Nigeria is a Federation, each state has its own budget, for e.g Lagos state budget is $2.5 Billion. If you combine all the states budget plus the federal govt, you are probably looking at over $60B in budgetary allocations which is at the very least, double that of Kenya.

And as for the case of salaries, huge recurrent expenditure doesn't always mean bad news... Huge salaries for Mps is bad, But for doctors,nurses and teachers means we have given priority to sectors that improve the quality of our future human resource workforce which is a very good thing. You cannot say our recurrent expenditure is huge compared to yours when we have at least double the number of teachers and doctors compared to Tz. e.g $2.8 Billion will go to teachers salaries in Kenya, The total budget for the min.ofEducation in Kenya is over $5Billion!!!!! while in Tz the whole Ministry of Educations budget is around $1B and this includes salaries !!!!

ABUJA, Dec 21 (Reuters) - Nigeria’s parliament approved on Monday the government’s 2021 budget of 13.6 trillion naira ($35.66 billion), assuming 3% annual economic growth, oil prices of $40 a barrel and 1.86 million barrels a day of crude production.

1. Nigeria's Federal Government accounts for an average of 70% of States' revenue. Nothing different from most so-called devolved governments in Africa. They all depend on the central government i.e pesa mashinani crap! So your counter-argument is basically benign and does nothing to nullify the fact that bigger budget doesn't mean bigger economy or more development.
This is just simple economics.

so ina maana chukua $35 bln federal budget jumlisha na around $10 bln (30% from states budget) unapata $45 bln! South Africa's 2021/2022 budget ni over $99 bln!
