Bomba La Mafuta: Total SA yasitisha rasmi mpango wa kujenga bomba la mafuta la Tanga-Hoima

niulize kitu hapa.. hivi sisi Tanzania hatuna vyanzo vya upatikanaji haya mafuta ghafi ili tuchimbe wenyewe badala ya kuwa mgongo kutumika kupitisha maendeleo ya nchi jirani badala tujitafutie sie wenyewe?

Ndio maana kila siku nasema watu walau wawe na background knowledge ya vitu kwanza kabla ya kuanza majibizano.

Ni hivi mkataba una aina mbili za terms
(I) ‘expressed terms’ ambazo ni makubaliano ya party involved on value of exchange na other conditions za mkataba.

(II) ‘implied terms’ zipo za aina mbili customs terms na statutory terms. Hivyo basi sheria husika za nchi zina nguvu kubwa ndani ya mkataba ambazo lazima ziwe sehemu ya terms na usipoziweka wakati unaingia basi unatoa mwanya rahisi sana wa kuvunja mkataba au mahakamani unaweza kuwa unforceable ukienda kuishitaki serikari.

Sheria zetu za mafuta in terms of contract zinalenga framework za Production Sharing Agreement. Sasa ni jukumu lako kuelewa clauses zinazoendana na mikataba ya aina hiyo.

Ndio maana kwenye sheria zilizopitishwa kwa hati ya dharura zina majedwali ya ujazo wa visima jinsi mapato yatakavyo gawanya na share zitakavyobadilika kwa kadri mwekezaji anavyorudisha hela yake inataka uelewa specific za hizo frameworks uone serikari ilikuwa inajikinga na nini.

Sasa kama ulikuwa uelewi hizo ni implied terms za mkataba at least kwa ile ambayo ilikuwa aina makubaliano rasmi kabla ya sheria kutangwa. Kwa hivyo uitaji kuona details zote za mkataba kujua what the government will earn watu wakianza kuchimba.

Uamzi wa kujenga bomba ulifikiwa kabla ya Tullow hata hajawa na fikra za kuuza hisa, itakuwaje sasa ndio liwe jambo la kufa na kupona katika ujenzi wa bomba?

Tuache kuweka matumaini mengi kupita kiasi juu kutegemea mali asili kama mafuta na madini kuwa tegemeo la kuzikwamua nchi hizi kutoka katika ufukara wa kutupwa. Kuna nchi kibao duniani zimeweza kupata maendeleo bila ya kutegemea mali asili. Kwa nini iwe tofauti kwetu?

Dawa ya makampuni kama haya ni kuweka sheria zinazowataka kuendeleza mali walizogundua katika muda maalum. Wakishindwa kufanya hivyo mali hizo zinarudishwa kwa wenyewe, wananchi. Makampuni yatafidiwa tu gharama zilizotumika katika kazi za ugunduzi.
Hatua hii itawatia akili kichwani.

Hawa wa kwetu na gesi na wao sasa hawana haraka. Wapo kama hawapo, huwasikii tena, hata mnong'ono, kwa sababu wanajua sheria zinawalinda hata ikichukua miaka ishirini, bila kujali mahitaji ya wenye nchi.

Total SA has suspended its planned $3.5 billion crude export pipeline from Uganda to Tanzania after the collapse of a deal to buy a stake in Tullow Oil Plc’s oil fields in Uganda.

The French oil major has terminated all activities related to the 1,445-kilometer (898-mile) conduit from its crude fields in Uganda to Tanga in Tanzania because shared ownership in the project was to be determined upon the completion of the Tullow deal, an official familiar with the project at Total’s Ugandan office said.


Last week, Tullow Oil was forced to abandon plans to sell a stake in its Ugandan project to Total and China’s Cnooc Ltd. and restart the process from scratch after tax negotiations stymied the deal. The termination of the agreement was a blow to Tullow, which had sought partners to help it develop about 1.5 billion barrels of recoverable oil in its Ugandan fields.

After Tullow discovered oil in landlocked Uganda in 2006, the country made ambitious plans to construct a 216,000-barrel-a-day pipeline and a refinery. Its anticipated time line for delivering first oil from the project was adjusted multiple times. A recent government estimate stated that it would come online in 2022. A final investment decision on the project was targeted for the end of this year.

The project’s partners and Uganda’s government will have to come up with a “sensible new target” to give it the green light, Tullow Chief Executive Officer Paul McDade said after the company announced it planned to scrap the stake sale.


Total E&P Uganda, which was leading the pipeline project, dismissed employees who were set to undertake works on it, the official said. The explorer was involved in initial land acquisition in both countries, the official said.

Cnooc Uganda Ltd., which is jointly developing the country’s crude finds, suspended at least 12 employees following delays on the project, a company official familiar with the matter said by phone without providing further details.

Total declined to comment.


This is a big blow to Uganda and Tanzania. Normally, when big guys move away, they scare everybody. Who is going to team up with Tullow in the next team formation for the project? Don't tell me Chinese...it would be the pain in the ass

Hii sana sana ilikuwa project ya Uganda,kwa hiyo kwetu sio deal saana.Ofcourse watu wetu wangepanda tuvibarua huko,lakini kwetu it is not a major set back.It is however a big set to Uganda.

Do not overly blow the situation out of propotion.The breakdown of the deal is not a big setback to Tanzania.This was a Ugandan Project,Tanzania was only going to benefit through land provision,employment oppotunities and other misceleneous activities.So you see it's not a big deal to Tanzania.
By the way if the deal between Total SA and Tullow has broken down,I do not see why the Chinese should not be invited to take up the Project,they are good after all,inspite of the West always unnecessarily and unfairly demonizing them.Unfortunately you are also doing the same.

It is a blow for our teams that were set up for the project. After the hard work, they are demobilizing without going to the phase that would be beneficial economically.
Chinese are for China. They will just take the black gold for free. They will do everything themselves. Yes, western countries have issues.... but the magnitude of Chinese run economic problems is incomparable
