Turudie swali alilokuuliza jasusi huko nyuma; kwako wewe nini ni jambo la muhimu zaidi: kuhifadhi site ya world heritage au kuendeleza watu?

Kupinga kuwa hakutakuwa na geti na ulinziwa kuingilia ni kichekesho sana kinachoonyesha kuwa hujui hali halisi ya pale serengeti. Kupita kwenye zile barabara za vumbi zenyewe bado huwa tunalipia na kuna askari wanyama pori pale. Sasa sijui wewe umetumia kigezo gani kuona kuwa baada ya ujenzi wa barabara itakuwa ni ndoto kuwako kwa askari na mageti hayo.


Poachers huwa hatumii barabara zinazotumiwa na watu wengine katika kufanya uhalifu wao. Kwa hiyo kuwepo au kutokuwepo kwa barabara hakuna uhusiano wowote na poachers.

(1) Sehemu kubwa ya mbuga ya Serengeti iko Tanzania, ni sehemu ndogo sana iliyoko upande wa Kenya ambako inaitwa Masai Mara. Kwa hiyo kufuatia mzunguko wa wanyama, ni wachache sana wanaokatisha mpaka baina ya nchi hizo. Wengi wao wanaishi Tanzania; hebu angalia ramani hii hapa.

(2) Barabara kupita kwenye mbuga za wanyama siyo jambo la ajabu kabisa; kuna mbuga nyingi ambamo barabara zinapita na wala wanyama hawajawahi kuhama. Mifano ni kama ifuatavyo:

a) Hapo Serengeti kuna barabara inayotoka Arusha kwende Mugumu kupitia humo humo Serengeti. Barabara hii ndiyo ambayo serikali inataka kuwekea lami; ni barabara ya siku nyingi sasa, na kwa miaka nenda rudi ilikuwa inatumiwa na maloli ya mzigo kusafirisha biadhaa katia ya Musoma na Arusha, Tanga na DSM. Kwa miaka yote hiyo barabara hiyo imekuwa inatumika huku ikitimua vumbi sana wakati wa kiangazi na wakati wa masika kujaa matope yanayoweza kukwamisha magari na kuhatarisha maisha ya abiria. Ubovu wa barabara hii ndio uliosababisha raia wa Tanzania wakawa wanaamua kupitia Kenya kutoka Arusha kwenda Musoma au Mwanza.

(b) Vile vile kutoka Mto Wambu kuna barabara nyingine inayopita hapo hapo Serengeti kwenda hadi Lamadi; hii nayo ni kama ile inayokwenda Mugumu.

(c) Barabara ya Bunda Musoma karibu na Lamadi ndiyo mpaka wa mbuga za Serengeti, lakini wanyama wale hutembea sehemu zote za barabara kwenda ziwani na kila ukiipta saa za jioni utakutana nao mbona hawajahama eneo lile.

(d) Huko Kenya kwenyewe, ile highway inayotoka Mombasa kweda Nairobi inapita katikati ya mbuga za Tsavo. Vile vile ile reli inayotoka Mombasa nayo inapita hapo hapo Tsavo; na barabara inayotoka Moshi kwenda Taveta nayo inapita katikati ya mbuga ya Tsavo.. Mbona wanyama wa Tsavo hawajahama.

(e) Kwa upande wa kusini mwa Tanzania, reli ya Tazara inapita katikati ya mbuga za Selous wakati Barabara ya Southern Highway nayo inapita ndani ya mbuga za Mikumi na wala wanyama wale hawajadhurika.

Hizi propaganada za kenya ndiyo changamoto kwetu watanzania kujiuliza tena kama kweli hili shirikisho lina maana yoyote kwetu. Nimesoma kelele wanazopiga kule facebook nikalinganisha na jinsi walivyotufanyia kwenye swala la uuzaji pembe za ndovu, na mgogoro wa maji ya mto nile nikaona hapa hakuna ushirika wowote; ni utapeli mtupu.

Nairobi — The Tanzanian government's plan to build a road linking Arusha and Musoma is being opposed by wildlife advocates in the United States and other developed countries who warn that the route will disrupt the wildebeest migration and thus badly damage Tanzania's tourism-dependent economy.

A Facebook page posted under the heading "Stop the Serengeti Highway" has generated thousands of petition signatures in two weeks.


The campaign against the road has been further propelled by a New York Times blogger, Olivia Judson, who laments that the proposed road will smudge Tanzania's "outstanding record of conservation."

