing freedom of press, democracy and human rights in Tanzania.

The Irish Premier said his government had increased its development aid to Tanzania to the tune of 270bn/- in direct bilateral assistance in between 2007 and 2010.

Ahern, who is on a three-day official visit, toured various Irish supported development projects in Dar es Salaam.

Mi si niemshasema za donors huwa haziibiwi. Zinaibwa hizi zetu tunazochanga kwa kulipa kodi.

Angalia miradi yote mikubwa ni donero funded....barabara, hospitali, ujenzi wa chuo kikuu Dodoma....na bado viongozi wanazurura dunia nzima kuomba omba wakati tungeweza kujitosheleza wenyewe kwa kiaso kikubwa sana cha bajeti kama wizi huu ungethibitiwa!
 
IN other words we are trying to justify to embezzle from ourselves because non of us can point fingers on "us" from stealing from us.
I am also having a feeling that, because donors money were spent where we were supposed to spend our money, that is why we had the opportunity to embezzle from ourselves. sooo sad. It is time to do "away" with donors!

Ukweli ni kwamba sikutegemea statement kama hiyo itolewe na Rais wa nchi, he is just trying to fool the donors, ukweli ni kwamba kama nchi inategemea asilimia 40 kutoka kwa donor na ikatokea nchi imeibiwa kiasi flani cha pesa itamaanisha kuwa asilimia 40 ya pesa zilizoibiwa ni za donors.

Hii ni kwa sababu, pesa popote pale ulipoziweka au hata maka umezitumia kabla huweza kuelezeka kwa mgawanyo wa kimaandishi bila kujali zipi ziko wapi, nitatoa mifano miwili


Ukichota maji toka kwenye bwawa au tank yale maji yatatengeneza level yake yenyewe, kwa maana kwamba pale ulipochota hapatabaki na shimo. hivyo ndio kusema JK amewa'fool' Donors
Mfano mwingine ni kuwa kama nina pesa kwenye mifuko yangu miwili ya suluali, na mfuko mmoja una pesa nilizotoa dukani kwangu na mfuko mwingine pesa nilizotoka kuchukua Mkopo Bank, ikitokea kibaka akachukua pesa kwenye mfuko mojawapo siwezi nikawambia benk kuwa pesa zilizoibiwa ni zangu ila zao ziko salama.

Kwa hiyo mimi naamini kuwa pesa zilizoibwa ni za watanzania pamoja na asilimia flani za donors.

Huu ni ujinga mkubwa! Yaani to say that it 'belonged to Tanzanian government' is WRONG. It belonged to the Tanzanian PEOPLE! Na sisi tumezidi kuwa wapole!
MC: actually excellent point you made! Kwa kuibiwa it means all other necessary services like roads etc continue to be funded by donors.
Actually this goes to show that Tanzania even today is very wealthy and could be sustainable.
Shame on JK for making such a statement! He has made a fool of himself and of Tanzanians!

Uwongo mtupuuuuuu, kama kawaida. Sisi bajeti yetu tunashindwa kujitosheleza, asilimia arubaini au zaidi ya bajeti yetu inatoka kwa hao dontknows, sasa vipi tena mihela iliyoibiwa isiwe na ya hao jamaa? Jamani system hatuijui ni nini?
 
Jamani nielemisheni, hivi kuna tofauti kati ya pesa za donors na za walipa kodi?

Pesa za walipa kodi zikiibiwa, utahitaji donors kufidia upungufu kwenye budget, kwahiyo hizo pesa zote ni mtu na nduguye.

Pia hata hizo pesa za donors walipa kodi ndio wanazilipa kwa njia moja ama nyingine. Kwahiyo whether pesa zilizoibiwa ni za donors au wananchi, kwa kweli hakuna tofauti kabisa.

Hata JK sijui anatumia logic kuna na statement kama hiyo. Yeye inatakiwa awe anasema, tumewagundua, na sasa tutawashughulikia wote na hakuna tena kuibiwa in future.

Kikwete please provide us with evidence to show that those stolen funds shillings 133 billion belongs to Tanzaniana and not donors countries. Do you feel proud that those stolen funds belongs to Tanzanians and not donor countries!? :confused:

I am sorry to say so but sometimes if you don't have anything important to say it is better to keep quiet instead of issuing a stupid statement like this one.

