anyway siungu mkono ujinga anaoufanya Bemba na hasa ukaidi wake, nina wasi wasi behind him kuna Kagame/M7/ Belgium/France.

Familia ya kina Bemba ndiyo walikuwa supplier wa silaha in wakibadilishana na diamonds and timber na Jonas Savimbi. Jean Bemba baada ya kumaliza masomo Ubelgiji alikuwa msimamizi wa biashara hiyo.

Wacongomani wana choice mbili: ama wamchague Jean Bemba, gaidi na mhalifu wa vita, au wamchague mswahili Joseph Kabila.

Jean Bemba amechafuka kwa damu ya Waangola, na zaidi ya Wacongomani wa Mashariki ya Congo. Majeshi ya Jean Bemba yamehusika na mauaji ya jumuiya kule mashariki ya Congo.

Kwa mtizamo wangu Wacongomani watafaidika zaidi wakimchagua Joseph Kabila kuwa kiongozi wao. Kabila ana rekodi nzuri ya kuleta amani na umoja miongoni mwa Wacongomani.

Je Tanzania ipeleke majeshi kuzuia maasi DRC?

Tunachoweza kufanya, kama hatua ya mwisho kabisa, ni kuingia kidogo DRC na kuweka a buffer-zone, ili kuzuia wakimbizi kumiminika Tanzania. Zaidi tuwe makini kuzuia ushawishi wa kushiriki ktk mapigano kwa namna yoyote ile.

Early life
Joseph Hypolite Kanambe Kabila was born in the rebel stronghold of his stepfather, then rebel leader Laurent Desire Kabila, in Hewa Bora II, South Kivu, in the East of the Democratic Republic of the Congo. He's the son of Christopher Kanambe and Marceline Katerebe. President Kabila started elementary school in the public school system, in Fizi, South Kivu, and finished them in Dar Es Salaam, Tanzania. He then went on to attend secondary school at a Tanzanian secondary school, in Mbeya, Tanzania.

Guerilla and Army years
In order to integrate his stepfather's rebel forces, Joseph Kabila followed a military curriculum in Tanzania, and from the neighbouring governments of Uganda and Rwanda, after graduating from high-school. In 1996, he joined Laurent Kabila's Rwandan backed rebel forces (the Alliance of Democratic Forces for the Liberation of Congo, (AFDL)), as operations commander, in the campaign that is dubbed the First Congo War. Following the AFDL's victory, and Laurent Kabila's rise to the presidency, Joseph Kabila went on to get further training at the National Defense University, in Beijing, China.

When he returned from China, Kabila was given the rank of Major-General, and appointed Deputy-Chairman of the Joint Chiefs of Staff of the Congolese Armed Forces, in 1998. He was later, in 2000, appointed Army Chief of Staff, a position he held until the elder President Kabila's untimely death, in January 2001. As chief of staff, he was one of the main military leaders in charge of Government troops, in the Second Congo War.

When Kabila rose to the Presidency on 26 January 2001, at age 29, he was considered young and inexperienced. Joseph Kabila has since attempted to end the civil war and remove foreign troops from the country, with some success. The 2002 peace agreement signed at the Inter-Congolese Dialogue in Sun City, South Africa, which nominally ended the Second Congo War, maintained Joseph Kabila as President and head of state of the Congo. An interim administration was set up under him, including the leaders of the country's two main rebel groups as vice-presidents (two other vice-presidents are representatives of the civilian opposition and government supporters respectively).

On March 28, 2004, a coup attempt or mutiny around the capital Kinshasa, allegedly organized by supporters of the late president Mobutu Sese Seko, failed. On June 11, 2004, coup plotters led by Major Eric Lenge allegedly attempted to take power, declaring that the country's peace process was not working, but were defeated by loyalist troops.

In December 2005, a referendum approved a new constitution, and presidential elections are currently planned for July 30 2006 (having been delayed from an earlier date in June). [1] The new constitution lowers the minimum age of presidential candidates from 35 to 30, which allows Kabila to run [2] (although by the July 30 election date he will already be 35 years old in any case). On March 22nd, 2006, he registered as a candidate.[3]

Although Kabila registered as an independent, he is the "initiator" of a the People's Party for Reconstruction and Democracy (PPRD), which chose him as their candidate to the election.

The BBC's Arnaud Zajtman profiles Joseph Kabila, the man most likely to become the Democratic Republic of Congo's first democratically elected leader since independence in 1960, in a piece published in the Focus on Africa magazine.

Before campaigning began, Joseph Kabila, 35 had only given two news conferences in Kinshasa and has made very few speeches, despite being president for more than five years.

