We are currently seeking a Deputy Chief of Party for an anticipated USAID-funded Staples Value Chain project in Tanzania. The project's primary objective will be to increase rice and maize production and competitiveness.

To this end, technical components will focus on improved farming techniques and best practices; improved farm management; increasing market linkages and competitiveness; trade facilitation and regulatory reform; value chain development for vulnerable groups; and other activities that promote increased food security.

Deputy Chief-of-Party/Value Chain Expert responsibilities and qualifications for this program include but are not limited to the following:

Responsibilities:

  • Support the Chief of Party in attaining project goals and objectives by providing technical advice and direction when appropriate.
  • Contribute to the cross-cutting goals of the program, including overseeing local procurement and working effectively with a variety of local partners in fluid, conflict-affected settings.
  • Oversee day-to-day planning, design and operations of project and subaward technical teams to ensure effective project implementation.
  • Prepare and/or assist in the preparation of reports and documents to USAID, the Tanzanian government, ACDI/VOCA headquarters and other partner organizations.
  • Work with upstream and downstream producer organizations in selected staple foods value chains such as rice and maize.
  • Develop and deliver training materials/modules on various aspects or functions of a value chain: assessing market opportunities, evaluating investment needs to upgrade production (and processing), developing a bankable business plan, accessing finance, improving production practices, upgrading post-harvest handling and storage, adding value through processing, shipping and packing, and establishing strong working relationship with buyers.
  • Work closely with producer and trader umbrella organizations in the subregion to provide technical and organizational assistance.
Qualifications:

  • Minimum 10 years' progressive supervisory experience in economic growth, value chain enhancement and agricultural development programs, primarily on USAID-funded value chain programs.
  • M.S., M.B.A., or other post-graduate degree in agricultural economics, business administration or other relevant technical fields.
  • Demonstrated success in implementing programs aimed at increasing the competitiveness and inclusiveness of agricultural value chains.
  • Excellent communication, technical and reporting skills.
  • Fluency in English is required.