JK ni kama Baba anayewaambia ndugu, jamaa na marafiki kwamba endeleeni kunisaidia pesa za kuendeshea familia yangu; zile fedha mnazioona nanywea pombe na kufanya anasa ni fedha zangu za mshahara sio hizi ambazo mnanichangia. Mume Bwege!

Fine, you may have two funds, one funded by donors and another one funded locally; but on reporting you have to consolidate the two, so in the end the whole thing has suffered.

Somehow a catalogue of disgraceful comments is never ending on part of our leaders. Unless he's been misquoted (rarely, but let me just say ‘again'), such utterances are absurd and nothing short of insult to our commonsense and the generosity of the very donors.

What is the point of crossing seven seas in an effort to engage donor nations, in search for budget support, in receipt of prestigious awards but with meaningless rendition before the eyes of many Tanzanians and offcourse their lives...

BoT has lost the nation billions, TRA continue haemorrhaging billions, worse still, the great amount of this is in foreign currency, and what do we see… a courageous sweet talker, standing tall on our behalf before donors in another disgraceful attempt to BEG FOR MORE, albeit indirectly !! Ni nini kama siyo kujiombeleza na kujipendekeza huku?! Yaani ni mithili ya baadhi ya ombaomba mabarabarani, yule ambaye unaona ana uwezo kimwili kufanya kazi au jambo la kuweza kumwendeleza lakini akilini ni mvivu kukamilisha hilo na matokeo yake ni kuendeleza rationing kutoka kwa wasamalia wema...

Oooh, Tanzania yetu ina madini, Tanzania yetu ina utajiri mkubwa wa maliasili, Tanzania yetu ni demokrasia ya kuigwa…n.k. Ndiyo, NA IWE HIVYO! But why do you have to sweet-talk us in justification of such losses?! Dear Muungwana, you ought to acknowledge that we as nation are wounded from these revelations, and the least you could do is pour salt on our prickling wounds.

Niliacha somo la Commerce na Bookkeeping baada ya form II, but I think even an elementary bookkeeping lesson could show us that ‘the government money = Tanzania money = donor money', sijui kama hapa nimetumia ‘treble entry ledger book' mimi siyo mtaalam wa hili…ngoja niwaachie wahusika…:)

This is now becoming chaotic. Si marais wote huwa wanapewa mafunzo ya wiki tatu katika logic kabla hawajaanza kazi, hivi wa kwetu hakupitia hii course?

Fedha za wahisani, ni fedha za watanzania kwa kuwa nyingi ni mikopo ambayo tutalipa na nyingine ni misaada ambayo ikishaingia tu inakuwa ni ya watanzania si ya wahisani tena.

Mfumo wetu wa sasa wa nchi fedha za wadau wa maendeleo zinaingizwa katika mfuko mmoja wa bajeti.

Lakini kubwa zaidi ni kuwa bilioni 133 za EPA zilizoibwa ni fedha za wahisani moja kwa moja. Akaunti ya madeni ya nje ilikuwa ni ya kuwalipa wahisani. Wakaamua makampuni ya ndani yapewe deeds za kupokea hizo fedha. Hivyo, katika akili za makampuni ya nje hayo madeni yameguezwa kuwa fedha za kupewa watu wa ndani kwa niaba.

Ukitaka kuamini kwamba hizi ni fedha za nje, ndio maana nchi za nje zilikuwa zinafuatilia sana suala la EPA.

Hata makampuni ambayo Jeetu Patel na wakina Rostam walighushi kuwa yaliwapa nyaraka wapokee fedha ni makampuni ya nchi hizo za nje.

Hivyo Kikwete kama si mwongo basi ni MSANII.

Mi kwa kweli sipendi maneno yake kabisa ingawa napenda sana tabasamu lake Mr. Handsome JK, na najua pia wakiwa dada wenzangu wanampenda.

Hii inanikumbusha kisa cha Ali Baba! ukiwaibia tajiri na kuwapa maskini unaweza kupongezwa, lakini ukiwaabia maskini na kuwapa matajiri, halafu unawaambia matajiri, "hatukuwaibia nyie, hivyo msipige kelele".. ni kutukejeli.
