Tanzania detains popular Web site editors
New York, February 29, 2008—CPJ condemns the arbitrary arrest of two popular online editors without charge. The two were detained and interrogated for 24 hours in Dar es Salaam, Tanzania, on February 18, in what observers of the case say was a politically motivated attempt to shutter the site.

The two young editors, Maxence Mello and Mike Mushi, aged 21 and 18 respectively, host the extremely popular Jambo Forums, a public discussion site with more than 2,000 members and 6 million hits in February alone. Topics on the site cover everything from politics to culture to entertainment. Police confiscated three computers used to host their Web site, shutting down the site for five days while the equipment remained under police custody, Mello told CPJ.

According to Mello’s defense lawyer, Tundu Lissu, the police had no official charges against the editors and said the orders to arrest them had come from the president’s office. The Inspector General of Police, Said Mwema, stated in a press conference on February 20 in Dar es Salaam that they were arrested because they were suspected of criminal activity—which may include the “dissemination of wrong information” through the Jambo Forums Web site.

“The Tanzanian government must refrain from arresting journalists in an attempt to silence public dialogue,” said CPJ’s Executive Director Joel Simon. “Such arbitrary arrests set a dangerous precedent for the free dissemination of information online.”

Maxence Mello told CPJ that police arrested him at his college, the Dar es Salaam Institute of Technology, at 4 p.m. and then took him to his house where they lured then arrested his colleague, Mike Mushi. They were interrogated throughout the night over several postings on the site that criticized the government, and released at 5 p.m. the following day.

Local journalists said the forum had played a major role in exposing a suspect energy contract the former Prime Minister Edward Lowassa made with an American energy firm. The contract was published in full on the Jambo Forums site, Mello said. The former minister resigned on February 7 after a parliamentary probe into the incident. Four other suspected fraudulent contracts between the government and foreign companies are also currently posted on the Web site, Mello told CPJ.

Lissu said the two moderators were questioned specifically on this matter, and he as well as local journalists say they suspect the detention was directly tied to the posting of the contested energy contract. This kind of interrogation of journalists is part of a pattern of ongoing harassment of the local media, Lissu added.

Nafurahi kuona vijana wa rika hilo la kwenu wanasaidia jamii kuhabarika na habari nyeti kama hizi, si wengi wa umri wenu huo wanaguswa na mambo nyeti kama vile ya jinsi ambavyo serikali yetu inaendeshwa na pale inapovurunda, tunaikosoa. Pia wana JF nawapa pongezi for all the contributions you have put up towards JF and those who worked hard to free the boys from the hands of the criminals. Maxence,once again big up to you, i've studied (Engineering) at the D.I.T, i know how tough the lessons are, to know that you can work with JF and lessons as well, you must be good. MKJJ, mimi kwa kweli nilikuwa sifahamu kirefu cha CPJ mpaka nilipo google na kuona extent ya cases taken up by the Organization, JF to get such a recognition alone says it all, we are something!!!!

Inatuchanganya kabisa kuona kwanini serekali haituelewi, kwanza Tunapkuja hapa kupost na kuelezeana what is happening in our counrty sio kuwa tuna muda wa kuchezea na kupoteza, sio kuwa we dont have any activities to do...Tunakuja hapa kwa kazi moja tu...."Tanzania ni nchi yetu...." na tunahaki ya kuichambua na kuwachambua wote tulio waweka madarakani bila kujali ni nani. Hilo tutalifanya kwa makini kabisa na wala asitokee mtu akadhani atabakizwa ... we will not live a stone Unturned..so tunaomba wote tushirikiane na tutekeleze wajibu wa kulitumikaia Taifa bila kubabaishana. Hakuna kiongozi atalindwa na kiogozi mwingine na akabaki salama kama yeye hana utu na anakiuka maadili ya utu. Jamani, tufurahie lakini we should always be resielent and always watchful; tusijekudhania hata kwa sekunde moja kuwa serikali na vyombo vyake wamekubali kushindwa. Serikali huwa hazishindwi bali huarisha kisasi tu.

Ni kwa sababu hiyo ingawa tunadhani tumewafunga goli halali na refa kaonesha mpira "kati" tusijekujisahau na kudhani na wenyewe wanafurahia goli la namna hiyo. Sitashangaa wakaanza kuleta na wachezaji wa kukodisha na kusababisha 'Penalti' ya lazima...

Nakubaliana nawe kwa asilimia kubwa lakini pia natahadharisha kwamba katika kuwa resillient tusije kuishia kuogopa vivuli vyetu wenyewe.Uzuri wa forums kama JF ni kwamba kila mtu ana reputation yake na wengi tunafahamu hivyo,aidha ni mpinzani wa kila kitu,mchangia hoja kwa busara na akili,mtundika posts kwa lengo la kuongeza idadi,mchekeshaji pale tunapobidi kucheka,nk.I dont see how these guys can plant some info here without using someone we know and trust.And that someone would therefore have been waiting here for all that long to gain our trust and credibility before striking (ie being used to plant something).If it's a new or recently-registered member,then ni jukumu letu pamoja kuhakikisha kwamba while JF is open to kila mtu kujiunga,uhuru huo usitumiwe kuja kufanya hujuma.

A planted mole or whatever; habari ikiletwa hapa JF itachambuliwa tu kwa merit yake. Kama ni mawe, basi mawe yatarushwa. Enzi za kutishana sio hizi tena.

Maxence na Mushi - sikutegemea kabisa vijana wa rika lenu kufikia haya mliyoyafikia. Hao mapolisi waliowaweka kizuizini kwa masaa 24 nadhani hata wao hawakuamini kuwa mngeweza kufanya mambo makubwa haya.

Msukosuko uliowapata ni beji tosha ya heshima ya taifa la Tanzania. Ivaeni kwa heshima na utukufu wa kudumu maishani mwenu.
 
If you think about it nina uhakika kuna mtu anajuta even to entertain the idea of arresting the boys kwa sababu kuna mtu ambaye alifikiria na kupanga kukamatwa kwao. I really would like to know who.. maana kama ana kibendera pembeni ya gari lake basi tuna matatizo.
 
Operation moja iliiingilia nyingine, bila co-ordination, we know that, moja ime-drop, the other inaendelea, JF akili mu-kichwa one step ahead, kumkoma nyani mbele, hakuna aliyelala, muziki ulianzishwa na nani? tunajua ni Rapper maarufu kule Us Master P.
