The Botswana Government has, for the first time, come out clearly into the open to state their position that they do not recognise Robert Mugabe as a legitimate President of Zimbabwe.

Briefing the media on Friday, Minister of Foreign Affairs Phandu Skelemani said the Botswana Government will do everything to help the people of Zimbabwe out of the morass that their country is going through.

Skelemani made it clear that any mediation efforts in Zimbabwe would have to be underscored by the understanding that Robert Mugabe and his political opponent, Morgan Tsvangirai, are treated as equals.

For the first time, Skelemani stressed that Robert Mugabe and his ZANU PF had flagrantly violated the constitutional and electoral processes agreed to by the Zimbabweans.

“Save for him pretending to be President of Zimbabwe, Robert Mugabe has committed no offence against Botswana.”
Skelemani also said Mugabe has already communicated his displeasure at the position adopted by Botswana, but added that “there is not much we can do. We have no choice but to stand by the people of Zimbabwe.”

Notwithstanding their position not to recognize Mugabe, Skelemani said Botswana’s ambassador to Harare, Pelokgale Seloma, will stay put “so that in case anybody needed our assistance we will be the first at the scene.”
He dismissed as untrue allegations that Botswana was acting as a stooge of colonial masters.

“We have been told we are stooges of our colonial masters. Since when have we become stooges? We don’t apologise for the position we have adopted,” said Skelemani to the amusement and amazement of scores of diplomats who had come to attend the press conference, among them the Zimbabwean Ambassador who had been invited by the ministry.

Botswana’s position not to accept Mugabe’s legitimacy comes in the wake of receiving an official report by election observers sent by the Botswana government to observe elections in Zimbabwe.

The report casts a damning picture of an atmosphere that was in no way near to being conducive for a free and fair election.

“It is against this background that Botswana urges SADC to assume its responsibilities by taking proactive steps that are consistent with its principles and objectives. It is, therefore, Botswana’s position that Zimbabwe not be allowed to participate in SADC meetings until such time that they demonstrate their commitment to strictly adhere to the organisation’s principles,” said Skelemani.

The Minister also said the government has already written letters to the SADC Executive Secretary as well as to the Chairman, making their positions known on the matter.

Going forward Botswana wants any mediation efforts to be continued inside a defined time frame, under an atmosphere of “mutual trust and good faith, with both parties treated as equal partners.”
Minister Skelemani said it was unlikely that Mugabe will continue to defy the world.

“Circumstances have changed. When the whole world makes noise, even Mugabe has to listen.”

The minister also made it clear that Botswana will never interfere in the internal affairs of Zimbabwe.
“We will never, as a government, help campaign for any of the candidates. If the Zimbabweans follow a process agreed amongst themselves and choose Mugabe we will say Hallelujah Amen. We are not telling them who to choose because we are not Zimbabweans.”

Mugabe receives show of support from Lesotho PM

Zimbabwean President Robert Mugabe received a show of support from the tiny kingdom of Lesotho when its prime minister told foreign powers Wednesday to respect the sovereignty of states in the region.

Asked for his reaction to calls for sanctions on the regime in Harare after Mugabe's widely derided re-election last month, Pakalitha Mosisili said it was not for outsiders to decide on the legitimacy of a particular government.

"It is high time countries and states respect the sovereignty of other countries," the Lesotho prime minister said.

"Whoever is saying it does not confer legitimacy on the government of Robert Mugabe, who is he or she to do that?"

His comments come after leaders of the group of eight industrialised nations rejected the legitimacy of Mugabe's victory in a one-man poll and vowed to take "financial and other measures" against perpetrators of political violence.

In another tacit show of support for Mugabe, Mosisili said that any government in Zimbabwe had to have the support of the armed forces.

"I don't care who rules Zimbabwe but he must be acceptable to the armed forces because he needs their support, but even they must respect the will of the people," he said.

Constantine Chiwenga, the armed forces' chief of staff, said ahead of a first round of voting in March that he would not take the salute from anyone who had not fought in the country's 1970s liberation war in an apparent reference to opposition leader Morgan Tsvangirai.

Tsvangirai beat Mugabe into second place in the first round but pulled out of the June 27 run-off after scores of followers of his Movement for Democratic Change (MDC) party were killed in attacks he blamed on pro-Mugabe thugs.

While Mugabe played a leading role in the 1970s liberation war in what was then Rhodesia, Tsvangirai did not play any part.