He became the world's youngest head of state in January 2001, after the assassination of his father Laurent-Desire Kabila.

"Kabila is not shy, he is reserved. This is part of his Swahili cultural background," explains Kabila's personal secretary, Kikaya Bin Karubi.

Indeed, this reservation is in contrast to the usual Congolese effusiveness.

'War bus'

Joseph Kabila was born in the mountains of Fizi, eastern DR Congo, the stronghold of his then-rebel father, but grew up in exile in Tanzania.

His schoolmates at the Zanaji secondary school in Dar es Salaam nicknamed him "War bus" because of his enjoyment of war films and martial arts.

Still, they were all surprised when they saw the first pictures of him and his father fighting a real war, which ended when they seized power in DR Congo (then Zaire) and overthrew President Mobutu Sese Seko in May 1997.

"We didn't even know he was Congolese," recalls one of them, who did not want to be named.

The Kabila family lived in Dar es Salaam under the discreet protection of then-Tanzanian President Julius Nyerere - a man Joseph Kabila claims to be his "role model".

So as not to attract the attention of Mobutu's intelligence service, they pretended they were members of the Fipa people, a small ethnic group from south-west Tanzania.

This upbringing and the fact that Mr Kabila speaks French with an English accent and knows no Lingala (DR Congo's lingua franca) has fuelled his detractors' argument that he is in fact "a foreigner".

Parallel government

The Union for Democracy and Social Progress - the opposition party of veteran opposition leader Etienne Tshisekedi - has spread the rumour that he is not Laurent Kabila's legitimate son, but is in fact of Rwandan origin - a strong accusation in a country that was invaded by the Rwandan army during a five-year war.

Meeting the president

With elections coming up, his closest disciples "the Kabila boys" are trying hard to present their leader as genuinely Congolese.

During the February political rally, they introduced his mother, Sifa, and his brother and sister to the militants, while Vice-President Abdoullaye Yerodia insisted that he witnessed Mr Kabila's birth in Fizi.

Mr Bin Karubi adds that if Mr Kabila is not well known to the Congolese, it is mainly because he spends all week working hard in the office and some of his weekends cropping and doing motocross on his farm, Kingakati, on the outskirts of the capital.

Indeed, in spite of the 2002 power-sharing agreement that includes four vice-presidents from rebel groups who fought during the war, and a cabinet of more than 50 ministers in his interim administration, President Kabila still runs a staff of 200, described by the opposition as a "parallel government".

Shady deals

His experience as a general in the Congolese army also helps him to keep direct control over a 7,000-strong army unit known as the Republican Guard, which allegedly includes a few Zimbabwean commanders.

DR Congo's war led to shady business deals, but Mr Kabila has not been directly implicated in any.

The same cannot be said of "the Kabila boys". One of them, Katumba Mwanke, a minister at the presidency, was forced to resign because of accusations in a 2002 United Nations report that he was profiteering from the war through deals made with Zimbabwean officials.

Yet, he remains close to the centre of power, acting as one of Mr Kabila's top advisers.

On his campaign posters, Mr Kabila says: "The Congolese know exactly where their interests are. There is a reason to hope."

The Congolese people will be hoping that Mr Kabila, the clear favourite to win the presidency, also knows where the genuine interests of DR Congo are, and that he will keep reminding his "boys" that they are in politics to serve the nation of 56 million

Bemba's Napoleanic antics dangerous

The world press informs me that there is a sulky mood in Kinshasa, Democratic Republic of Congo. And Jean-Pierre Bemba is wailing and sulking all over the place making a perfect African figure of tragedy. He had better remain sulky! For I believe that DRC, just like the rest of Africa no longer needs trigger-happy rebels.

Bemba, one of the four vice-Presidents, is a man known to have acute deficit for respect, moral probity and is averse to the rule of law, let alone acknowledgement, respect and admiration for President Joseph Kabila. Twice this year, he made blind rhinoceros charges at the Presidency and lost miserably.

Being a ready student of Napoleon Bonaparte, born a decade after the French Revolution of 1789 in the small Mediterranean Island of Corsica, Bemba astonished the world by making true Napoleon’s On s’engage, et puis on voir (You engage your enemy (in combat), and then you see), sub-merging DRC into the present bloody imbroglio, especially after loosing for a second time in the DRC polls.

The first attempt was on July 30. Thirty-two candidates crowded the field. The Independent Electoral Commission announced that Kabila garnered 44.81 to Bemba’s 20.03 per cent of the votes cast.

