US washes hands of under-siege Ballali

-Revokes former BoT governor’s visa, says he’s no longer eligible
-Fresh questions raised about imminent deportation back to Tanzania

THE United States Government has formally revoked the visa that allowed former Bank of Tanzania governor Daudi Ballali to stay in the US, effectively paving the way for his possible return to Dar es Salaam to face corruption charges.

According to a US embassy statement issued in the city yesterday, the revocation follows President Jakaya Kikwete’s decision to sack the governor on January 8 after confirmation of a massive funds misuse scam at the central bank.

Well-placed sources in government told THISDAY that the visa revocation was the first step towards deporting Ballali back to the country to answer imminent charges relating to fraud, money-laundering and corruption.

Said the embassy statement: ’’Mr Ballali’s visa was issued in his capacity as a representative of the Tanzanian Government. Simply put, because of the termination of his service, he no longer represents the government and is no longer eligible for his current non-immigrant visa status.’’

It is understood that State House officials recently made inquiries at the US embassy about Ballali’s visa status.

The embassy did not say what type of visa Ballali held, nor when it was issued. However, the ex-governor has reportedly been receiving medical treatment at a hospital in Boston in the US for more than three months now.

The visa revocation means that the 64-year-old Ballali has now been officially banned from his continued stay or future entry to the US, where he is understood to have studied, worked and lived many years before becoming BoT governor in 1998.

He is known to own a house in Bethesda, Maryland, near Washington D.C.

However, sources say the ex-governor could now be somewhere in Israel or the Republic of Malta, a small but heavily-populated island nation.

A long-time employee of the International Monetary Fund (IMF), Ballali was stationed in Washington for some 20 years. He then returned to Tanzania and served at State House as then president Benjamin Mkapa’s economic advisor, before moving on to the central bank.

In the same statement yesterday, the US embassy called on the government to proceed with the swift prosecution of all individuals found to be involved in the evidently serious embezzlement discovered in the BoT�s external payment arrears account.

’’We support the Tanzanian Government’s decision to press forward with an investigation of irregularities at the Bank of Tanzania, and believe it shows President Kikwete’s resolve to combat corruption,” said the statement.

’’A prompt investigation and prosecution of those responsible in the Bank of Tanzania case is imperative,’’ it added.

Section 212 of the American Immigration and Nationality Act, introduced in January 2004, gives the US Government authority to ’’suspend entry as immigrants or non-immigrants of persons engaged in or benefiting from corruption’’.

In the statement, the US embassy hinted at its willingness to facilitate the possible deportation of Ballali to Tanzania to face criminal charges.

’’There is a history of close cooperation between our two nations. Both countries are committed to working closely to root out corruption and bringing to justice any individual found culpable of engaging in corrupt activities,’’ said the embassy statement.

This is the first time in recent memory that the US Government has revoked the visa of a well-known Tanzanian public official.

In neighbouring Kenya, the American Government has had occasion to ban several senior politicians, including former minister Nicholas Biwott, from entering the US for alleged corruption.

Biwott was once considered one of Kenya’s most powerful politicians during the reign of former president Daniel arap Moi. He was one of several ministers named in an inquiry into the siphoning of $700m of Kenyan Government funds.

In the case of Ballali, he faces serious allegations of embezzlement of more than 133bn/- from the BoT’s external payment arrears account during 2005/06 alone. And insiders say the massive misappropriation of public funds recently uncovered by a special audit on the account is just the tip of an iceberg.

According to various government officials contacted by THISDAY, the actual looting of funds from BoT coffers under Ballali’s watch over the past 10 years could end up amounting to several billions in terms of US dollars.

Mtanzania wakeup! the world of internet have made the transfer of information faster, this have helped us knowing all these. To gain more knowledge about a Governor conduct, ask yourself (and investigate) how the Governor works; is he a signatory to all the reserves we have in BOT, what the president or a finance minister must know or sign before a certain transaction? Balali came to a bank which had ZERO dollar reserves, he put together the macro/micro econs together, the bank had 2 billions dollars in reserves before year 2000; how can the same guy just 2005/6 siphon a third of the reserves we had? Do you want to say he was acting as one signatory?

We should aim to a more upper side bring about the BOT modus operandi; the board status on such transactions. For sure this guy gonna be killed, the culprits will be still there; we do not have time to push more on balali's fate; we need the president and ask him: Did you know anything on such transactions? As a president of a country which has 2billions dollars (100&#37 reserves can you tell us why a single Governor(if he acted alone) paid dubiously a third of all reserves we have? If you didn't know therefore there is something wrong with your government system; if you knew it and kept quite then you are a hypocrite number 1 like your finance minister who was "duped" to sign!!
