Tunajulikana Zanzbar na wananchi wazanzibar, hizo organs zingine siyo lazima by the way inatusaidia nini kuwa member?

Sana sana tunapunguza gharama za ada za mwaka (Tanganyika wanalipa) sisi tunaendesha serikali yetu kwa faida ya nchi na wananchi wetu..

Kwa hiyo usihofu..hatuhitaji kuwa mwanachama wa hayo ma-organs ili kuwa nchi..Zanzibar ni nchi kwa ajili wananchi wa zanzibar..upo..

Kama hiyo mimeli yote aliyoitaja inapepea bendera yetu na sisi hatunufaiki nazo ni bora muungano uvunjwe tu maana nilidhani sisi na vilaza wa mikataba feki kumbe wenzetu ndio vilaza zaidi. Kama ni hivyo bendera haihusu upande mmoja tu. Kwa hiyo wanaouliza kwanini itumike bendera ya Tanzania, jibu wamelipata.

Uko sahihi Zomba. Tatizo la watanganyika wenzangu wanasahau kuwa Zanzibar iliingia kwenye muungano kama nchi kamili iliyokuwa ikijitegemea na kwa sababu za umahiri wa kujadiliana (negotiation skills) waliweza kubaki na serikali yao na muundo wao wa kiuongozi. Yaani serikali yao na bunge lao.

Sisi watanganyika tuliathiriwa na janga la kuingia mikataba feki la ambalo halikuanza leo kwani hata huu mkataba wa muungano ulikuwa feki kwa watanganyika kwani uliuza nchi ya Tanganyika, uhuru wa watanganyika wa kujiamulia mambo yanayowahusu na utambulisho (identity) wao kama wananchi. Matokeo yake baada ya kujaribu kuingiza mambo mengine ya muungano kinyemela sasa wanalazimisha na Zanzibar ikubali kuachia mambo ya msingi yanayohusu utaifa wao, uhuru wa kujadili na kujiamulia mambo yanayohusu maslahi ya Zanzibar na utambulisho wao kama wazanzibari.

Kuweka rekodi sawa: Tanzania ni muungano wa Tanganyika za Zanzibar na nchi hizi mbili zina haki sawa kwenye masuala yote yanayohusu muungano. Tofauti na Zanzibar, Tanganyika ilififishwa ndani ya huu muungano na kwa sasa watanganyika hawana tena uwanja (platform) wa kujadili mambo yanayohusu maslahi yao ndani ya muungano. Lile bunge la Dodoma kama ilivyo serikali ya Muungano ni vya wote na wote tuna haki sawa. Wazanzibari wana haki zote za uwakilishi wa haki na usawa serikalini na ndani ya bunge la muungano.

Tukielewa hili tutapunguza mapovu wakati wa kuchangia mada zinazohusu Zanzibar na madai ya wazanzibari kwenye huu muungano.

Tarehe 27/06/2012 Vyombo vya Habari hapa Tanzania (The Citizen) na nchi za nje (International news Agency – Bloomberg) viliandika makala kuhusu usajili wa meli 10 za mafuta (Tankers). Ilidaiwa katika makala hayo kuwa Meli hizo zilisajiliwa Zanzibar na zinapeperusha Bendera ya Tanzania na kwamba zinafanya biashara na Kampuni ya Serikali ya IRAN. Gazeti la "The Citizen la tarehe 27 Juni, 2012 lilikuwa na kichwa cha habari "Iran Tankers adopt TZ Flag to avoid embargo" (meli za mafuta za Iran zinatumia bendera ya Tz kukwepa vikwazo.

TAARIFA YA ZMA

Mamlaka ya Usafiri Baharini Zanzibar Maritime Authority – ZMA ni Mamlaka iliyoundwa kwa sheria No. 3 ya mwaka 2009 ambayo pamoja na kazi nyengine inasimamia utekelezaji wa Sheria ya usafiri wa Bahari Zanzibar ya mwaka 2006 (Zanzibar Maritime Transport Act 2006).