When the results were announced early in August, Bemba’s young hooligans cried foul and the rioters went berserk for three days killing, maiming and destroying property on Bemba’s behalf. I am told thirty people died in Kinshasa, and property worth millions of shillings were destroyed.

Yet, the bitter truth Bemba could to accommodate was that none of the Presidential candidates garnered the required votes, thus prompting the DRC’s Independent Electoral Commission to set a run-off between the top two contenders that took place on October 29 2006.

Several days ago, soldiers and Bemba’s supporters clashed and it is reported that four people died in the skirmishes as the Electoral Commission routinely posted partial results on its website, in a botched attempt to quell the rising political temperatures, a move that, I believe, was an uncalled for transparency gimmick. Why? DRC needs finality, not a peace-meal here, a peace meal there!

I am informed that Bemba first got angry that the Electoral Commission was taking too long to announce the results without informing him first. Apparently, he and Kabila had a deal that they be informed of the results 48 hours before they were to be made public.

It looks to me that someone somewhere got smart and torpedoed the plan for the simple fact that in your knowledge and mine, such a move would have allowed room for mobilization – violence again. Yet, the principal lesson that DRC aught to have learnt is that history has a fine way of repeating itself. Ever since the assassination of Patrice Lumumba in the wake of DRC’s independence, this rich country has known little to do with peace.

Let me hasten to remind you, that to keen observers, history repeats itself, the first time – according to Marx – as a tragedy and second as a farce. His rich literary diarrhoea gives a pigeon-hole peep through the European history

By the same token, Rousseau did posit that the little Mediterranean island of Corsican would one day shock the whole European world. It was only a “presentiment” as he called it, but it left a lot of marks in the European history, as 20 years later, Napoleon was riding roughshod all over continental Europe.

Georges-Jacques Danton’s de l’audace, de l’audace had produced only le Terroir and le Directorat, the only l’homme fort of continental Europe by then. As such, it was into this bloody imbroglio that Napoleon stepped by his 1799 coup d’etat, thus declaring himself emperor in 1804.

Bestriding the narrow continent like a colossus, he subdued one country after the other. He was just about to declare himself Europe’s supreme ruler when he made one terrible mistake of invading Russia in 1812, allowing the cold Russian weather fight for his enemies. He lost most of his soldiers.

Fatally weakened, he finally met his first legitimate defeat (by Prussia) at Leipzig in 1813 and his thrashing by England at Waterloo in 1815. Napoleon was then exiled to the Atlantic island of Saint Helena, where he died in 1821, the figure of tragedy he was.

But what has all this got to do with the polls in DRC? Well, Bemba is wailing all over the place in DRC, as history has repeated itself in Africa. Just like in the illustration I gave above, the first and the second and all the subsequent events have not been centrally boiled in one individual, Jean-Pierre Bemba, or even Joseph Kabila, but we have a number of personalities predeceasing each of them( Kabila and Bemba) on both sides of the scale.

We all (if not most of us who are upbeat on African History) know about DRC under Patrice Lumumba, then under Mobutu Sese Seko, then Laurent Kabila before the incumbent Joseph Kabila. But all the same, there remained a great resemblance and striking parallels with Paris.

Kabila senior (Laurent), a leading rebel commander, was central to all major tragedies of Mobutu’s administration just before latter’s ouster from power and eventual death in exile. After Kabila senior’s coup d’etat, la canaille, les sans culottes and DRC’s other starvelings began to be used systematically as cannon fodder with hooliganism taking centre stage.

In Louis XVI’s ancient regime, Queen Marie-Antoinette had cynically promised them some cake. But, in DRC, l’etat c’etait l’homme fort; Mobutu them Kabila senior and Bemba is keen on ruling by fiat too.

And now, with Joseph on the saddle of DRC sacred horse, Bemba wants more than just a mere cake and is ready to marshal more Napoleons all conspiring to mortgage their bodies and souls to a blood-sucking animal called oligarchy under the tutelage of a new l’homme fort elite; Mr. Bemba.

But people are not finding Bemba’s theatrics very amusing. If anything, Sir Isaac Newton had already revealed that to every action there is an equal and opposite reaction. So we were not surprised to see what happened when Congolese Napoleon invaded a Russia in a garrison called DRC polls. Observer troops are now ready to do Waterloo on Bemba and company.

So as we talk of history, we should say that history repeats itself with a purpose- to give people – if they are intelligent – a chance to avoid the tragic mistakes of the past and the likely farcical consequences. That is why; I believe, the Congolese must not allow Bemba to play cheap theatrics, taking on the role of the absurd!