Expressing befuddlement as to why this route has been chosen, the Times blogger notes that President Jakaya Kikwete "is known for his interest in nature."
Just last month, the president personally greeted six black rhinos flown into the Serengeti from South Africa as part of an effort to regenerate the species in Tanzania, Ms Judson notes.

The $480-million highway is planned to link Arusha and the Maasai Mara Game Reserve in Kenya through the Serengeti National Park, a statement by Isidori Shirima, Arusha Regional Commissioner said.

There has been a three-year protest by green activists, including the Tanzania National Parks Authority, against interference with the wildebeest migration route.
According to Mr Shirima, the government deemed the proposed 480km Arusha-Musoma tarmac road to be of great socioeconomic significance for Tanapa.

Of the project's total cost, $260 million will cover the Arusha-Serengeti section and $220 million the Serengeti-Musoma segment.

Deusdedit Kakoko, the regional manager for Tanzania Roads Agency, said work will begin early 2012 while feasibility studies are to be completed by the end of this year.
Some activists alarmed by the road's potential impact note that it enjoys the support of local communities through which it would pass.

And a few Times readers commenting on Ms Judson's blog posting argue that the road is essential to Tanzania's development and should not be opposed by well-off outsiders.
Traders and travellers from the heavily populated area to be served by the proposed road must currently loop more than 418Km to the south to skirt the protected Serengeti, an environmentalist website acknowledges.

Pascal Shelutete, spokesman for the Tanzanian National Parks Authority, was quoted in a recent UK Daily Telegraph story in defence of the project. "This new road will bring a great benefit to the economy of this cut-off part of the country, and ease the movement of people and goods," Mr Shelutete said.

"No big project of this scale would be contemplated without a thorough feasibility study, and it has shown that there will be no impact on the migration."
He noted that only an unpaved 40-mile stretch of the two-lane road's 480km length will pass through the Serengeti.

But that may be enough to disrupt the annual movement of tens of thousands of wildebeest between the Mara and Serengeti watering grounds, wildlife advocates say.
The road will also open opportunities for poaching and increase the risk of transmitting diseases to wildebeest from livestock transported through the park, they argue.
The entire ecosystem of the Serengeti, which is of great economic as well as environmental importance to Tanzania, could suffer negative consequences if the wildebeest migration does not occur, the activists add.
Concerns


The northern route newly approved by the government has previously been rejected on environmental grounds, the Times blogger points out.
"One of the most awe-inspiring sights on the planet may soon vanish, killed by a road," she warns the paper's readers.

Elsewhere, in Holland, Grant Hopcraft, an expert in wildebeest movements from the University of Groningen, said he was concerned about the prospect of cutting off one side of the migration from the other.

"There is the obvious concern of creating a physical barrier. Wildebeest have no problem crossing roads, but there is nothing elsewhere in the Serengeti with this high capacity for traffic," he told the UK-based Daily Telegraph newspaper.
By the end of last week n online petition had started against the proposed road which had gathered over 2,000 signatures from around the world.

The Telegraph report said that the Masai Mara, which borders the Serengeti, could also be affected as 1.8 million wildebeest and 500,000 zebra -- and the lions, hyenas, cheetahs and wild dogs that stalk them - are constantly moving between the two areas.
More than 100,000 tourists visit the Masai Mara during the peak migration months between July and October.


Critics say the new commercial highway will cut through key migration routes and could permanently change this natural wonder.
Tanzania's government this month approved the new road linking the two towns, which will come as a considerable relief to traders and travellers.

But Kenyan tourist officials remain worried. "We're very concerned about this road, and are waiting for details while hoping the authorities have thoroughly investigated all possible alternatives," said Jake Grieves-Cook, the head of the Kenya Tourist Board.

Tanzania's authorities are finalising design options, and it is expected that construction could start within 12 months.

Mbona unarusha rusha na kubadilika badilika ndugu yangu; sijasema kuwa tujenge barabara ile kwa sababu Tsavo kuna barabara. Nilichosema ni kwamba kuweka lami kwenye barabara inayopita mbugani siyo jambo la ajabu kwa kwa sababu kuna mbuga nyingi sana duniani ambazo zina barabara za lami pia; nikakuonyesha mifano kadhaa ukiwamo huo wa Tsavo. Kitu ambacho inaelekea kuwa huelewi ni kuwa tayari kuna barabara ndani ya Serengeti tena ipo kwa miaka mingi sana tangu tumepata uhuru. Na magari yamekuwa yanaitumia barabara ile muda wote huo, ila kutokana na ubovu wa barabara, huwa yanachukua muda mrefu kukamilisha safari kati ya Arusha na Musoma. Ni barabara ya vumbi ambayo huwa inakarabatiwa kwa kujaza kifusi mara kwa mara wakati wa kiangazi; wakati wa masika huwa haipitiki ila kwa taabu sana. Kinachofanyika sasa ni kuiwekea lami ili iweze kupitika wakati wote wa mwaka.

