Ambassador Sefue completed his undergraduate studies in Public Administration in 1977 at what is today Mzumbe University in Morogoro Tanzania. He earned an M.A. in Public Policy and Administration from the Institute of Social Studies (ISS) in The Hague, The Netherlands, (1981). He holds a Post-Graduate Diploma in International Relations and Diplomacy from the Tanzania-Mozambique Center for Foreign Relations in Dar es Salaam, Tanzania (1986).

Isitoshe, utaratibu huu unaendeleza hali ya SIFA SAHIHI na uzoefu sahihi wa kufahamu matatizo ya watumishi wa serikali on the ground kuendelea kupishana na zile sifa za 'Bora Mtanzania' anayeteuliwa kuja kuchukua nafasi hiyo. Ni jambo la kusikitisha kwamba kuna baadhi ya nafasi ambazo siku zote hupata watu amba UTUMISHI WAO ULISHAFIKIA KILELENI siku nyingi hivyo kutotarajiwa kuweza kuleta lolote jipya katika kuhuisha nidhamu ya matumizi holela ya serikali na utumishi uliotukuka.

Wakati Sefue anaingia ofisini ajue anakutana na challenges mbili kuu hapo juu mezani kwake. Vilevile Balozi Fue anazikuta mezani toka kwa walipakodi tuliokwishapotea imani na watumishi wetu wavujaji hovyo wa kodi kwenye mikongamano miposho kibao, safari zisizo na tija huku bajeti ya serikali kwa ajili ya maendeleo yetu ikibakia kuwa ni chini ya robo ya bajeti walizojipangia kwenye utawala - ni biashara kichaa kweli kweli kupanga kuleta maendeleo ya Tsh 500mn/- lakini wewe ukajipangia 25bn/- kwenye shughuli ya utawala; wizi mtupu hakuna kitu pale!!

I am deeply concerned that this article gives an erroneous impression of the status of the otherwise excellent bilateral relations between Canada and Tanzania (Re: "Canada Cocooning Itself Against Third World: Lowassa" Nov. 29).

The article has not done justice to the genuine feelings of appreciation and deep gratitude of the government and people of Tanzania for the positive and beneficial development partnership and cooperation we have enjoyed with successive Canadian governments since our independence.

Likewise, the article has given the wrong impression of the status of relations between the Tanzanian government and Canadian mining companies. I was present for a substantial part of the interview between Embassy and Tanzanian Prime Minister Edward N. Lowassa.

I also accompanied the prime minister to all his discussions with Canadian federal and provincial government leaders and senior officials, as well as corporate leaders. I was present when he delivered his speeches in Calgary, Regina and Toronto.

Nowhere at all did any sense of denigration of, or frustration with, development co-operation between Tanzania and Canada emerge. Clearly, this article's message is out of sync with the central message that the prime minister brought to Canada.

The prime minister has expressly instructed me to put the record straight because the context and manner of his interview flies in the face of the reality of the tone and intention of his message to Canada.
It is not up to the Tanzanian government to determine the magnitude of Canada's international development budget.

But we note with appreciation the commitment of successive Canadian governments to increase their development assistance to Africa.

ThegovernmentofTanzania welcomes wholeheartedly the Dec. 1 announcement that the Canadian government's HIV/AIDS initiative package of an extra $120 million will be implemented this year. That this is in addition to the pledge to give $250 million over the next two years to the Global Fund is especially appreciated and welcomed by Tanzania.

Regarding relations between Canadian mining companies and the government of Tanzania, the prime minister, throughout his visit, publicly commended the Canadian mining company Barrick Gold for being the first company to successfully conclude a win-win arrangement with the government of Tanzania, and he urged other mining companies to be equally co-operative.

The prime minister was assured in his meetings withCanadian leaders that the Canadian government shared the concerns of the Tanzanian government that Canadian companies observe the same environmental, ethical and corporate responsibility standards when operating abroad as they do in Canada. Overall, Prime Minister Lowassa's visit to Canada was a great success for the further strengthening of bilateral relations, and relations between the government of Tanzania and Canadian mining companies.

The impression given by your article needs, therefore, to be weighed against these facts and realities of the visit.
