Uwazi at Twaweza has today released a policy brief about capitation grant citing that the grant is insufficient to buy text books.....
"The analysis is contained in a policy brief titled Capitation grant for education: When will it make a difference? It shows that grant, according to policy, is supposed to be 10,000 shillings per pupil. However, this amount has never been sent in full to schools since the grant system started in 2002. In 2007/08 the schools received only 4,189 shillings per pupil according to a recent Public Expenditure Tracking Survey (PETS) of Education."