Sheria ya Zanzibar Maritime Transport Act 2006, kifungu no. 8 cha sheria hii, kinasomeka kama ifuatavyo:

Section 8 (1). There shall be established the registers of Tanzania Zanzibar ships to be Known as:-
(a). Tanzania Zanzibar International Register of Shipping for ocean going ships; and
(b) Tanzania Zanzibar Register of Shipping for coastal Ships.
(2). A ship shall be a Tanzania Zanzibar ship for the purpose of this Act if that ship is registered under this part.
Katika kutekeleza jukumu la usajili wa meli kama ilivyoelekezwa katika kifungu 8(1)(a) hapo juu, Serikali ya Mapinduzi Zanzibar imetiliana mkataba na kampuni ya PHILTEX ya Dubai kufanya usajili wa meli za kimataifa. (Open Registry). Usajili huu umekuwa ukifanyika tangu mwaka 2009 na mpaka sasa ZMA kupitia Wakala wake imesajili meli 399 ikiwa ni pamoja na meli za mafuta, makontena, General cargo na meli za Abiria.

Kama nilivyoeleza hapo awali, vyombo vya habari vimechapisha makala ya usajili wa meli 10 ambazo zinadaiwa ni meli za IRAN kulingana na makala zao hizo.

SMZ inatoa taarifa rasmi juu ya meli za mafuta ilizosajiliwa wiki mbili zilizopita pamoja na majina ya meli, ukubwa wake, majina ya makampuni inayomiliki meli hizo na nchi zilizotoka kabla ya kupata usajili kwa ZMA, kama ifuatavyo:

Jumla ya GRT ni 1,388,368 tons

Meli hizi ni 11 kama zinavyoonekana katika orodha hapo juu ni miongoni mwa meli nyingi zinazobadilisha usajili wao (De registration). Meli zilizosajiliwa na ZMA zinatoka nchini Cyprus na Malta. Sambamaba na meli hizi 11 zilizosajiliwa na ZMA, meli za mafuta nyengine 20 ambazo zinasemekana zilikuwa kwenye usajili wa nchi za Ulaya zimebadilisha usajili wao na kwenda usajili wa "TUVALU Islands".

ZMA ilimtaka Wakala wake Philtex Corporation kuwaita wenye meli hizi na kuwataka kujieleza kuhusu uhusuiano wao na Serikali ya au makampuni ya mafuta ya IRAN. Philtex ilikutana na Wamiliki hao siku ya Alkhamis tarehe 28/06/2012 katika afisi za Philtex Corporation na Wamiliki hao wameeleza kwamba hawana uhusianao na Serikali au mamlaka yoyote nchini Iran na wameamua kuja kusajili meli ZMA kwa ridhaa yao na kwa kufata matangazo ya usajili wetu wa nje (Open Registry).

Pamoja na maelezo hayo, wamiliki hao wametangaza kwamba ikiwa ZMA haiko tayari kuendelea na usajili wa meli zao, wanaweza kufuta usajili wao na tayari wanafikiria kufanya mazungumzo na open Registry nyengine (PANAMA) lakini hawana nia ya kurudi walikotoka, yaani Cyprus na Malta.

Kinyume na maelezo yaliyotolewa na vyombo vya habari juu ya uraia wa wamiliki wa meli hizi, Wamiliki wa meli hizi kama walivyojieleza katika usajili wa meli zao wana uraia wa British Vergin Islands na Sychelles.

Kulingana na "United Nations Convention Law of the Sea", Article 91, na za "Geneva convection of Registration" articles 6, 7 na 8, na kulingana na Zanzibar Maritime Transport Act of 2006, section 8, Zanzibar ikiwa ni nchi moja kati ya nchi mbili zinazounda Jamhuri ya Muungano wa Tanzania inayo haki ya kusajili meli yeyote kulingana na taratibu na Sheria za Zanzibar, na sheria za Kimataifa zinazoongoza usajili huo.

Maelezo haya yanatolewa ili kutoa usahihi wa uvumi kuwa Zanzibar imesajili meli za IRAN ambazo zimewekewa vikwazo na Marekani na nchi za Umoja wa Ulaya (European Union) juu ya usafirishaji na uuzaji wa mafuta kutoka Iran.

Mhe. Spika, taarifa hizi za vyombo vya habari hazina madhumuni yeyote zaidi ya kuwavunja moyo wenye Makampuni ya meli wanaotaka kusajili meli zao kwetu.

