First get a management team that knows how to run an airline. Rwanda, Uganda, and of course the Emirates airline went and got former British Airways management personnel.
Second, forget about the turbo-props like ATRs! Go for Regional Jets from Bombardier and Brazilian Embraer and Boeings!! You can get a lot of mileage from regional jets as flying within Tanzania as well as neighboring countries falls very nicely into their ranges. Plus, due to their sizes they make loading and unloading fast and simple as clients don't need to have lots of luggage.
Third, forget the long range routes for now until you stabilize the internal ones. If you do go for international routes within Africa e.g. Jo'burg then start small with the Boeing 737 Next Generation (-600/-700/-800/-900) After all, Boeing 737 is the most reliable aircraft the world has seen, a workhorse flying all over the world, and its technology is familiar in this country.
Fourth, streamline, layoff and fire the bloated workforce of ATCL with immediate effect. Those remaining should pull up their boot straps and wagangamae!
Fifth, in later years, to generate revenues, retrofit an older Boeing to fly cargo from east Asia and south west Asia (the Middle East)
