DAR ES SALAAM, Sept 18 (Reuters) - China and Tanzania are expected to sign a $1.06 billion loan deal to build a natural gas pipeline from the southern part of the east African country to its commercial capital, a Tanzanian newspaper quoted its energy minister as saying.

Last month, Energy and Minerals Minister William Ngeleja said in a presentation to parliament that the government was seeking loans from China to finance construction of the pipeline from Mtwara to Dar es Salaam.


The Guardian on Sunday newspaper reported $300 million of the loan will be used to construct processing plants at Mnazi Bay, and that Finance Minister Mustafa Mkulo and Ngeleja were expected to fly to Beijing next week to sign the loan agreement.


"This is a must project for the future of this country ... we have secured financing from the Chinese and the agreement will be signed next week," Ngeleja was quoted saying.


"Some people have been misleading the public by saying the Chinese own this project, but the truth is it's government owned ... The Chinese are financiers and the project will boost gas supply as well as reducing or ending the power supply problem in the country."


Tanzania's chronic energy shortages have resulted in rolling power outages, undermining economic growth in the country.


The Tanzanian government said it plans to shift its focus to investment in thermal plants fuelled by natural gas and coal in attempts at weaning itself off weather-dependent hydropower, which accounts for 55 percent of the country's energy sources.


The paper reported the project will be carried out by the China Petroleum and Technology Development Company (CPTDC) a unit of China National Petroleum Corp (CNPC) , and state-run Tanzania Petroleum Development Corporation.

The project is expected to start in December 2012.

An existing natural gas pipeline owned by private investors faces capacity constraints amid growing energy demand in east Africa's second-largest economy.

The government puts Mnazi Bay to have a proven deposit -- gas in place - of 2.5 trillion cubic feet. It also puts total proven gas reserves at 7.5 trillion cubic feet.

Hata mimi nashindwa kuelewa hii mipango yao, au kuna ushauri wa kitaalamu kuwa lazima mitambo ifungwe Dar, Inamaana hilo bomba likipata matatizo kunakuwa hakuna supply ya gesi mpaka litengenezwe ambapo ni hela itahitajika tena. Wangejenga huko huko kupunguza risk wakati wa usafirishaji wa hiyo gesi.
 
For now I don't care who owns it as long as huu ndio ufumbuzi mkubwa wa maana na pekee ktk kuondoa tatizo la umeme nchini. Na sielewi kwa nini mitambo yote inayoingia ya kuzalisha umeme inayoingia nchini leo isifungwe Mtwara kwenye gas na kuunganishwa kwenye gridi ya taifa kwa sababu tutaondoa kabisa tegemezi la generators za kutumia mafuta ambazo ni ghali na zinazidi kuigharimu Tanesco na wananchi kwa ujumla...

grid ya taifa ni choka mbaya (dilapilated)! na isitoshe gas hiyo haitakuwa kwa kutengeneza umeme tu bali na kwa matumizi! logistical and costwise ni rahisi kusafirisha gas kuliko kusafirisha umeme toka Mtwara kwa sasa!
 
Yaani hadi 2012 ndio waanze?

Mkuu, bora hata ingekuwa kweli basi kama huo mradi ukianza 2012. Mwandishi mwenyewe amemnukuu Ngeleja! Mpaka sasa sijaona ahadi hata moja ya Ngeleja amabayo imetekelezwa. Jamaa amekuwa mtu wa maneno sana badala ya vitendo. Bora angechapa tu kazi kimya kimya akatushtukiza kwa umeme na gesi ya uhakika badala ya kuja na haya maneno matam kila siku. Hatuishi kwa ahadi bana, tunataka huduma na bidhaa zinazikidhi mahitaji na viwango. Too much porojo is harmful.

I also don't beieve, could you pleaase use figures to justfy your arguement. Nadhani hatuwatendei haki watu wa kusini, matarajio yangu tungejenga mitambo huko na kujenga grid kule kusini pia. gas kwa ajili ya matumizi ya viwandani na nyumbani yangefaata baadaye. Kwenye maonyesho yaliyofanyika pale Mcity juzijuzi niliongea na mtaalamu mmoja wa TPDC ambaye alinieleza matumizi ya gasi majumbani bado itachukuwa muda mrefu maana kwanza bado ni risk kuitumia gas ambayo siyo compressed hivyo wanahitaji kujenga stations za gas refilling kila sehemu kwanza kabla ya kusambaza mabomba majumbani.
Pia ushagalabagala wa ujenzi wa miji yetu itafanya utekelezaji wake uwe mgumu.

Kwangu mimi naona Matumizi ya natural gas nyumbani na viwandani si urgent kama ilivyo kwa umeme.


Inawezekana ni gharama kubwa kujenga Transmission line toka mtwara kuunganisha kwenye grid ya Taifa lakini mbona kwenye hydropower stations inawezekana?

Lakini pia hata tukigenerate umeme dar ni lazima tuurudishe tena kusini maana watu wa kusini hawatakubali rasilimali hii wasifaidike nayo.