Kutokuwa na barabara zinazounganisha miji yetu mikuu siyo uniqueness ya kujivunia hata kidogo.

..wengine wanafikiri tukijenga barabara ya lami itakayokatiza mbugani Serengeti basi tutakuwa tumewakomoa wa-Kenya.

..kama nia yetu ni kuwaonyesha wa-Kenya kwamba na sisi wa-Tanzania tunaweza basi tujitoe kwenye jumuiya wa Afrika Mashariki ambayo haina manufaa yoyote kwetu.

Serikali yetu imeamka na imegundua kuwa haina budi kuanza kujenga barabara nzuri kwenye mikoa mbalimbali nchini. Kama una kumbukumbu nzuri, juhudi hizi zilianza kwa kujenga daraja ambalo lilitakiwa kuunganisha Tanzania na Msumbiji — tunajua matokeo yake.

Wakati tunajua fika kuwa barabara nyingi nchini ni mbovu kupita kiasi, na ambazo zinajengwa huonekana kama zinachukua miaka kukamilika, tuzungumzie mpango wa kujenga barabara itakayokuwa inaunganisha Arusha na Musoma; takribani kilomita 480 za barabara ya lami.

Ndio, kama ulivyoona hapo juu, barabara hii itakuwa inakatiza kwenye mbuga ya wanyama ya Serengeti.

Napenda kuwakumbusha wahusika kuwa kuna watu ambao kama wangekuwa na uwezo wa kupigana vita na kuichukua hii mbuga, wangeshaichukua kabla ya mimi na wewe hata hatujaona mwanga wa jua. Watanzania na Wakenya, hii mbuga ina thamani kuliko tunavyofikiria. Wapi kwengine utaona idadi kubwa ya nyumbu na pundamilia wakihama kutokana na mabadiliko ya majira?

Sasa, nitajaribu kuweka hisia pembeni na kuuliza wahusika maswali ya msingi ili tufahamu kama wanajua wanachofanya:

  • Wamesema kuwa wamefanya feasibility study na matokeo yake ni kwamba barabara hii haitaathiri uhamaji wa nyumbu na pundamilia. Tungeomba basi tuone hiyo ripoti na watueleze njia walizotumia kufikia hitimisho na ukubali wa kujenga hiyo barabara. Kama ni simulation programs, watupe basi na sisi tujaribu kuangalia kama kuna ukweli wowote.
  • Mpaka sasa hivi sidhani kuna mtu ambaye ana kiburi cha kusema anajua tabia za wanyama (kila kitu). Hizi documentary films tunazoona zinatupa tu mwangaza wa tabia za wanyama. Sasa, sielewi kwanini wanaongea kama wanajua kila tabia za nyumbu na pundamilia.
  • Watu wa Tanapa wanadai hii barabara itasaidia kukwamua wakazi wa Arusha na Musoma kiuchumi au kibiashara. Sawa. Lakini faida za hii barabara ni kubwa kuliko athari za aina yoyote ile zitakayoweza kuletwa na hii barabara? Tungependa kuona namba na taarifa kamili.
  • Nchi za Magharibi zimeanza kupika kelele (na mimi nawaunga mkono); sasa wakianza kugoma kuja Serengeti kutokana na hili sakata itakuwaje? Mara ya mwisho nadhani nilisikia kuwa chanzo kikubwa cha mapato Tanzania ni utalii (ambao hutuletea fedha za kigeni). Kuna uwezekano mkubwa kuwa huu mpango ukiendelea, idadi ya watalii inaweza ikapungua kwa kasi ya ajabu…
Ukiacha haya yote, ukimya wa Watanzania kwenye hili suala ni kitu kinachosikitisha sana kusema ukweli. Yaani watu wa Magharibi ndio wanaongoza kwa kupiga kelele. Hivi, tunadhani juhudi au kelele zao ni upumbavu tu au hatujui faida za mbuga kama ya Serengeti? Tuwaache viongozi wetu wafanye wanachotaka kwasababu watu wa Magharibi wanatuletea ukoloni mamboleo?

