Caligula alikuwa hana akili nzuri, alikuwa anapanga kumfanya farasi wake mbunge ili kuonesha tu yeye mfalme.

Yani hapa ni sawa na kumfanya Bashite wako RC wa Dar ili kuonesha tu kwamba hakuna wa kukufanya kitu hata ukimuweka mtu asiye na uwezo kama Bashite kuwa RC wa Dar.
