COMING from Europe on an early morning landing at Dar-es-Salaam will leave you enough time to transfer to the daily Precision Air flights which leave later in the morning.

If you are arriving from South Africa then you will be using either SAA or Air-Tanzania to Dar-es-Salaam. In my opinion the latter is probably better.

If, like me, you are sick and tired of crowded diving venues, dicey beach launchings and even dicier landings, plus being pounded through rough seas in a RIB, then let me disclose to you the best-kept secret of the east coast of Africa – the peaceful, clear and calm waters of Mikindani and Mtwara in southern Tanzania.

Mtwara is a southern region of Tanzania which has been underdeveloped for a long time: development was constrained by the lack of highway and energy infrastructures.

The Dar es Salaam-Kibiti-Lindi-Mtwara road has been improved by the completion of the Mkapa Bridge over the Rufiji River. Mnazi Bay gas promises to provide reliable and adequate electricity for powering industrial and commercial activities in the region.

Mtwara is bordered with Mozambique to the south is formed by the Ruvuma River. To the west Mtwara is bordered by Ruvuma Region, to the north by Lindi Region, and to the east is the Indian Ocean. The capital is Mtwara.

According to the 2002 Tanzania National Census, the population of the Mtwara Region was 1,128,523.

Having all that in mind the Tanzania government has plan to add value of the region by using The Export Processing Authority (EPZA) which has partnered with the Tanzania Ports Authority (TPA) and Tanzania Petroleum Development Corporation (TPDC) to establish the Mtwara Freeport Zone by December 2012.

A free port (porto franco) or free zone (zona franca), sometimes also called a bonded area (US: Foreign-Trade Zone) is a port, port area or other area with relaxed jurisdiction with respect to the country of location.

Free economic zones may also be called free ports.
Most commonly a free port is a special customs area or small customs territory with favorable customs regulations (or no customs duties and controls for transshipment).

Earlier in history, some free ports like Hong Kong enjoyed political autonomy. Many international airports have free ports, though they tend to be called customs areas, customs zones, or international zones.

"We are in final stages of having the Mtwara Freeport Zone operational," EPZA Development Director Zawadia Nanyaro said in Dar es Salaam Friday April 26, 2012. He noted that the site for the Freeport Zone had already been earmarked.

A Freeport must offer a series of advantage in order to attract investors. Financial incentives are complementary to other advantages such as transport services but also commercial opportunities.

The use of Free Trade zone or Freeports can facilitate the marketing and distribution of products for international companies.

The envisaged zone is expected to serve oil exploration and gas extraction activities in the region.

Mtwara Region is endowed with a huge amount of gas and oil.

The presence of oil and gas companies creates opportunities for investors to set up petrochemical processing and allied industries in the region.

Investors are already flocking to the southern region to invest in manufacturing plants-cement and fertilisers in particular.

Deep sea exploration is in progress by multinational companies-Petrobras, British Gas and Orphir.

One of its advantage is that Goods may be received in zones without formal customs entry, payment of duties or furnishing of a bond.

All finished goods, machinery, equipment and materials imported into a Freeport zone are exempted from customs duty, import duty and sales tax.

The effort to minimize bureaucracy and maximize efficiency in clearing goods (often a nightmare for international traders) has led to the innovative single goods-in-goods-out document also caleed the "Freeport Bill" that the Mtwara Freeport Authority should develop as one of the incentives a Freeport lincence holder should enjoys.

"Having a special centre to supply materials and services is inevitable if these (exploration) companies have to operate efficiently," Nanyaro said.

She said the envisaged Freeport Zone was specific for foreign companies that supplied materials and provided services to exploration firms that had to invest over US$1 billion (about 1.6tn/-) with over 5,000 direct employment opportunities for Tanzanians.

Sometimes the country where the Freeport is located has signed free trade agreements with neighboring countries.

According to the legislation of the zone, the advantages provided by the free trade agreement may be extended to the goods which transit through the Freeport.

As for Tanzania, the country is a member of the Common Market for Southern and Eastern Africa (COMESA).

The main advantages conferred by such membership are the reduced duties payable on imports from member countries, and the central bank clearing house system, which allows settlement of trade bills without the need to use scarce hard currency resources.

The reduction in duty currently stands at 60 per cent. One of the clauses of the Treaty of the COMESA provides for the gradual reduction of customs duties with a view to their complete elimination by the year 2020.

EPZA has since its inception about six years ago been striving to invite investors in its designated areas for investment under special economic zones and export processing zones.

Statistics show that the authority has attracted US$700 million (over 1tn/-) worth of investments that have created over 14,000 direct jobs with US$450 million (over 700bn/-) exports.

The EPZA was established by the Export Processing Zones Act, 2002, which provides for establishment of export investments in the designated zones.

Its objectives are to attract and encourage transfer of new technology, attract and promote investment for export led industrialisation, create and expand foreign exchange earnings and increase employment opportunities and development of skilled labour.

Naomba usahihishe kwanza hilo jina Mtwara. Kwa kweli niliposoma hicho kichwa sikuelewa. Sidhani kama kiswahili ni kigumu hiyvo, tena kwetu sisi watanzania ambao ndiyo asili yake. Hii inaonyesha kudorora kwa elimu kwasababu wakati wa Mwalimu watu waliongea kiswahili fasaha. Siku hizi hata baadhi ya viongozi hawawezi kuongea au kuandika kiswahili kwa ufasaha.
 
Sisi waTZ ni kama majuha. Huko mtwara kuna oil & gas, bidhaa ambazo zinatafutwa kama lulu vile, wazungu wamegundua hiyo lulu, wanamiminika huko au wanakimbilia huko. Serikali ya ccm inachofanya ni kuwapa financial incentive, tax free, importation free yani kila kitu FREE, WHY? WHY?
Sisi hatuna haja ya kuwabembeleza hao wazungu, watakuja TU, sasa kwa nini mambo yanakuwa FREE?
Sisi waTZ tutakua tumelaaniwa...