Oooh, kabla sijasahau. Lile bonde na Ngorongoro nalo ni kero. Itakuwa jambo la busara wakijenga overpass kuunganisha Ziwa Natron na Ziwa Magadi.

Sio siri hifadhi ya Serengeti inapakana na hifadhi ya Maasi mara ya nchini kenya yenye ukubwa wa 1,530 sq km.Watu wengi wanaopiga kelele kuhusu ujenzi wa hii barabara kwa kweli ni wadau wa utalii wa kenya amabo wanajua barabara ikijengwa upo uwezekano mkubwa wildebeest inaweza ikabakia serengeti pekee kwasababu ya ukubwa wake pia jiografia yake.Wapo baadhi ya watanzania kwa ufahamu mdogo wamejiunga na wapiga kelele wa kenya kuzuia ujenzi wa barabara ambayo ni muhimu kwa maendeleo ya uchumi hasa kwa mikoa ya Arusha na Mara.Kuna wakati nilisafiri kutoka Arusha kwenda Musoma nililazimika kupitia nchini Kenya ambako nililazimika kutumia fedha nyingi zaidi achilia mbali usumbufu wa mipakani.

Tanzania ina haki ya kufanya maendeleo bila kuogopa kelele za watu wanaojidai wana akili zaidi yetu,Safari hii imekula kwao watapiga kelele kwenye mablog mpaka watachoka ujenzi uko pale pale.
 
Mbuga ya wanyama ya Serengeti ina ukubwa wa 14,763 sq km ni hifadhi ya wanyama ya pili kwa ukubwa nchini Tanzania baada ya Ruaha National park.Hakuna ubishi hifadhi ya wanyama ya serengeti inaliingizia taifa fedha nyingi za kigeni hasa kwa tukio la wanyama kuhama kutoka sehemu moja kwenda sehemu nyingine.

UMEELEZA VIZURI SANA, kuna watz wengi sana ambao wanaweza kuchukuliwa na upepo wa wakenye wapendavyo...hivi hao wanyama wana allergy na lami? kwanza ndo itakuwa rahisi hata magari yetu ya utalii kupita kiurahisi...however, kama tunajali interest za wakenya, yaani kama tunajali utalii wa wakenya kuliko maendeleo yetu, tusijenge na tutaendelea kuitwa mambumbumbu wasiosoma, wajinga na wasiokuwa na akili, watu walio nyuma ya wakenya miaka yote kwasababu hatujali kile kilicho chetu. mbona mikumi, selous imepitiwa na barabara na reli na wanyama bado wapo? serengeti ndo kubwa kupindukia na wakenya wanaogopa tutawazidi utalii na sissi tunakubali...hivi serengeti ingekuwa kenya, hawa jamaa walivyo wasingejenga barabara? wangatusikiliza watz? sijui ni lini wabongo tutaamka kujali maslahi yetu kwanza kuliko maslahi ya wengine, ndio maana watu wanatutukana na kutudharau kwasababu ni wepesi mno kudanganyika...kalagabaho.

..angalieni hapo kwenye posting ya SN_VijanaFM kuna alternative route ya kutoka Arusha kuelekea Musoma bila kukatiza mbugani Serengeti.

..pia naomba kuwakumbusha kwamba barabara hiyo ikashajengwa, pamoja na magari kupita humu tutalazimika mara kwa mara kufanya shughuli za ukarabati/maintenance. sasa sidhani kama shughuli kama hizo zinaendana na dhima nzima ya Serengeti kuwa hifadhi asili ya wanyama.


..hiyo barabara italeta a very bad publicity towards Serengeti, and Tanzania, as a tourist destination.

..vilevile mnapaswa kuangalia madhara yatakayosababishwa na Serengeti kuwa na jina baya kwa wadau mbalimbali wa sekta ya utalii. nina wasiwasi kwamba miji mbalimbali kama Arusha, na uwanja wa ndege wa KIA inaweza kuathirika negatively.

..NAWAOMBA TUELEKEZE NGUVU ZETU KUISHAWISHI SERIKALI IJENGE BARABARA YA ARUSHA KWENDA MUSOMA, LAKINI TUSISITIZE KWAMBA BARABARA HIYO ISIKATIZE NDANI YA MBUGA YA SERENGETI.
