MKURUGENZI wa Taasisi ya Utafiti wa Dawa za Mimea na Wadudu (TPRI) iliyopo mkoani Arusha, Dk. Ratian Bamwenda, ambaye kwa muda mrefu amekuwa akihusishwa na tuhuma mbalimbali ndani ya taasisi hiyo, ameondolewa kwenye wadhifa huo.

Uamuzi huo ulitangazwa juzi mbele ya wafanyakazi wa taasisi hiyo na Mwenyekiti wa Bodi ya TPRI, Profesa Pili Sibuga, baada ya kumalizika kwa kikao cha Bodi ya taasisi kilichofanyika siku hiyo.

Profesa Sibuga aliwaambia wafanyakazi hao kuwa Dk. Bamwenda ameondolewa katika nafasi hiyo na ataripoti wizarani kupangiwa kazi nyingine na tayari Bodi hiyo imekwishakumteua mtu mwingine wa kukaimu nafasi hiyo.

Uamuzi wa kuondolewa katika wadhifa huo Dk. Bamwenda umefanyika huku akiwa nje ya nchi na nafasi hiyo ilikuwa ikikaimiwa na Dk. Roshan Abdallah.

Baada ya kutoa taarifa hiyo, pia Mwenyekiti wa Bodi alimtaja Kaimu Mkurugenzi kuwa ni Dk. Boaz Uranu, atakayekaimu nafasi hiyo hadi serikali itakapotangaza mkurugenzi mpya.

Dk. Bamwenda amekuwa akituhumiwa kwa muda mrefu na wafanyakazi wa taasisi hiyo kwa ubadhirifu wa fedha za utafiti za taasisi hiyo, kwa ununuzi wa magari hewa ya taasisi na kufanya taasisi ishindwe kufanya utafiti kama ilivyokusudiwa.

Kuondolewa kwa Dk. Bamwenda katika taasisi hiyo kumetangazwa huku serikali ikiwa imefanya mabadiliko makubwa ya wakurugenzi katika Wizara ya Maliasili na Utalii, miongoni mwa waliokumbwa na mabadiliko hayo ni Mkurugenzi wa Wanyamapori, Emmanuel Severe.

Severe kwa muda mrefu sasa amekuwa akituhumiwa kukwamisha utendaji wa viongozi wengine wa serikali na aliwahi kukataa uhamisho uliofanywa na aliyekuwa Waziri wa Maliasili na Utalii, Anthony Diallo, wa kumpeleka kuwa Mkurugenzi wa Taasisi ya Utafiti wa Wanyamapori (TAWIRI) Arusha.

Mkurugenzi huyo na wenzake wameelezwa kuwa watapangiwa kazi nyingine, lakini taarifa zinadai wengi wao akiwamo Severe watapelekwa kwenye vyuo vya wizara hiyo, huku Severe akitajwa kuwa anakwenda katika Chuo cha Mafunzo ya Wanyamapori cha Mweka, Kilimanjaro.

Small scale entrepreneurs have been told to identify the customers they want to deal with so that they can easily compete in the global market.

Either, they have been advised to improve the standards of their products so that they can reduce the costs and risks associated with poor quality and become more competitive.

The advises were given by Director General of Tropical Pesticides Research Institute (TPRI), Gratian Bamwenda, who also told The Guardian that, there was a need to invest heavily in the area because right now a majority of small entrepreneurs, particularly those in the rural areas still lag behind in producing products quality.

He also said that although producing quality products influences customer satisfaction, a company must also examine its abilities and weakness in the course of trying to improve quality.

Through such initiatives it will help them to become more competitive and produce products that can meet customer needs, he said.

He said in the wake of the current globalisation, there was a need for businesspersons to invest more on people with appropriate skills, abilities and experience although such qualities can be brought to organisations through recruitment, consultancy and subcontracting.

He added that both farmers and businesspersons should be creative and innovative in design new products that would help them win more foreign by investing more in training.

``As you know, lack of skilled human resources as well as employee training and development has always been the main reason of firms` market share loss,`` he said.

Bamwenda said one of the researches we carried out recently indicate that a large number of firms failed to survive in business because of bad managerial and employees incompetence.

As you know, training is practice which can help both employers and employees to create organisational specific competence, thus enable businesses to adapt to changing customer and strategic needs and growth.

He said TPRI has embarked on a research which will help farmers to use natural resources to control pests, especially in cash crops and conserve the environment in general.

Elaborating on TPRI he said that the core role of the organisation is to enhance high quality pests and pesticides research and services in human, animal, plant and the ecosystem.

There is urgent need for a major CLEAN UP AT TPRI.
The Institute is rotten,useless,and very corrupt.I dare the Ministry to conduct an opinion pole with the Chemical Companies that use their services to get their products registered for an honest opinion on their Modus Operandi.
It is VERY CORRUPT.

We intended to radically transform the organization into an internationally accredited Center of Excellence . We prepared new scientific frontiers, a Strategic & Implementation Plan, secured a gurantee for a extrnal grant to implent it ,and we had just finished the stakeholders meeting stage of amending the Institutes Act. A huge chunk (70%) of heads which do not fit in the new work break down structure had to roll. And came the axe on CEO's neck last week.

LESSON: That is the cost of trying to introduce a radical change when you have internal stakeholders who have high power and high interest; you either have the support of the owner or the power (i.e. if you are in a discontinuous environment you need a benevolent dictator) to push it thru otherwise don’t waste your time, effort, and resources).

Ni kweli hayo ni maneno ya Bamwenda mwenyewe, mimi nilisikia siku nyingi kwamba juhudi zake za kuleta mabadiliko zilikuwa zinakwamishwa. Suala ni nani anasema ukweli?

Inaelekea wamewahi kumg'oa yeye kabla hajawang'oa wao. Ukitaka kuleta mabadiliko TZ inatakiwa uwe na nguvu za kutosha nyuma yako. Watu waliozoea vya kunyonga, kwanini uwape taabu ya kuchinja?

Then do you expect opposition or even Kikwete to be able to do radical changes as we demand? the question becomes who are the internal stakeholders who have high power in Tanzania? Shouldn't it be Wananchi?
 
Hivi mtu unapong'oa magugu kutoka upande mmoja wa shamba na kuyapandikiza upande mwingine tunaweza kusema kuwa "umepalilia" shamba?