Along with Zimbabwe, Lesotho is one of the 14 countries which make up the Southern African Development Community (SADC).

The Botswana government has sealed off its Botswana-Zimbabwe border. Botswana Defence Forces have been deployed allegedly with heavy artillery, along the long boarder between the two neighbors.

It is suspected that this is the first step Botswana is taking along with breaking ties with Zimbabwe,as it to reviews its recognition and legitimacy of the Zimbabwean government. Botswana might recall its ambassador Pelokgale Seloma from Harare and expel his Zimbabwean counterpart.

In an interview with Botswana Sunday Standard, Botswana minister of Defence, Justice and Security, Brigadier Dikgakgamatso Seretse, said, "This is a very sensitive matter, therefore, I can neither confirm nor deny any deployment of soldiers along the Zimbabwe-Botswana boarder."

Early this week Botswana become the first African country to publicly declare that it will not recognize Mugabe as president of Zimbabwe and called for the African Union on Tuesday to exclude Zimbabwe from its meetings because a disputed election did not give the government legitimacy.

"In our considered view, it therefore follows that the representatives of the current government in Zimbabwe should be excluded from attending SADC and African Union meetings," Vice President Mompati Merafhe said.

It has emerged that during the closed door session on Tuesday evening, the Vice President of Botswana Mompati Merafhe said for all the reasons outlined in the reports of the observer missions of SADC, the AU and the Pan African Parliament, his country "does not confer legitimacy on the government of President Mugabe".

Merafhe proceeded to call for the exclusion of the "representatives of the current Zimbabwean ‘government'" from all future SADC and African meetings, saying their participation "would give unqualified legitimacy to a process which cannot be considered legitimate."

Botswana also added its voice on Thabo Mbeki's mediation efforts,"The personalities for the mediation process should be acceptable to both parties. It is also Botswana's strong view that the mediation process must treat both parties as equals," Merafhe said.

Wengi wanaendelea kujidai kwamba wao walipita kwa kura halali. Waongo watupu! Ni wachache sana wanaoweza kufungua lips zao kumsema Mugabe. Ndio sababu wanajifanya kujaribu kuona kama kutakuwa na Government sharing. Aibu tupu!
Lesotho sioni ajabu wakisema hivyo maana hawa kwa demokrasia wala hakuna wanalojua maana ile ni nchi ya mtu mmoja na familia yake wameihodhi kwa kigezo cha utemi. Kwa hiyo unategemea criticism kutoka kwao kweli?
Vikwazo kwa viongozi wa Zimbabwe hilo ndiyo ingekuwa suruhisho. Au kuwashitaki viongozi hao kwenye mahakama ya kimataifa kwa vitendo wanavyowafanyia ndugu zao kwa kisingizio kuwa mambo yao watayamaliza wenyewe na mtu asiingilie.
Ndiyo hawa hawa ambao jirani anapiga mke na wananyamaza kwa kigezo hicho hicho cha kutoingilia mambo ya nyumba ya jirani. Na kesho yake wanapanga foleni kuuaga mwili wa marehemu mke wa jirani. Hapa Afrika, Makubwa!

Ni kweli kabisa wazimbabwe wana akili na wafanya kazi kwa bidii sana, lakini ndio hivyo tena Mugabe kawavuruga na sasa wanatangatanga. Ndio mtu yeyote anayeitakia mema Zimbabwe hawezi kufurahi kuona Mugabe aking'ang'ania madaraka at the peril of millions intelligent Zimbabweans.

Mugabe kairudisha Zimbabwe miongo kadhaa nyuma. Zimbabwe ilikuwa na uwezo wa kuendelea pakiwa na au bila kuwepo kwa huo mkataba wa Lancaster. Walikuwa wanaendelea vizuri kabisa bila utekelezaji wa huo mkataba. Iweje leo hii wakwame ndio tunakumbuka kwamba tulikuwa na mkataba wa Lancaster?

Waafrika tuache kujificha na kuyaficha matatizo yetu; tuyatatue. Tatizo la Zimbabwe ni uongozi unaopenda madaraka kuliko nchi na wananchi wake kiasi kwamba wanatumia majeshi kuwaua wananchi badala ya kuwalinda. Inasikitisha kwamba kuna watu wanaojifanya wanawapenda wazimbabwe na wakati huohuo hawataki kuunga mkono juhudi zao za kujikomboa na ushetani wa Mugabe na kundi lake!