Hivyo basi Serikali inatamka wazi kwamba Usajili uliofanywa kwa meli hizi umefuata taratibu zote zilizowekwa kisheria na kwamba Serikali imekuwa ikifanya na itaendelea kufanya mazungumzo na wenye meli mbalimbali ili kuongeza idadi na ukubwa wa meli inazosajili nje ya nchi. Biashara hii ya ukubwa wa GRT 1,388,368 Tons katika kipindi cha wiki mbili na maombi mapya matano kwa meli zitakazokuwa na ukubwa wa zaidi ya GRT 500,000 imeshtua Makamuni mengine na hata nchi nyengine zisizoitakia mema Zanzibar katika juhudi zake za kukuza mapato na uchumi wake.

Hata hivyo mamlaka itafata sheria zote zilizowekwa kitaifa na kimataifa katika biashara ya usafiri baharini na itahakikisha meli zinasajiliwa chini ya mamlaka hii zinafata taratibu ilizoweka.

Mhe. Spika, kabla ya taarifa hizi za vyombo vya habari (The Citizen), Waziri wa Uchukuzi wa SMT Mhe. Harisson Mwakyembe) alipokuwa akijibu suala Bungeni hivi juzi hakuonyesha kurishika kwake katika usajili wa meli (Open Registry) inayofanywa na Zanzibar na kuahidi kufanya ziara ya kuja Zanzibar kuonana na Waziri anaehusika kuzungumzia suala hili. Taarifa za "The Citizen" zaweza kuwa ni muendelezo wa Mhe. Mwakyembe kutoridhika kwake katika usajili unaofanywa na Serikali kupitia uwakala wake huko Dubai.

Mhe. Spika, Zanzibar haifungiki kusajili meli za nchi yeyote.
Hili ni suala la kibiashara na kwamba kwa Serikali yetu ni njia moja ya kuongeza mapato yanayoendesha Serikali, alimradi tu usajili huo hauvunji sheria za Kimataifa.

Mhe. Spika,

Zanzibar ina uhusiano mkubwa na wa muda mrefu na nchi nyingi ikiwemo IRAN na hivi karibuni Zanzibar ilipata ugeni (Makamo wa Rais wa Iran) na viongozi wetu walifanya mazungumzo ya namna gani IRAN itaendelea kusaidia Zanzibar katika miradi ya Maendeleo. Zanzibar haingependa kuingizwa kwa visingizio vyovyote na kwa njama zozote katika migogoro isiyowahusu.

Hivyo, kwa taarifa hii, Serikali inakanusha rasmi uvumi wa vyombo vya habari kuhusiana na suala hili kama taarifa hii ilivyofafanua hapo juu.

Tanzania must stop the practice of "re-flagging" Iranian oil tankers or it will face the threat of U.S. sanctions and damage its ties with Washington, a U.S. lawmaker warned on Friday.

Howard Berman, the ranking member of the House Committee on Foreign Affairs, accused Tanzania of reflagging at least six and possibly as many at 10 tankers owned by the National Iranian Tanker Company.

"This action by your government has the effect of assisting the Iranian regime in evading U.S. and EU sanctions and generating additional revenues for its nuclear enrichment and weapons research program and its support for international terrorism," Berman said in a letter to President Jakaya Kikwete that was obtained by Reuters.

Berman said if the tankers were allowed to continue sailing under the Tanzanian flag, Tanzania could face the sanctions that President Barack Obama signed into law.

He said Congress would also have "no choice" but to consider whether to continue the range of bilateral U.S. programs with Tanzania.

Officials at Tanzania's embassy were not immediately available to comment on Berman's letter.
The sanctions, along with similar action by the European Union, are aimed at pressuring Iran to curb its nuclear program, which the West believes aims to develop nuclear weapons but which Tehran says is for peaceful purposes.

The United States gave China a six-month reprieve from Iran financial sanctions on Thursday. The Obama administration has now spared all 20 of Iran's major oil buyers from its unilateral sanctions, rewarding them for cutting purchases of Iranian oil.

No matter how many times a vessel changes its name and flag, it has a serial number given to it at registration that remains the same.

"While the IMO number is a unique reference to the identity of the vessel, it does not give any information more than a car's licence plate tells you who the owner or driver is," says Richard Hurley, a maritime data specialist at IHS Fairplay.
AIS Live, a ship-tracking tool by IHS Fairplay, also shows that Iranian tankers have in recent weeks been frequently turning their transponders off.
